Book excerpt: In Ethiopia although improvement in Teff productivity and production is critical for improving income and food security of smallholder farmers, both its productivity and production remain below the potentials. As such, the aim of this study was to estimate the levels of technical efficiency (TE), allocative efficiency (AE) and economic efficiency (EE) of smallholder Teff producers, and identify the drivers of variation in Teff production efficiencies in the study area. We used primary data collected from 201 randomly selected Teff producer households from Liben Chukala district of Central Ethiopia using a semi-structured and pre-tested questionnaire. Descriptive statistics, stochastic production frontier and two limit Tobit model were used to analyze the collected data. The results reveal that land size, labor, seed and pair of oxen used to produce Teff were found to be significantly associated with Teff output produced by a household. The findings further reveal that there were significant production efficiency gaps as indicated by the mean TE, AE and EE which were found to be 69.08, 54.71 and 39.83 percent, respectively. Furthermore, the econometric model estimates show that education, farming experience, credit utilization and distance from the main road were found to affect TE, AE and EE of the households positively. On the other hand, the number of plots, distance from farmers' training center and participation in off/non-farm were found to affect AE and EE of the households negatively. Hence, the policy implication of the findings is that improving educational level, increasing credit utilization, giving training for younger households, and initiating cluster farming could improve farm households' Teff production efficiencies, which in turn, help improving income and food security of the smallholder households.

Most of the agricultural production is under rainfed conditions and thus extremely sensitive to rainfall variability. Irrigation development, including smallholder irrigation, is used by the Ethiopian Government to attempt to mitigate the effects of rainfall variability. In this study, we look at smallholder irrigation – modern and traditional irrigation systems. A detailed description of the cropping patterns is given. The stochastic frontier production function approach is used to estimate technical inefficiency, and constraints to production are analyzed. Since the traditional system is found to be efficient but on a lower production frontier, the study shows that significant gains can be made by raising the frontier of the traditional systems and increasing the efficiency of the modern systems. Among the production constraints studied were land preparation, soil fertility, weed control, pests and diseases, soil erosion, input access and moisture deficiency. The most significant constraints on the irrigated systems were input access and moisture deficiency.

Book excerpt: Improved technologies are increasingly promoted to farmers in sub-Saharan-African countries to address low agricultural productivity in their staple crops. There is, however, a lack of evidence on how adoption affects farmers’ labor use and profitability at the farm level, as well as the importance gender roles play, all essential drivers for the successful up-scaling of the use of the improved technologies. This paper analyses the labor and profitability impact of the recently introduced row planting technology in teff production in Ethiopia. Based on agronomic evidence in experimental settings, the Government of Ethiopia has focused extension efforts on promoting the widespread uptake of row planting to address low teff yields, replacing the traditional broadcasting method of plant teff. Using an innovative Randomized Controlled Trial set-up, we show that the implementation of row planting at the farm level significantly increases total labor use, but not teff yields, relative to broadcast planting, resulting in a substantial drop in labor productivity when adopting row planting. Moreover, the implementation of row planting has important consequences for inter- and intra-household labor allocation, with relatively more use of non-family labor. The adoption of row planting was further found not to be profitable for farmers in the first year of the promotion campaign, seemingly explaining the limited success in up-scaling the adoption of the technology by farmers in the second year of the program.

Book excerpt: In the first chapter of the dissertation, we estimate the impacts of controlling for environmental production conditions on smallholder farmers' technical efficiency in Ethiopia for maize, sorghum and wheat farming. We use a household panel dataset with annual and cropping season environmental production conditions data. Our results show that accounting for environmental production conditions in the stochastic frontier helps to determine the sources of inefficiencies which may otherwise be ignored or overestimated. The mean estimates of the technical efficiency scores differ when we control for environmental production conditions during the cropping season and annually. The second chapter of the dissertation examines the efficiency of smallholder farmers who adopt improved maize using agricultural household data from Ethiopia. We find that smallholder farmers are becoming more efficient in growing improved seeds than local varieties even though there are still some inefficiencies. The mean technical efficiency of improved maize farmers increases by 2.9%. For improved open pollinated varieties, it increases by 9.21%. We attribute the increase in efficiency to the changes in agricultural systems of most Sub-Saharan African countries. Therefore, given that the dissemination and adoption of improved seeds is increasing in Africa, efforts should be made to assist smallholder farmers to be more efficient in growing these seeds. The third chapter provides an insight into the efficiency of peanut farmers in Haiti. We use the stochastic production frontier to show how the agricultural training program impacts the efficiency of smallholder peanut farmers in Haiti. Specifically, we estimate the technical efficiency of farmers enrolled in the training program offered by a for profit organization and those who qualify to enroll but chose not to. Our results indicate that the program had positive effect on the efficiency of peanut farmers during the spring growing season. Farmers who enrolled in the spring season had efficiency scores of 36% more than those who chose not to enroll. Further, we find a large gap in efficiency scores between farmers who enrolled in the fall and spring growing seasons, suggesting that environmental variables should also be included in farm efficiency studies.

Book excerpt: This study aimed at assessing the technical efficiency of fish farmers in Ibadan metropolis of Oyo State, Nigeria using the stochastic frontier production function analysis. Primary data were collected using a set of structured questionnaire from 82 fish farmers in Ibadan metropolis, Oyo State, Nigeria. The stochastic frontier function estimated for the 82 respondents showed that the mean efficiency value was 0.906. Majority of the fish farmers of about 65.9 percent are over 90 percent efficient and about 34.1 percent had technical efficiency ranging from 50 percent to 90 percent, based on the use of input. The distribution of results also showed that fish farmers in Ibadan metropolis are more efficient in the use of inputs though not all the inputs. There are farmers who gain more by reducing the inputs (e.g. labour use) for the same level of output. Changing the input combinations can thereby increase the farm level of efficiency. The farmers in the study area therefore need to use their available input intensively and rationally so as to produce better output and be technically efficient.
