Book excerpt: Using the Soil and Water Assessment Tool (SWAT) for large-scale watershed modeling could be useful for evaluating the quality of the water in regions that are dominated by nonpoint sources in order to identify potential "hot spots" for which mitigating strategies could be further developed. An analysis of water quality under future scenarios in which changes in land use would be made to accommodate increased biofuel production was developed for the Missouri River Basin (MoRB) based on a SWAT model application. The analysis covered major agricultural crops and biofuel feedstock in the MoRB, including pasture land, hay, corn, soybeans, wheat, and switchgrass. The analysis examined, at multiple temporal and spatial scales, how nitrate, organic nitrogen, and total nitrogen; phosphorus, organic phosphorus, inorganic phosphorus, and total phosphorus; suspended sediments; and water flow (water yield) would respond to the shifts in land use that would occur under proposed future scenarios. The analysis was conducted at three geospatial scales: (1) large tributary basin scale (two: Upper MoRB and Lower MoRB); (2) regional watershed scale (seven: Upper Missouri River, Middle Missouri River, Middle Lower Missouri River, Lower Missouri River, Yellowstone River, Platte River, and Kansas River); and (3) eight-digit hydrologic unit (HUC-8) subbasin scale (307 subbasins). Results showed that subbasin-level variations were substantial. Nitrogen loadings decreased across the entire Upper MoRB, and they increased in several subbasins in the Lower MoRB. Most nitrate reductions occurred in lateral flow. Also at the subbasin level, phosphorus in organic, sediment, and soluble forms was reduced by 35%, 45%, and 65%, respectively. Suspended sediments increased in 68% of the subbasins. The water yield decreased in 62% of the subbasins. In the Kansas River watershed, the water quality improved significantly with regard to every nitrogen and phosphorus compound. The improvement was clearly attributable to the conversion of a large amount of land to switchgrass. The Middle Lower Missouri River and Lower Missouri River were identified as hot regions. Further analysis identified four subbasins (10240002, 10230007, 10290402, and 10300200) as being the most vulnerable in terms of sediment, nitrogen, and phosphorus loadings. Overall, results suggest that increasing the amount of switchgrass acreage in the hot spots should be considered to mitigate the nutrient loads. The study provides an analytical method to support stakeholders in making informed decisions that balance biofuel production and water sustainability.

The sediment has helped form a dynamic network of islands, sandbars, and floodplains, and provided habitats for native species. Further downstream, sediment transported by the Missouri and Mississippi Rivers has helped build and sustain the coastal wetlands of the Mississippi River delta. The construction of dams and river bank control structures on the Missouri River and its tributaries, however, has markedly reduced the volume of sediment transported by the river. These projects have had several ecological impacts, most notably on some native fish and bird species that depended on habitats and landforms created by sediment flow. Missouri River Planning describes the historic role of sediment in the Missouri River, evaluates current habitat restoration strategies, and discusses possible sediment management alternatives. The book finds that a better understanding of the processes of sediment transport, erosion, and deposition in the Missouri River will be useful in furthering river management objectives, such as protection of endangered species and development of water quality standards.

The Riverine Community Habitat and Restoration Concept (RCHARC) facilitates evaluation of effects of different channel configurations or release patterns on fish habitat and can be used to balance water resources development and natural resource preservation. The RCHARC is applied to the Gavins Point Dam tailwater of the Missouri River as a case history to assess the effects of different reservoir release alternatives on habitat for native riverine warmwater fishes. Application of the RCHARC requires four steps. First a comparison standard must be selected which the project alternatives can be contrasted. Second, hydrologic and hydraulic features of the comparison standard having fish habitat significance are described and summarized as an annual series of monthly depth or velocity frequency distributions. Third, a similar approach is used to describe hydrologic and hydraulic features of the project alternatives. Fourth, the habitat value of each of the project alternatives is determined by similarity of their depth or velocity distributions to the distributions of the standard. The more similar an alternative is to the standard system, the higher it will be ranked.

Book excerpt: A large area of coastal waters in the northern Gulf of Mexico experiences seasonal conditions of low levels of dissolved oxygen, a condition known as hypoxia. Excess discharge of nutrients into the Gulf of Mexico from the Mississippi and Atchafalaya rivers causes nutrient overenrichment in the gulf's coastal waters and stimulates the growth of large algae blooms. When these algae die, the process of decomposition depletes dissolved oxygen from the water column and creates hypoxic conditions. In considering how to implement provisions of the Clean Water Act to strengthen nutrient reduction objectives across the Mississippi River basin, the U.S. Environmental Protection Agency (EPA) requested advice from the National Research Council. This book represents the results of the committee's investigations and deliberations, and recommends that the EPA and U.S. Department of Agriculture should jointly establish a Nutrient Control Implementation Initiative to learn more about the effectiveness of actions meant to improve water quality throughout the Mississippi River basin and into the northern Gulf of Mexico. Other recommendations include how to move forward on the larger process of allocating nutrient loading caps-which entails delegating responsibilities for reducing nutrient pollutants such as nitrogen and phosphorus-across the basin.
