Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.

Book excerpt: Early reformers reasoned that by changing institutional structure in local government you could solve organizational problems. Institutional structural reform in local government has interested scholars ever since. The reform movement in the early 20th century firmly established the council-manager (administrative) model of government, which along with the mayor-council (political) model, is now utilized in 92% of all U.S. municipalities. Recent scholars have observed and reported on the fact that, increasingly, mayor-council municipalities are adopting structural changes that resemble characteristics found in council-manager municipalities and vice-versa. This research seeks to examine the question of whether these structural changes have any effect on these local governments by examining the behavior of Chief Administrative Officer's (CAO) and municipal outputs. The author examines a representative sample of 266 administrative and political municipalities within the U.S. having a population between 10,000 and 250,000. The institutional structures of these 266 municipalities are measured for political model and administrative model characteristics using three separate independent variables. The effects of institutional structural change is measured using group mean T-tests, ANOVA analysis, and multiple regression for per capita expenditures, working time allocation between the management, policy, and political role activities for the CAO, the quality of services provided, and the involvement level of the CAO compared to the council in the mission, policy, administrative, and management dimensions of municipal responsibilities. The study findings are mixed; significant effects are found in some but not all variables. Changing local government structures from characteristics found in the political model to characteristics found in the administrative model: makes no difference in municipal expenditures; makes a difference in how a CAO allocates his time in management and political activities but not policy activities; makes a difference in how the CAO perceives quality of services; makes a difference in the level of involvement for the CAO in the policy, administrative, and management dimensions of responsibility but not the mission dimension. Overall, this study has found that, by using more complex methods to measure institutional structure change, changes in institutional structures do make a difference in important areas of CAO behavior and outputs in local governments.

However, economic prosperity is most robustly related to the quality of a nation’s institutions under which its resources are put to productive use. Institutions are the humanly devised constraints that structure political, economic and social interactions. Fundamental economic institutions, like property rights and the rule of law, structure the incentives that affect a nation’s productivity. Since at least the early 1990’s, economists have quantified economic institutions and policies by aggregating economic policy variables into economic indexes. Of these indexes, the most popular is the Economic Freedom of the World, which measures the consistency of a nation’s institutions with the principles of economic freedom. After decades of study, scholars know that economic freedom is positively related to income, gender equality, civil liberty and happiness among other desirable economic outcomes. Despite the benefits of simplifying institutions into a single number, the implicit assumptions required to do so are costly. By summarizing institutional quality as a single quantity, scholars assume that the underlying institutional structure of two economies are identical as long as their summary scores are identical. This assumption is often false, and this research examines the costs of this assumption for modeling economic growth. The common methodology for measuring institutional quality ignores both institutional volatility and institutional imbalance. This research shows that both measures are robustly and negatively related to economic growth rates. Therefore, models that simplify a nation’s institutions to a single value measured at a single period of time are assuming away valuable information that helps explain a nation’s prosperity or lack thereof. In addition to examining the costs of these false assumptions, this research also examines the institutional trends among U.S. states since 1981. Despite declining economic freedom in the United States relative to other nations, state and local governments in the United States are liberalizing in recent decades. This phenomena is driven by increasing labor market freedom among states.
