Book excerpt: An alternative school is an educational setting designed to accommodate educational, behavioral, and/or social-emotional needs of children and adolescents that cannot be adequately addressed in a traditional school environment. In many alternative schools, the individuals chosen as leaders are licensed, certified school principals. Research focusing on alternative education is emerging, yet there is limited research directly devoted to alternative school leadership (Price, 2010). With the knowledge that students attending alternative schools have needs that cannot be met in traditional school settings, what specializations can leadership preparation programs offer to prepare alternative school leaders for alternative school leadership? Utilizing a phenomenological mix method research design, alternative school leaders in alternative schools for at risk students located in the Central and Eastern region of Pennsylvania were asked to participate in a study which employed a semi-structured survey and face-to-face interviews to explore their perceptions of leadership preparation programs in preparing them to lead schools for at risk students. The results of the study indicated that alternative school leaders in Central and Eastern Pennsylvania perceive that specialized leadership preparation must incorporate special education and psychology-based courses to address the social/emotional and disruptive behaviors associated with at risk students. They indicated that their school leadership preparation program did not prepare them for students that have specific trauma-based issues as physical or substance abuse. In addition, alternative school leaders support an alternative education school leadership preparation certification from the Pennsylvania Department of Education. Trends in K-12 education have created new demands and expectations for school leaders and evidence the need for alternative leadership programs.

It posits that the existing education system does not serve the needs of up to eighty percent of public high school students and that the principles of competition, standardization, and efficiency, which currently drive the system, serve to create a student academic hierarchy from which the top 20%-30% of four-year college applicants are drawn. Following a methodical analysis of the existing structure, the treatise examines the effects of the three principles as they shape students' cognitive, social, and emotional development. Thereafter, it discusses general alternative principles for structural change and puts forth a concrete example of a viable alternative education system. The treatise concludes with an assessment that such changes would have upon students, teachers, parents, and administrators within the education community.

Book excerpt: The accountability era ushered in by the No Child Left Behind of 2001 dramatically increased the complexity of the role of public school principals and changed the context in which principals do their work. This qualitative case study focused on the lived experiences of 10 public high school principals, five traditional and five charter school leaders, serving under the competitive policy frameworks of No Child Left Behind and federal and state innovation grant programs (e.g., RttT) during the years 2008 to 2015. Three distinct studies revealed (a) principals’ perspectives on the complexity of the role, the impact of competition, accountability and innovation policies, and how the role has expanded, (b) how they perceived and employed innovative strategies to achieve their goals, and (c) emerging themes in the role including the need to negotiate new, complex, sometimes contradictory relational and political networks, manage the term failure in regard to school success, and develop a significant practice of distributed leadership to achieve their goals. The research design employed semistructured interviews and analysis of relevant documents, government records or other publicly available resources. Principal preparation programs, future administrators, and policymakers may benefit from understanding how these leaders led through the shift into 21st century public education in the United States by enacting policies in an increasingly complex, competitive policy environment. This study addressed a gap in the literature by analyzing practitioner point of view as it examined the impact of historic federal and state accountability and innovation policy convergence on the role and context of public high school principals between the years of 2008 and 2015.
