Book excerpt: Viet Nam has experienced rapid social change over the last decade, with a remarkable decline in fertility to just below replacement level. The combination of fertility decline, son preference, antenatal sex determination using ultrasound and sex selective abortion are key factors driving increased sex ratios at birth in favour of boys in some Asian countries. Whether or not this is taking place in Viet Nam as well is the subject of heightened debate. In this paper, we analyse the nature and determinants of sex ratio at birth in Viet Nam, including a small family size norm, recent reinforcement by the Government of the "one-to-two child" family policy, traditional son preference, easy access to antenatal ultrasound screening and legal abortion, and an increase in the proportion of one-child families. In order to prevent an increased sex ratio at birth in Viet Nam, we argue for the relaxation of the one-to-two child family policy and a return to the policy of "small family size" as determined by families, in tandem with a comprehensive approach to promoting the value of women and girls in society, countering traditional gender roles, and raising public awareness of the negative social consequences of a high sex ratio at birth.

Three Asian countries were chosen for the comparative policy analysis, namely South Korea, India and Vietnam that share in common a historical legacy of son preference, high levels of sex imbalances and active policy response to curbing the growing demographic masculinization of their nations. The research based on the data collected from field work in the three countries shows that despite the adoption of very similar anti-sex selection policies the outcomes have been markedly different for each of the three countries. These unexpected diverse outcomes are explained partly by their different historical and cultural contexts, and partly to the different social, political and economic institutions and dynamics. This monograph offers careful and detailed explanations of both within and across country diversities in policy outcomes, pointing to the importance and the limits of cross-national policy learning and adoption, and raising questions about the efficacy of international organizations’ current approaches to global policy and knowledge transfer.

Book excerpt: Abstract: For years, South Korea presented the puzzling phenomenon of steeply rising sex ratios at birth despite rapid development, including in women's education and formal employment. This paper shows that son preference decreased in response to development, but its manifestation continued until the mid-1990s due to improved sex-selection technology. The paper analyzes unusually rich survey data, and finds that the impact of development worked largely through triggering normative changes across the whole society - rather than just through changes in individuals as their socio-economic circumstances changed. The findings show that nearly three-quarters of the decline in son preference between 1991 and 2003 is attributable to normative change, and the rest to increases in the proportions of urban and educated people. South Korea is now the first Asian country to reverse the trend in rising sex ratios at birth. The paper discusses the cultural underpinnings of son preference in pre-industrial Korea, and how these were unraveled by industrialization and urbanization, while being buttressed by public policies upholding the patriarchal family system. Finally, the authors hypothesize that child sex ratios in China and India will decline well before they reach South Korean levels of development, since they have vigorous programs to accelerate normative change to reduce son preference.

Book excerpt: The Country Gender Assessment (CGA) was commissioned by the Food and Agriculture Organization of the United Nations (FAO) from October 2017 to February 2018 as a way to gauge Viet Nam’s progress in achieving gender equality in agriculture and the rural sector and as a mechanism to guide FAO’s strategic mission in Viet Nam. Its objective is to inform FAO country-level planning and programming in line with national development priorities and FAO’s mandate and strategic framework. The Assessment is also aimed at facilitating FAO’s contribution to the UN Country Team report on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) with up-to date and objective information on the situation of rural women in the country. The methodology of the CGA included a desk review of policies and programmes on agriculture, food and nutrition security and gender equality, a quantitative analysis of national statistics, in-depth interviews with FAO Viet Nam partners and qualitative surveys and focus group discussions (FGDs) conducted in two provinces (Ninh Thuan and Lao Cai).

It describes the turmoil experienced by individuals who undergo such abortions and explores their interactions with the spectrum of social actors and health institutions that facilitate practices of sex selection. As the first ethnographic study on sex-selective abortions in Viet Nam, this book delves into socially sensitive terrain and sheds light on personally fraught individual experiences of reproductive agency. It documents societal responses to sex-selective abortions in Viet Nam and identifies gaps in the state’s capacity to regulate reproductive desire in a marketised economy. Today, about one-quarter of the U.S. population consists of immigrants or the children of immigrants. Given the sizable representation of immigrants in the U.S. population, their health is a major influence on the health of the population as a whole. On average, immigrants are healthier than native-born Americans. Yet, immigrants also are subject to the systematic marginalization and discrimination that often lead to the creation of health disparities. To explore the link between immigration and health disparities, the Roundtable on the Promotion of Health Equity held a workshop in Oakland, California, on November 28, 2017. This summary of that workshop highlights the presentations and discussions of the workshop.
