Book excerpt: Our research analyzed Department of Defense (DoD) involvement in the disaster relief efforts for Hurricanes Harvey, Irma, and Maria. During the 2017 hurricane season, the United States experienced three major hurricanes in rapid succession. These events tested the hurricane responses of the Federal Emergency Management Agency (FEMA) and have left some wondering why the DoD was slow to respond. Through our research, we evaluated the FEMA Mission Assignments (MAs) to U.S. agencies and analyzed how the DoD was employed in Defense Support to Civil Authorities (DSCA) operations during these events. Our three hypotheses were as follows: (1) DoD utilization in domestic hurricane relief is less than other agencies; (2) there are common tasks in every hurricane disaster that DoD could focus on to improve response; and (3) pre-positioning has a positive effect on the quality of disaster response. Our findings show that DoD is the most utilized agency for domestic disaster relief efforts, tasked with between 38% to 49% of all mission assignments. FEMA's utilization of DoD is predominantly in transportation; public works and engineering; logistics management and resource support; search and rescue; and external affairs. The outcomes of Harvey, Irma, and Maria also support the importance of pre-positioning for disaster relief efforts. Since 2008, there were 63 major disaster declarations due to direct impact from hurricanes, tropical storms, or flooding resulting from a hurricane. The disaster declaration affected 28 states, tribal, or territories with nineteen percent directly affecting Texas, Florida, and Puerto Rico (Disasters, 2018). Natural disasters such as Hurricanes Katrina (2005) and Sandy (2012) have identified challenges with response integration and the effective use of DoD personnel. Since the 9/11 terrorist attacks, regulations have favored the use of military assets in homeland security and domestics disaster relief. Hurricane Katrina affected more than half-million people and motivated Congress to pass the Post-Katrina Emergency Management Reform Act of 2006, which streamlined processes within DHS and lean forward in providing response and recovery efforts when reacting to a natural and man-made crisis and emergency planning (DSCA a vital resource, 2015). Book excerpt: The 2017 hurricanes in the southern United States provided an impetus for wider social technology use than during previous disaster responses. Hurricane survivors rapidly turned to social media for help, while physically unaffected social media users crowdsourced emergent crisis mapping systems. Volunteers unaffiliated with first responder organizations conducted rescues based on those systems to form new response systems. These new, disruptive emergent systems displaced, supplemented, or filled gaps in the established, federally managed responses. This research examined disruptive emergent systems and associated effects on disaster responses.A total of thirteen disruptive emergent systems from four hurricane responses were analyzed. This research resulted in a set of eight features and an ontological visualization of disruptive emergent systems. The results show that disruptive emergent systems demonstrated supply responses to survivor demand. That is, these systems emerged through particular capability and organizational mechanism conditions to satisfy survivor demands. Cultural motivations provided the call to action for many of these disruptive emergent systems. These features can be used to understand disruptive emergent systems in the context of future disaster responses.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.This research sought to reveal the effects of disruptive emergent systems on established disaster response systems. Four major hurricane responses were selected for analysis: Hurricanes Katrina (2005), Sandy (2012), Harvey (2017), and Maria (2017). These hurricanes represent the costliest U.S. hurricanes on record as of mid-2018. Damage due to high winds and flooding were widespread. The scale of the damage and large response areas produced two important effects. The first was that federal response resources were spread thin and dispersed over the affected areas. The second was that the disaster scale, combined with scarce federal resources, provided conditions for need-based emergent solutions. In other words, emergent systems arose based on survivor needs that were not being met in an acceptable timeframe. It is not surprising that emergent systems were developed to provide solutions for the many immediate needs in the aftermath of these each of these hurricanes. A total of thirteen disruptive emergent systems from the four different hurricane responses were analyzed in this research. A constant comparative grounded theory approach was used to identify properties and features of the disruptive emergent systems. Each system was also analyzed in terms of the National Response Framework's Emergency Support Functions and core capabilities. The analysis showed that disruptive emergent systems are likely to supplement ongoing response activities or fill gaps in Emergency Support Functions and core capabilities. This research also discovered that these systems emerge based on survivor demand conditions and motivations along with available capabilities and culture.

This research therefore, attempts to identify if the changes within DOD are sufficient to form the basis for an improved response to future domestic disasters. It considered the legal framework that authorizes DOD response to domestic disasters, academic research on the subject, as well as DOD's own planning processes. Consideration is given to the organizational structure within DOD, a detailed state engagement plan strategy, and further improving interagency cooperation at the federal, state, and local level.

USARNORTH directed RAND Arroyo Center to answer a series of questions about that support, ranging from how well the DoD response fit with the National Response Framework (NRF), doctrine, authorities, and templates to relationships among responding organizations to possible improvements in such things as speed of response and situational awareness (SA). While it is reasonably unlikely that both local and state response capabilities would simultaneously be incapacitated in future such incidents, Puerto Rico and USVI would still be relatively isolated, and a complex catastrophe could again present many of the same challenges. A strategic concept for defense support of civil authorities (DSCA) needs to center on policy decisions on the number, types, and sizes of overlapping incidents that will serve as pacing functions for determining future response capabilities and who will provide them.

Book excerpt: Defense Support to Civil Authorities (DSCA) is an important mission for the Army and the Department of Defense. Inherent to this mission, and critical in its execution, is effective liaison, coordination, and integration of Army forces into the emergency response structures of local, state, and federal civilian agencies. An examination of two cases, the 2012 response to Hurricane Sandy and the 2016 Cascadia Rising earthquake response exercise, identifies several shortfalls in integration and coordination between the Army, other service components, and civil authorities. This thesis examines these shortfalls and provides a potential solution to correct them for future DSCA missions. This thesis suggests that a creation of a functional area and force structure within the Army that is dedicated to the Army's DSCA mission would bridge the gap between the Army and its civilian partners at all levels. The new DSCA Corps would be responsible for civil-military liaison, relationship building, and integrated planning prior to a disaster. During a disaster, the DSCA Corps would provide a core of DSCA subject matter experts (SMEs) to facilitate the rapid deployment and integration of Title 10 and Title 32 forces in support of the civilian Incident Command System (ICS). The problem lies with the Army; it has both a lack of understanding of the civilian emergency response structures and processes and also a tendency to take charge of operations rather than deferring to civil authorities. In order to save lives and mitigate property damage, it is important for multiple agencies to rapidly integrate and cooperate to respond to disasters. The Army needs to find a way to improve its ability to integrate with civil authorities rapidly and effectively in order to make a positive impact on disaster response operations rather than detracting from them. The Secretary of Homeland Security is responsible for coordinating Federal operations within the United States to prepare for, respond to, and recover from major disasters and other emergencies. The Federal Emergency Management Agency, who represents the Secretary of Homeland Security, manages the Federal response and recovery efforts following any national incident. The Assistant Secretary of Defense (Homeland Defense) is the executive agent for Homeland Security with overall supervision for DoD homeland defense activities. The U.S. Northern Command is the DoD-supported combatant command for civil support within the United States. Active and Reserve Component military personnel are the supporting forces to the National Response Plan and provided Hurricane Katrina disaster relief efforts after the capabilities of the Federal Emergency Management Agency, the primary Federal agencies, and State and local first responders were exceeded. DoD has military resources that may be used in responding to a domestic crisis. However, there are limitations and restrictions on providing military support to civil authorities within the United States and its Territories. DoD Directive 3025.1 states that DoD Components cannot procure or maintain supplies, materiel, or equipment exclusively for providing military support to civil authorities and emergencies unless otherwise directed by the Secretary of Defense.

In the third quarter of 2017, Hurricanes Harvey, Irma and Maria revealed some significant vulnerabilities in the national and regional supply chains of Texas, Florida, the U.S. Virgin Islands, and Puerto Rico. The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. Focusing on the supply chains food, fuel, water, pharmaceutical, and medical supplies, the recommendations of this report will assist the Federal Emergency Management Agency as well as state and local officials, private sector decision makers, civic leaders, and others who can help ensure that supply chains remain robust and resilient in the face of natural disasters.

FEMA and state emergency management officials implemented various preparedness actions prior to landfall of the hurricanes and during the wildfires. The federal government provided significant support to Puerto Rico and the U.S. Virgin Islands in response to Hurricanes Irma and Maria, but faced numerous challenges that complicated response efforts. FEMA efforts in Puerto Rico alone were the largest and longest single response in the agency's history. GAO found that FEMA faced a number of challenges that slowed and complicated its response efforts to Hurricane Maria, particularly in Puerto Rico. Many of these challenges were also highlighted in FEMA's own 2017 hurricane after action report. The 2017 hurricanes and wildfires highlighted some longstanding issues and revealed other emerging response and recovery challenges. 2. FEMA 2017 Hurricane Season After-Action Report (7/2018) The 2017 Hurricane Season was a devastating experience for millions of Americans, with more disaster survivors registering for assistance than the previous 10 years combined. While the Nation responded to three major hurricanes in quick succession-Harvey, Irma, and Maria-California simultaneously suffered historic wildfires. 3. Homeland Security 2017 National Preparedness Report The National Preparedness Report summarizes the progress that the Nation has made in becoming more secure and resilient across five mission areas: Prevention, Protection, Mitigation, Response, and Recovery. The report identifies crosscutting findings that apply across the mission areas, as well as key findings for each individual mission area. The report offers all levels of government, the private and nonprofit sectors, and the public practical insights into preparedness to support decisions about program priorities, resource allocation, and community actions.

In 2017, Hurricanes Irma and Maria damaged much of the electricity grids' transmission and distribution systems in USVI and Puerto Rico. Chapter 2 provides information on federal support for restoring the electricity grids in Puerto Rico and USVI and factors affecting this support. In 2017 two major hurricanes -- Irma and Maria -- caused extensive damage throughout Puerto Rico. Chapter 3 describes FEMA's Public Assistance spending in Puerto Rico and oversight efforts of federal recovery funds, and initial challenges with the recovery process. Chapter 4 provides information on DRF funding provided to Puerto Rico as a result of assistance associated with a major disaster. The primary focus of the territorial and federal efforts thus far has largely been on restoring electric power in Puerto Rico as reported in chapter 5. In September 2017, two major hurricanes -- Irma and Maria -- struck the USVI, causing billions of dollars in damage to its infrastructure, housing, and economy. Following Hurricane Katrina, Congress required FEMA to establish advance contracts for goods and services to enable the government to quickly and effectively mobilize resources in the aftermath of a disaster. Chapter 10 assesses FEMA and USACE's use of advance contracts, FEMA's planning and reporting of selected advance contracts, and challenges, if any, with FEMA's use of these contracts.
