Book excerpt: Intratheater airlift delivers critical and time-sensitive supplies, such as blood products for transfusions or repair parts for vehicles, to deployed forces. Traditionally, military aircraft have provided this airlift. However, for various reasons, in recent years a number of commercial carriers have provided a significant amount of airlift within U.S. Central Command. But was this more cost-effective than using organic U.S. Air Force aircraft? To explore this question, the authors collected historical (2009) U.S. Central Command data and created models to identify the most cost-effective combination of commercial and organic airlift to perform the required movements. The calculations needed to address differences in fixed and marginal costs across alternatives as well as the effects of price elasticities of demand for commercial airlift providers. Model optimization runs showed a preference for U.S. Air Force-organic aircraft but suggested that commercial alternatives should be retained to supplement Air Force aircraft for a small fraction of movements. The authors further observed that U.S. Central Command planners could have benefitted from more sophisticated decision support tools to make daily intratheater cargo-aircraft allocation decisions.

Book excerpt: "The US Air Force has revised how it operates and manages the force structure of intratheater airlift due to reduced budgets in these fiscally constrained times. Developing a force structure of the Air Reserve Component (ARC) C-130H fleet that is cost-efficient while also preserving intra-theater airlift capabilities is a must as funds to operate shrink while demands for intra-theater airlift remain. The Air Force has determined that to efficiently meet airlift capabilities requirements a standard of eight total aircraft inventory (TAI) per ARC unit is the best force structure. With consideration to the eight TAI force structure for ARC C-130H units, the goal of this research is to determine if this is in fact a cost-efficient method to assign aircraft and if this number of aircraft per unit will have any negative effect on airlift capability. This research analyzes some of the many cost and capabilities factors that should be considered when determining the ideal force structure for organizing the ARC’s C-130H fleet. An evaluation of cost and capabilities factors will identify if the Air Force’s eight TAI force structure is cost-efficient or if alternate solutions should be explored. This research also seeks to uncover whether or not there are any limitations for the capabilities an eight TAI unit can provide or if the current set of required capabilities is better provided for by units with more aircraft"--Abstract.

Book excerpt: Pursuant to a congressional request, GAO provided information on the Department of Defense's (DOD) airlift requirements, focusing on the Air Force's cost and operational effectiveness analysis (COEA) for its C-17 aircraft program. GAO found that: (1) although DOD concluded that the C-17 fleet was the preferred choice for meeting its airlift requirements, its analysis made three assumptions that favored the C-17 and significantly reduced the cost-effectiveness of proposed alternatives; (2) the C-17 was designed to replace aging aircraft, deliver cargo to small, forward airfields, and provide other operational advantages over existing aircraft; (3) the study's assumptions about airfield availability were not realistic; (4) the Air Force's utilization rate assumptions credited C-17 aircraft with undemonstrated utilization rate advantages; (5) DOD operating and support costs estimates were not valid because it no longer plans to use the C-17 in place of the C-130 for routine intratheater deliveries; (6) COEA was not intended to be used to assess the minimum number of aircraft needed to fulfill unique military requirements; and (7) when the three questionable assumptions are adjusted for, a mixed fleet becomes more cost-effective and capable of meeting military airlift requirements.

Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.
