Book excerpt: A distinction between contamination and pollution is useful when we wish to consider what strategies to adopt in researching the impact of anthropogenic activities on the marine environment. Contamination strictly refers to the chemical burden imposed on the system and is evaluated in terms of the concentrations of chemical compounds in various abiotic (e. g water, suspended particulate matter, sediments) and biotic (plant and animal, pelagic and benthic) components. The concept of pollution, on the other hand, infers an assessment of biological response to the measured levels of contamination. This response may be measured at various levels of biological organisation, from molecular events within the cell to changes in such ecosystem properties as nutrient flux and biological productivity. Such measures of biological response need not infer any value judgements regarding putative damage or disturbance to the natural systems, although the biologist will usually have in mind a reference point of normality with which to compare the measured response; departure from this "normality" may then provide a quantitiative index of disturbance. The challenge to scientists engaged in research into marine contamination and pollution is to weld the chemical and biological elements together (always with reference also to the physical features of the environment) so as to provide a coherent framework for the quantitative evaluation of environmental response.

The Symposium was organized by the National Water Research Institute of Environment Canada and the Institute for Environmental Studies of the University of Toronto. The purpose of the Symposium and of this volume was to bring together information on the analyses, behaviour and effects of hydro carbons and halogenated hydrocarbons on the aquatic environment. This class of contaminants presents many difficult analytical pro blems, and to a large extent our ability to identify environmental problems and assess their severity, depends on the availability of proved analytical techniques. By exposing workers in this field to the techniques and results of others we hope that progress can be made towards solving the many problems caused by these substances. The papers in this volume are divided into five categories: two plenary session addresses given by J.P. Bruce and O. Hutzinger, 11 papers describing quantitative analytical results, 12 papers on analytical methods, 9 papers on incidence, monitoring and pathways; and finally, 13 papers on drinking water, health and biological effects. Book excerpt: Excerpt from Effects of Pollutants on Marine Organisms: Deliberations and Recommendations of the National Science Foundation, International Decade of Ocean Exploration, Effects of Pollutants on Marine Organisms Study, August 11-14, 1974 "Preserve the ocean environment by accelerating scientific observations of the natural stale of the ocean and its interactions with the coastal margin - to provide a basis for (a.) assessing and predicting man-induced and natural modifications of the character of the oceans; (b.) identifying damaging or irreversible effects of waste disposal at sea; and (c.) comprehending the interaction of various levels of marine life to permit steps to prevent depletion or extinction of valuable species as a result of man's activities." The above is the first of the six prescribed goals of the National Science Foundation's Office for the International Decade of Ocean Exploration. lit pursuit of this goal, IDOE, in 1971, carried out a one-year Baseline Data Acquisition Program and in the following year initiated the Pollutant Transfer Program. The Baseline Program indicated the present levels of contamination by trace metals and petroleum and chlorinated hydrocarbons in water, sediment and biota of the oceans. The Pollutant Transfer Program provides information on the pathways or mechanisms controlling the rate of pollutant transfer from the source to and within the ocean, the information so necessary for predicting the distribution of pollutants, for assessing whether the oceans are becoming measurably polluted, and ultimately for indicating rates at which pollutants may be released safely to the environment. The IDOE Effects of Pollutants on Marine Organisms Program is designed to learn whether the levels of pollutants shown to be present in the oceans in the Baseline and Transfer Programs are now having or may in the future have a deleterious effect on life in the sea. Such potential damage is the overriding reason for studies of ocean pollution. The goals of the research projects in the Effects of Pollutants on Marine Organisms Program were established as: (1.) to establish the level of pollutant just necessary to cause clear mortality for open ocean and coastal marine organisms: (2.) to determine the sublethal effects of pollutants on organisms; (3.) to learn the mechanism of pollutant effect on specific critical functions: (4.) to identify by careful chemical analyses the toxic or damaging chemical species. To attain these ends, a broad based program was designed around a matrix consisting of the pollutants of concern (trace metals, chlorinated hydrocarbons and petroleum and its products) and the various levels of marine organisms from bacteria to fish.
