It is implemented on a DEC LSI-11/2 configured in a portable unit without a mass storage device for use by IAEA inspectors in the field. Only the positions of the 148-keV 241Pu and 208-keV 237U peaks are needed as input. Book excerpt: In response to Task A.63 of the International Safeguards Project Office (ISPO), to upgrade measurement technology used by the International Atomic Energy Agency (IAEA), a portable data-reduction microprocessor was designed and programmed which allows in-field reduction of gamma-ray spectra and interfaces with the IAEA's multichannel analyzers - the 1000 or 2000-channel memory Silena BS27/N. This report describes the components used in assembling the microprocessor unit: hardware, software used to control the unit, and the mathematical formulation used to obtain isotopic ratios from the gamma-ray data. A simple overview is presented of the unit's operation and the results of tests on gamma-ray spectra that sought to verify the unit's operating characteristics and to determine the precision and effectiveness of the software developed for data reduction.

Book excerpt: A plutonium gamma-ray analysis system that operates on MS-DOS-based computers has been developed for the International Atomic Energy Agency (IAEA) to perform in-field analysis of plutonium gamma-ray spectra for plutonium isotopics. The user interacts with the system by means of menus and screens that allow the user to select various applications and to enter information pertinent to a measurement. This information, along with the plutonium weight-percent-abundance results from the data analysis, is stored in dBASE III files. The spectral-data-analysis program, IAEAPU, determines the relative plutonium isotopic abundances from gamma-ray peaks in the 110- to 390-keV region of the spectral data. The program is compact so that it may be used on a portable, battery-operated, laptop, personal computer (PC) that uses a 3-1/2-in. floppy diskette. This is intended to be the final report on this work. We describe in detail the data-analysis methodology, the software, and the operation of the plutonium gamma-ray analysis system. 10 refs., 1 fig., 2 tabs.

Volume I of this report provides a detailed description of the data analysis methodology, operation instructions, hardware, and maintenance and troubleshooting. Volume II describes the software and provides software listings.

Book excerpt: We describe the new capability of and.present measurement results from the PC/FRAM plutonium isotopic analysis code. This new code allows data acquisition from a single coaxial germanium detector and analysis over an energy range from 120 keV to above I MeV. For the first time we demonstrate a complete isotopic analysis using only gamma rays greater than 200 keV in energy. This new capability allows the measurement of the plutonium isotopic composition of items inside shielded or heavy-walled containers without having to remove the items from the container. This greatly enhances worker safety by reducing handling and the resultant radiation exposure. Another application allows international inspectors to verify the contents of items inside sealed, long-term storage containers that may not be opened for national security or treaty compliance reasons. We present measurement results for traditional planar germanium detectors as well as coaxial detectors measuring shielded and unshielded samples.

Book excerpt: Nondestructive analyses of plutonium can be made by detecting and measuring the gamma rays emitted by a sample. Although qualitative and semiquantitative assays can be performed with relative ease, only recently have methods been developed, using computer analysis techniques, that provide quantitative results. This paper reviews some new techniques developed for measuring plutonium. The features of plutonium gamma-ray spectra are reviewed and some of the computer methods used for spectrum analysis are discussed. The discussion includes a description of a powerful computer method of unfolding complex peak multiplets that uses the standard linear least-squares techniques of data analysis. This computer method is based on the generation of response profiles for the isotopes composing a plutonium sample and requires a description of the peak positions, relative intensities, and line shapes. The principles that plutonium isotopic measurements are based on are also developed, followed by illustrations of the measurement procedures as applied to the quantitative analysis of plutonium liquid and solid samples.

Book excerpt: Nondestructive measurements of x-ray and gamma-ray emissions can be used to analyze a sample for plutonium. This report describes the methods and algorithms we have developed for analyzing gamma-ray spectra obtained by using a germanium detector system to accurately determine the relative abundances of various actinide isotopes in a sample. Our methodology requires no calibrations and can be used to measure virtually any size and type of plutonium sample. Measurement times can be as short as a few minutes; measurements are frequently accurate to within 1%. Our methods have been programmed into a computerized analysis code called MGA (Multi-Group Analysis). Our current versions can be run on personal computers (IBM type) and on the DEC VAX microcomputer. Spectral analysis times are usually far less than a minute. 28 refs., 26 figs., 1 tab.

Book excerpt: High burnup-plutonium holdup has been assayed quantitatively by low resolution gamma-ray spectrometry. The assay was calibrated with four plutonium standards representing a range of fuel burnup and 241Am content. Selection of a calibration standard based on its qualitative spectral similarity to gamma-ray spectra of the process material is partially responsible for the success of these holdup measurements. The spectral analysis method is based on the determination of net counts in a single spectral region of interest (ROI). However, the low-resolution gamma-ray assay signal for the high-burnup plutonium includes unknown amounts of contamination from 241Am. For most needs, the range of calibration standards required for this selection procedure is not available. A new low-resolution gamma-ray spectral analysis procedure for assay of 239Pu has been developed. The procedure uses the calculated isotope activity ratios and the measured net counts in three spectral ROIs to evaluate and remove the 241Am contamination from the 239Pu assay signal on a spectrum-by-spectrum basis. The calibration for the new procedure requires only a single plutonium standard. The procedure also provides a measure of the burnup and age attributes of holdup deposits. The new procedure has been demonstrated using portable gamma-ray spectroscopy equipment for a wide range of plutonium standards and has also been applied to the assay of 239Pu holdup in a mixed oxide fuel fabrication facility. 10 refs., 5 figs., 3 tabs.
