Book excerpt: Natural events, such as earthquakes and floods, can trigger accidents in oil and gas pipeline with potentially severe consequences to the population and to the environment. These conjoint technological and natural disasters are termed natech accidents. The present literature review focuses on the risk analysis state-of-the-art of seismic and flood events that can impact oil and gas transmission pipelines. The research has focused on methodologies that take into account the characteristics of natech events: for instance, the characterization of the triggering natural hazard and the final accident scenarios, as well as fragility curves for the specific assessment of the potential consequences of natech accidents. The result of this research shows that the literature on seismic risk analysis offers the largest number of examples and methodologies, although most studies focused on structural damage aspects without considering the consequences of a potential loss of containment from the pipelines. Very little work was found on flood risk assessment of natech events in pipelines.

Book excerpt: Tree burial, a new form of disposal for the cremated remains of the dead, was created in 1999 by Chisaka Genpo, the head priest of a Zen Buddhist temple in northern Japan. Instead of a conventional family gravestone, perpetuating the continuity of a household and its identity, tree burial uses vast woodlands as cemeteries, with each burial spot marked by a tree and a small wooden tablet inscribed with the name of the deceased. Tree burial is gaining popularity, and is a highly-effective means of promoting the rehabilitation of Japanese forestland critically damaged by post-war government mismanagement. This book, based on extensive original research, explores the phenomenon of tree burial, tracing its development, discussing the factors which motivate Japanese people to choose tree burial, and examining the impact of tree burial on traditional views of death, memorialisation, and the afterlife. The author argues that non-traditional, non-ancestral modes of burial have become a means of negotiating new social orders and that this symbiosis of environmentalism and memorialisation corroborates the idea that graveyards are not only places for the containment of human remains and the memorialisation of the dead, but spaces where people (re)construct, challenge, and find new senses of belonging to the wider society in which they live. Throughout, the book demonstrates how the new practice fits with developing ideas of ecology, with the individual’s corporality nourishing the earth and thus re-entering the cycle of life in nature.

The system unites natural-hazard impact and damage assessment, Natech scenario development, and chemical accident consequence analysis capabilities under a single roof featuring an open, extensible, and collaborative architecture facilitating data entry, analysis and visualisation. Since it became operational in 2012, the user base of RAPID-N has been growing, including more and more users from public authorities, research organisations, academia, and the private sector. According to feedback from the users, the system has been further developed in time to provide additional capabilities, such as a modern and mobile-friendly user interface, a more advanced analysis framework, and extended support for various natural hazards and industrial activities. Besides a comprehensive user manual, case-studies and hands-on training are also provided by the JRC to support the users. As part of these support activities, this beginner's guide aims to deliver a comprehensive, yet easy-to-follow introduction to Natech risk analysis and mapping by using RAPID-N. The user interface, data estimation framework, and risk analysis methodology are explained in detail. Step-by-step tutorials are provided for various Natech risk analysis case-studies ranging from a simple single industrial plant scenario to a scenario involving multiple industrial plants and multiple plant equipment. The guide also includes updated information to the User Manual by describing features and capabilities added, updated, or deprecated since the publication of the manual.

Book excerpt: A study on the status of Natech risk reduction in EU Member States was performed by means of a questionnaire survey. A clear tendency towards recognising natural hazards as an important external risk source for chemical facilities could be established. In addition, more than half of the responding countries declared to have suffered one or more Natech accidents with the release of toxic substances, fires and/or explosions and sometimes fatalities and injuries. The natural events that triggered these Natech accidents were not necessarily the ones that were believed to be of major concern so there is a discrepancy between actual causes and risk perception. The results of this Natech questionnaire survey show that the responding countries have largely recognized natural hazards and disasters as a relevant source of risk to a chemical facility with the potential to trigger a major accident. A framework for Natech risk reduction exists but a strategic Natech risk-reduction initiative appears to be lacking. Moreover, the survey highlighted a number of shortcomings and gaps that need to be addressed to achieve effective risk reduction.
