Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

The experience of the United States is studied in a comparative perspective relative to a sample of rich economies observed over the period 1890-2005. The analysis confirms the existence of a U-shaped female labor supply function, coming from both cross-country and within country variation. Further analysis of a large cross section of economies observed over the post-WWII period suggests that the timing of a country's transition to a modern path of economic development affects the shape of women's labor supply.

Book excerpt: Despite broad progress in closing many dimensions of the gender gap around the globe, recent research has shown that traditional gender roles can still exert a large influence on female labor force participation, even in developed economies. This paper empirically analyzes the role of culture in determining the labor market engagement of women within the context of collective models of household decision making. In particular, we use the epidemiological approach to study the relationship between gender in language and labor market participation among married female immigrants to the U.S. We show that the presence of gender in language can act as a marker for culturally acquired gender roles and that these roles are important determinants of household labor allocations. Female immigrants who speak a language with sex-based grammatical rules exhibit lower labor force participation, hours worked, and weeks worked. Our strategy of isolating one component of culture allows us to shed light on several important mechanisms influencing women's economic engagement, including the role of bargaining power in the household and the impact of ethnic enclaves. Our results further suggest that language may influence behavior in both of these contexts.

Book excerpt: The gender education gap has reversed, women today account for the majority of college graduates. At the same time, skill-biased technological change strongly rewards highly-educated workers through the increased skill premium. In this thesis, I analyze the implications of combining these two facts through a heterogeneous agent model using U.S. data from 1964 to 2018, in which agents differ in terms of gender and education. Extending the model of Caselli (2006), I first investigate how firms shift their production towards more skilled-labor-efficient technologies over time. I find that a decrease of the relative price of skilled labor productivity over time is needed to generate a skill premium growth. Next, I show that the model fits the data on labor supply and both intra- and inter-household earnings inequality very well. Then, four potential explanations for the sharp increase of female labor supply in the last century are tested: Decreasing home production hours, assortative matching, rising female education and skill-biased technological change. The results show that the great changes in time use, enabled in larger part by more effective home production technology, are the most important factor for female labor supply and intra-household inequality. Lastly, a counterfactual analysis is conducted to determine whether these model results differ between married and cohabiting households, which they do as cohabiting women work more and have higher relative earnings compared to married women.
