The text outlines the development of transportation planning considering the constraints placed upon studies made in the transportation system. The author describes the planning process as evolving, with the nature of the problem changing along with the passing of time. He evaluates the policy-decision mechanisms influenced by ""maximization subject to constraint."" The author then presents some mathematical simulation models of transport, and then emphasizes that actual testing and experimentation of a model are needed to overcome any cardinal weaknesses. The author then cites legislations and development proposals that transportation plans should be integrated with land use planning and traffic systems. Book excerpt: Originally published in 1987, this title reviews and evaluates the methodologies suitable for highway evaluation, along with the UK transport supplementary grant and TPP (Transport Policies and Programme) system. Examples of current UK practice are briefly described, with more details being given of the technique of priority ranking used in the case study area of the West Midlands. Multi criteria approaches are reviewed in chapter two. Chapter three looks at the choice of highway data input in the light of those available, and the practical structure of factorial analysis applied to the case study area. The book covers following issues: computer structure and requirements; highway problem data; referencing methods; site definition; and weighting methods. The results from this study are described and then analysed by classical factorial analysis. The implications of the technique for the TPP preparation process, for the derivation of priorities, and the highway evaluation process as a whole are given. Specific techniques, such as factorial analysis, bridge problem and bus aid ranking, highway capacity calculations and sensitivity testing, as well as the computer programs used (March and COBA) are described in greater detail in the appendices.

Book excerpt: This study considers the feasibility of options for a new system of charging for road use in the UK, in order to make better use of road capacity and to help reduce traffic congestion. This would mean moving away from the current motoring taxation system and introducing a variable charging system depending on the level of road congestion. Issues discussed include: public attitudes, travel trends, options for national road pricing, institutional aspects of implementation, possible interim options to a national scheme, including the UK lorry road user charging scheme and local congestion charging pathfinder schemes. Amongst the report's conclusions, it finds that national road pricing is becoming feasible in the medium-term (in 10 to 15 years) and could meet the Government's objectives. However, its successful implementation requires the promotion of a greater degree of public acceptance. Although a national scheme is still some years off, a number of practical steps can be taken now in preparation, including promoting a public debate to inform and raise awareness, with research into road users' behaviour and implications for business; working with car manufacturers in the development of vehicle technology standards; and working with local authorities on introducing local charging schemes to tackle congestion problems.
