Book excerpt: The deleterious effect of high energy neutrons upon the mechanical properties of reactor pressure vessel steels has prompted the employment of material surveillance programs in many nuclear power plants. These programs provide for the exposure of test specimens representative of the reactor pressure vessel at in-reactor locations, wherein they will experience the same thermal and radiation damage history as the vessel itself. Evaluation of these specimens, which reveals the progressive changes in the mechanical properties of the vessel, provides a basis upon which operational procedures and maximum lifetime exposure may be formulated for the plant. A review and an analysis of several instances of shortcomings in surveillance programs are presented along with a set of recommendations for consideration in planning new surveillance programs. In utilizing these recommendations, pressure vessel surveillance programs can be made to provide valuable information for use in determining plant operations; at the same time results from these programs may add to the general knowledge of radiation effects in pressure vessel steels or other materials subject to radiation. Recognition of the value of surveillance programs and their conscientious application should further the public acceptance of nuclear reactors as safe alternative power systems.

Book excerpt: The Metal Properties Council (MPC) has accepted the task of obtaining data on the properties of metals in critical areas of special need for industry in the United States (U.S.). One such area involves data on radiation effects in metals used as nuclear reactor pressure vessels. The MPC Subcommittee 6 on Materials for Nuclear Reactors, among other tasks, seeks information on availability and applicability, as well as the interpretation of data on radiation effects in reactor structural materials. In 1968, Subcommittee 6 sponsored an analytical review of data produced by periodic removal of surveillance capsules for assessing radiation effects on operating reactor pressure vessels. This work was prepared for the MPC by L. E. Steele and C. Z. Serpan, Jr., and was published in 1970 by ASTM as Special Technical Publication (STP) 481, entitled Analysis of Reactor Vessel Radiation Effects Surveillance Programs [1].

Book excerpt: The structural implications of radiation effects to nuclear reactor pressure vessels are assessed primarily through surveillance programs in which the properties of the vessel are projected from an evaluation of small specimens of the vessel steel. In the USA, the current fracture-safe criterion requires that the vessel operating temperature, at certain stress levels, be at the FTE (Fracture Transition Elastic) temperature, defined as NDT+60F(33C), derived from surveillance measurements. Review of available data from five reactor surveillance programs indicates that this criterion is adequate for the vessels concerned. Complete assurance of fracture-safe operating conditions can be attained through a limit-analysis procedure that considers and integrates the effects of five factors: (a) the radiation-induced shift in transition temperature, (b) the initial shelf energy, (c) the radiation-reduced ductile shelf energy, (d) the effects of the fluence (and toughness) gradient through a thick vessel wall, and (3) the effects of thickness-induced mechanical constraint. Book excerpt: The High Flux Reactor (HFR) in Petten, The Netherlands, is a materials testing research reactor with an aluminium alloy (base material: 5154-O) vessel. The vessel wall is exposed to thermal and fast neutrons that induce transmutation and cause displacement damage in the metal lattice, respectively. The resulting effect of neutron bombardment is hardening of the aluminium alloy with a corresponding toughness decrease. Prediction of neutron radiation effects on the HFR vessel wall during its operational life is considered within a dedicated surveillance program SURP (an acronym for SURveillance Program). The surveillance program aims at monitoring the degradation of the vessel material at the most severely irradiated location by measuring the most relevant mechanical properties. In the SURP program, aluminium specimens placed in two specially designed experimental rigs are continuously irradiated. A number of surveillance specimens are periodically extracted and tested to prove fracture toughness of the reactor vessel material remains above the acceptable limit. The present paper outlines the most recent results of the HFR surveillance program, including fracture toughness properties trend as functions of thermal neutron fluences and of silicon content as well as microstructural analysis of changes in reactor vessel material due to neutron radiation.
