Study to search excellence in the agriculture and find solutions in making this sector more performant and competitive. This topic was driven by concerns from farmers in our village, Anjar (Bekaa), seeking to make profit from their crops. Unfortunately, the farmers in Lebanon do not have any government support and at the end of the season, if their crops survive they sell them at very low prices to commissioners and not directly to the shops. In order to study the agriculture sector in Lebanon and specifically of the Bekaa valley, we first sought to analyze agriculture situation in Lebanon. Then we did a SWOT analysis and studied the socio-economic background and the agro food sector in Lebanon including water and factors of productions. At the end of the research, we have explored the problem that hinders this sector and find solutions to make the agriculture sector more profitable. In this research, face-to-face interviews and an interview with the president of farmers syndicate Mr. Antoine Hwayek were conducted, in order to study deeply the current agriculture situation of Lebanon. Through this research, we will found that this sector could be profitable and competitive if it is provided by many solutions such as the establishment of a private agricultural bank, laboratories, good government support, and realizable export agreements with the MENA region.

Finally, we provide a discussion towards a renewed national agricultural strategy; in which we reviewed some lessons learned from previous success stories in the agricultural sector in Lebanon and compile the strengths, weaknesses, opportunities and threats of the agricultural sector.

Book excerpt: This study identifies value chain (VC) opportunities for women cooperatives, associations and individuals by adopting the FAO Gender-Sensitive Value Chain (GSVC) framework of analysis. In addition to the core and extended VC levels, as well as the national and global enabling environment. This framework adds two dimensions to be analyzed which are the individual and household levels, the areas in which gender inequalities frequently start from. Therefore, adding these two levels of analysis facilitates the systematic integration of gender equality into VC development programmes and projects. In addition to experts for each sub-sector, namely plant production, forestry, fisheries and aquaculture, animal production and agro-processing, this study included a gender consultant who played a major role in the different phases of the study. These included preparing and giving workshops to the sub-sector experts prior to the literature review and analysis, aligning their work within a gender framework, in addition to participating in the data collection phase, where the consultant revised the data collection tools prepared by the sub-sector experts for the Key Informant Interviews (KIIs), Survey and Focus Group Discussions (FGDs) and attended the majority of the KIIs. The consultant additionally revised the analysis of each sub-sector, included a gender assessment and assisted in the study’s reporting.

Book excerpt: Agriculture is a small but stable part of the Lebanese economy. Approximately 20 to 25 percent of Lebanon's active population is involved in the sector in one way or another. This note is a synthesis of previous work written on agriculture development in Lebanon and related public expenditures in the sector. It starts with an overview of the agriculture sector in Lebanon and its role and contribution to the economy. Approximately eight percent of Lebanese households live below the poverty line. Among major economic sectors, agriculture has the highest rate of poverty. Over 20 percent of heads of households engaged in this sector are very poor. The North governorate is among the hardest hit areas with one in four agriculture workers likely to be poor. Agriculture sector development could play an important role in pro-poor growth. This note aims to focus on an agriculture sub-sector with significant growth potential. The Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis explains that Lebanon is relatively more competitive in fruits and vegetables than in cereals and livestock. First, Lebanon is a relatively water scarce country and livestock put a greater strain on water resources than fruits and vegetables. Second, cereals are a lower-value crop than fruits and vegetables, and have more volatile returns. Third, competitiveness in cereal markets requires producing in high volume. Lebanon is a small country that is very dependent on cereal imports, comprising roughly 83 percent of consumption. Thus, profitability is limited by a constraint on economies of scale. Moreover, making significant investments to reduce cereal import dependency may actually reduce food security by putting further strain on Government of Lebanon's (GoL's) fiscal balance, thereby limiting its ability to respond to food-price shocks. Livestock growth is also unattractive from a food security perspective because it would significantly increase domestic demand for cereals, increasing the country's exposure to market volatility.

Book excerpt: Within FAO project “upgrading the technical agricultural education system in Lebanon”, in collaboration with ILO and the Ministry of Agriculture (MOA), the Consultation and Research Institute (CRI) conducted in December 2019 this tracer study targeting agriculture graduates from Baccalaureate Technique in the Agriculture (BTA) and Short-Term Courses (STC) for the cohorts from 2016-2017 and 2017-2018. Preparation, field work, and initial analysis were completed in May 2020. This tracer study reviews the employment outcomes of graduates from the agricultural TVET programs, and the extent to which graduates have found employment that allows them to apply the skills acquired through their trainings. This will complement existing studies, e.g. the ILO study on supply and demand in agriculture (2018), and will provide inputs in the work of the Ministry for increased market relevance of its training programmes. More specifically the findings of this study will contribute to the following project objectives: 1) Recommend a policy framework for skills and supply development in the agriculture sector with the private sector; 2) Review the upgraded curricula in the technical schools; and; 3) Propose new skills courses based on the identified trends in the market (demand side).

The objectives of this study are threefold: 1) to improve the understanding of climate change projections and impacts on rural communities and livelihoods in selected regions of Jordan and Lebanon, specifically the Jordan River Valley and Lebanon’s Bekaa Valley; 2) to engage local communities, farmers, local experts, and local and national government representatives in a participatory fashion in helping craft agricultural adaptation options to climate change; and 3) to develop local and regional climate change action plans that formulate recommendations for investment strategies and strategic interventions in local agricultural systems. Therefore, this publication may serve as the analytical underpinning for ongoing discussions taking place within the governments, including the Ministries of Agriculture and Environment, on how to best move forward in building agricultural resilience to climate change.

It also aims to look deeper into the motivation of conversion, obstacles in the way, and to consider alternatives. Lebanon is one of the small countries in the Middle East where agriculture plays a huge role in supporting its economy. The United Nations stated that, in total, 6,8 million people reside in Lebanon where the agriculture sector contributes to 2.5% of the Gross Domestic Product (GDP) and offers jobs to more than 11% of the population. Due to a Mediterranean climate and a fair amount of rain, the Lebanese agricultural practice varies along the mountains and coast. With the suitable climate, fertile soil, a high amount of rainfall, and water availability for irrigation, more than 2000 different wild species of plants can grow. This allows for different types of crops as well, including field crops, olives, fruits, vegetables, and many more. This diversity enables not only the benefit to the locals but also the exporting of the harvest to the Arab countries and Europe. In the past, farmers were dependent on certain fruits, mainly citrus (for example lemon, orange, mandarin). These were planted on a 210-km-area along the coast. However, these fruits have suffered during the past decade as a result of socio-political-economic reasons, failing to provide economic support for the local farmers. Nevertheless, farmers showed a potential to shift agricultural practices towards other fruits. The avocado tree showed to be a prominent candidate and its role in agriculture has had a huge development with the help of projects by foreign nations such as the United States (US), The Netherlands, and France. This supported the agriculture sector through the funding of projects and by providing experts to help farmers increase their production to a higher level. Today, avocado farming belongs not only to the important fields of Lebanese agriculture but also in the Arab and European markets the sale of Lebanese avocados has been prominent. The international market for avocados is highly competitive, and research shows that markets such as Europe prefer better quality and more sustainable organic fruits. However, the economy in Lebanon has seen a drastic decline since October 2019 and farmers need a sustainable plan to keep their work going.

The political deadlock, the economic crisis and the COVID-19 pandemic have further intensified the country’s existing economic fragility. Based on preliminary estimates, it is expected that the total cultivated area (mainly temporary crops and crops under greenhouses) will decrease during the 2021–2022 agricultural season due to the expected further increase in prices of inputs and soaring fuel prices. Overall, farmers will tend to shift to low-cost and less water demanding crops to reduce their overall production costs. Farmgate prices for agricultural products are also on the rise with the increase in production costs due to further depreciation of the Lebanese Pound. Despite the increase in export costs, exports of fresh fruits and vegetables are projected to increase for a variety of products and countries. This study aims to identify Lebanon’s main economic and social challenges related to the agrifood sector and to recommend evidence-based strategies and priority areas for public investment to cope with the impacts of the financial crisis, the COVID-19 pandemic and the PoB explosion. It aims to update and complement the June 2021 ASR. It should be noted that this study was prepared during the period from September 2021 to February 2022 and does not cover latest developments, such as the impact of the Ukraine war on the agricultural and food security sectors in Lebanon.

Book excerpt: The Israeli attack in summer 2006 resulted in widespread destruction and a decli ne in economic performance caused by the significant damage to Lebanon's product ive sectors. Hostilities had hit the cultivated fields and farms and hindered th e accessibility to most of cultivated fields due to the spread of unexploded ord inances (UXO). A comparison between several studies conducted to assess agricult ural losses due to the July war revealed that different methods for war assessme nt costs and losses are subject to great discrepancies in some cases and underes timation of true costs in others. This study investigates and assesses the impa ct of the July 2006 war on the agricultural sector, the main source of income fo r about 30- 40 percent of the population of Lebanon. The aim of this study was t o develop a methodology to estimate the total costs (both direct and indirect) o f the war on agricultural productivity using production data of two agricultura l sub- sectors namely; farm crops and the livestock. The Tyre Plain was selected as study area as it was the most heavily affected areas by Israeli hostilities. A Cost Benefit Analysis was carried out to achieve the stated objective. Two ma in scenarios were considered in this study: one for the crop losses and the seco nd for livestock. Each scenario was further assessed under two conditions: the f irst assuming 25 percent damage or inaccessibility and the second assuming 100 p ercent damage (or inaccessibility). Ratios of financial (representing direct los ses) to economic losses (representing the indirect or intertemporal losses) were determined providing a comprehensive cost assessment of the actual damage to th e crop and livestock sector. Then a total economic losses matrix was developed t o asses the total magnitude of losses embedded on the productive sectors studied . The analysis showed that the inclusion of the economic cost will significantly increase the magnitude of the total losses/ costs of war on cropping and livest ock production activities. In all scenarios of the study, the economic or inter temporal losses appear to be greater than the financial or direct losses for all the study scenarios.

Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. The study is based on the work of the FAO project 'Coping with water scarcity - the role of agriculture – Phase III', active in Lebanon since 2011, which seeks to st rengthen the safe use of treated wastewater in agriculture and deals with the agricultural component of water scarcity. The study also presents a tool to support the Government of Lebanon to meet its stated objectives for agricultural water management and to develop new policies on the use of TWW. It will further contribute to the achievement of a number of existing national strategies relating to water, agriculture, environmental management and desertification.
