Summary monthly mobility statistics for all 943 centerline miles of Indiana Interstates 64, 65, 69, 70, 74, 94, and 465 are tabulated in a graphical format to facilitate comparison of mobility along those corridors. The report contains three appendices. Appendix A details the location of congestion pockets on each corridor. Appendix B provides quantitative summary of congestion for each interstate by month and direction. Appendix C provides travel time reliability statistics along three corridors in northern Indiana, twelve corridors in central Indiana, and four corridors in southern Indiana.

The summary report presents overall system performance, including a monthly overview covering January 2011 through June 2014 as well as selected highlights of significant projects. In addition to the Interstate system, the report characterizes selected high-priority arterial corridors to rank their mobility performance in terms of travel time and travel time reliability.

While adding lanes to increase highway capacity may be very expensive, transportation agencies can provide travel time information to customers at a relatively minimal cost. The Washington State Department of Transportation has initiated an innovative program to achieve this goal (WSDOT). This information can take various forms, and different methods can be employed to improve travel time itself. This thesis presents WSDOT's travel time reliability program as a case study. Data on speeds from Pennsylvania are then analyzed to better understand how one measure of travel time reliability, the 95 th percentile travel time, varies by time of day and day of the week. Finally, the thesis explains the applicability of travel time reliability as a performance measure to be used in decision-making. Travel time reliability should certainly be a measure in a transportation agency's goal of improved customer service.

Book excerpt: In recent decades, tolling has been implemented in many highways, bridges, and tunnels for generating revenues for construction, management, and maintenance. To setup tolling scenarios, traditional methods, such as surveys and public hearing, are time and cost consuming. In addition, there likely have various impacts for the different levels of toll. However, there is a lack of handy tool for analyzing the impacts of time-of-day tolling on roadways. Therefore, the purposes of this project are: 1) propose a model to capture the relationship between the time-of-day toll and route choice; 2) develop a TOD analysis software that is convenient for quickly evaluating the impacts of various time-of-day tolling scenarios; 3) easy visualize traffic flows on roadways through different toll rates; 4) and graphically illustrate the revenue, monetary savings, travel times, speeds, VHT, VMT, and welfare from the results. The TOD analysis pack can help to reduce drastically the time and effort in analyzing the costs and impacts of any time-of-day tolling project. It also provides a convenient and flexible tool for testing the impacts of various tolling scenarios for any highway. The visualization features can illustrate the diversion of traffic due to tolling implementation, and can display the top-ten most impacted roads. The TOD analysis pack can seamlessly be jointed-up with the existing TransCAD models that already exist at INDOT. Moreover, the application can be integrated with Google Maps, which provides additional information for users.
