Book excerpt: The Department of Defense (DoD) budget is the end product of the Planning, Programming, Budgeting, and Execution process, which is submitted to Congress two years in advance of execution. Thus, the DoD will always demonstrate a monetary difference between the planning and execution phases. A significant difference between the planning and execution affects providers such as Naval Supply Systems Command (NAVSUP), which is responsible for the managing and financing of materiel. From 2007 to 2017, there has been an average budget difference of $3.1B for Operation and Maintenance, Navy appropriation. NAVSUP receives the DoD budget requirements from resource sponsors and budget submitting offices (BSOs) and determines how to invest by utilizing an inflation category code (ICC) such as Consumable parts (412) and Repairable parts (503). This study analyzed the budget differences for ICC 412 and 503 from 2007-2017; it demonstrated which budget line items (BLIs) and BSOs had the most significant contribution to these differences. For ICC 412 and 503, our analysis showed the most significant differences were observed in the years 2007-2011 and 2014-2017, and that the BLIs Mission and Other Flight Operations (1A1A) and Mission and Other Ship Operations (1B1B) demonstrated the most significant budget differences. It was also determined that BSO for Commander, U.S. Fleet Forces, and Commander, U.S. Pacific Fleet had the most significant impact on the budget differences for these BLIs.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.I. Half of all federal employees work for the Department. The annual budget for the military not only provides for those salaries, it covers the baseline and wartime operating expenses of the force, and hundreds of billions of dollars of investment in new capabilities and technologies. Given the materiality of the defense function and amount of resources it consumes, the processes for budgeting for defense and managing the funds is important to understand. This text provides a fully integrated view of defense budgeting. It takes the position that defense budgeting is a specific instance of public budgeting, and public budgeting is a specific instance of public policy. In order to fully understand how the nation budgets for defense, it first lays a theoretical and conceptual foundation for public policy and public budgeting. Book excerpt: Central Supply and Maintenance programs provide supply, maintenance, technical, and other logistic and acquisition management support to the operating forces and shore establishment. This support is primarily provided by four Naval Systems Commands; the Naval Data Automation Command (NAVDAC) which operates under the direct command of the Chief of Naval Operations; the Naval Military Personnel Command; and the Assistant for Administration to the Under Secretary of the Navy (AAUSN). The FY 1991 budget estimate reflects two significant changes in funding responsibility. Funding for Central Supply Operations and Inventory Control Operations transfers to Navy Stock Fund customers who will support the cost of these operations through the surcharge on Stock Fund sales. Additionally, responsibility for Subsistance-in-Kind, or the purchase of food for military members, transfers from the Military Personnel, Navy appropriation to budget activity 7. Modest program increases reflected in the FY 1991 request include additional funding to reduce the executable depot maintenance backlog in aircraft rework, and other weapon systems and equipment rework. Additional funding is also included to reduce the risk of compromise to the acquisition process. Funding levels for non-depot maintenance programs decline, even without considering the impact of inflation. Detailed budget justification by activity group is provided separately for each major claimant in budget activity 7. All available audit savings have been incorporated into these budget estimates.
