Book excerpt: The Royal Commission into Institutional Responses to Child Sexual Abuse (2013– 17) was one of the largest public inquiries in Australian history and one of the most important investigations into child abuse internationally. It facilitated a national conversation about justice for victims and survivors and how to improve child safety in the future. Through the examination of practices in key social institutions, including churches, schools, sporting clubs, hospitals and voluntary organisations, it provided new understandings of the widespread abuse that many people had experienced in the past and it made recommendations for a national redress scheme. The Royal Commission also recommended sweeping reforms in policies, practices and institutional cultures. Offering valuable insights into the Royal Commission’s history and background, its social and cultural significance, and its implications for policy development and legislative reform, this book provides a wide-ranging analysis of the work of the Royal Commission and its social, psychological, legal and discursive impact. Book excerpt: This open access book offers an unprecedented analysis of child welfare schemes, situating them in the wider context of post-war policy debates about the care of children. Between 1945 and 1970, an estimated 3,500 children were sent from Britain to Australia, unaccompanied by their parents, through child migration schemes funded by the Australian and British Governments and delivered by churches, religious orders and charities. Functioning in a wider history of the migration of unaccompanied children to overseas British colonies, the post-war schemes to Australia have become the focus of public attention through a series of public reports in Britain and Australia that have documented the harm they caused to many child migrants. Whilst addressing the wide range of organisations involved, the book focuses particularly on knowledge, assumptions and decisions within UK Government Departments and asks why these schemes continued to operate in the post-war period despite often failing to adhere to standards of child-care set out in the influential 1946 Curtis Report. Some factors such as the tensions between British policy on child-care and assisted migration are unique to these schemes. However, the book also examines other factors such as complex government systems, fragmented lines of departmental responsibility and civil service cultures that may contribute to the failure of vulnerable people across a much wider range of policy contexts.

This departure has two strands, because the practice that the Second Vatican Council critically addressed was a manualist tradition, while much of the practice following the Council has been represented as relativist. This book is not manualist in that the focus is upon method rather than on codified specification of behaviours. The work is not relativist in that the focus on method is firstly scriptural, approaching scripture in a holistic or canonical manner; and, further, is lawful, in an approach of law that focuses less on precept and more on understandings of natural law that brings together phenomenological evidences and scriptural evidences. The scriptural and natural law perspective present in the book also engages cross-disciplinary and inter-disciplinary learnings. These streams of scripture, natural law, and inter/cross-disciplinary learnings have a confluence in discourse in the manner of dialogue, a manner that is dialogical. An essential aspect of dialogue under the banner of Reconstructing Theological Ethics is that it should engage contemporary culture––not in a sense that contemporaneity or modernity should be determinative, but in the sense that the reasoning, argumentation, and dialogue should have resonance with contemporary thinking and rethinking of issues that remain in contention for contemporary audiences. Theological Ethics is a wide remit, and the book provides a methodological focus on Selected Topics in Human Sexuality.

Through the use of interviews and document analysis, the book provides an insight into the attitudes and practices of “ordinary clergypersons” towards child sexual abuse and safeguarding to understand how safe ministry is understood and executed in everyday life in the Church, and to what extent it aligns with policy requirements and criminological best practice. It adopts organisational culture theory, the perspective used to explain how clerical culture enabled and concealed child sexual abuse in the Church to the present, in order to understand how clerical attitudes (cognition) and practice (conduct) today is being shaped by some of the same negative cultures. Underlying these cultures is misunderstandings of abuse causation, which are shown here to negatively shape clerical practice and, at times, compromise policy and procedural requirements. Providing an insight into the lived reality of safeguarding within churches, and highlighting the ongoing complexities of safe ministry, the book is a useful companion to students, academics, and practitioners of child protection and organisational studies, alongside clergy, church leaders, and those training for the ministry.

As such, it stands in contrast to the overall media reporting of the problem. Based on the evidence of these inquiries it draws two major conclusions. Firstly, child sexual abuse in the Catholic Church in the countries surveyed, while widespread during the 60s and 70s, is largely an historical problem. Secondly, safe-guarding mechanisms introduced into the Catholic Church since the 90s have been effective in curbing child sexual abuse.
