Book excerpt: The 2011 Army Posture Statement posits that the benefits of the Army Force Generation (ARFORGEN) as a supply based model have yet to be realized because the high demand for war-fighting capabilities exceeded sustainable supply since its implementation. This assertion is erroneous because it overemphasizes supply of units or capabilities over the quality of the units and/or capabilities provided, and disregards all of the institutional efforts required to produce those units and/or capabilities through the ARFORGEN model. The benefits of the ARFORGEN model have not been realized because of a lack in understanding model behavior and its limitations; expectation management practices; and basic supply and demand economic principles by those who strongly promote ARFORGEN as a supply based model. To realize, in full, the benefits of the ARFORGEN model requires the acceptance that expectations must be managed, and that the model has limitations. This acceptance of ARFORGEN as a supply based model must be instituted and espoused throughout the operating and generating force of the Army enterprise, until then, its benefits will never be realized.

Book excerpt: In 2008 the Army declared that the current demand for forces in Iraq and Afghanistan was unsustainable--this thesis asks if this is a fair and accurate assessment. The Army developed the Army Force Generation Model in response to a condition of continuous deployments. This model established ratios of deployment to dwell time that separate into "steady state" and "sustainable surge" conditions. Through a thorough examination of brigade deployment histories, recruitment and retention numbers, and the Army Force Generation model, this thesis finds that the Army is sustainable at deployment levels experienced between 2005 and 2008. Additionally, this thesis finds that the Army model does not account for unit overlap, assumes mobilization authorities it does not possess, and serves as a force sizing construct. The Army's message of unsustainability and its current construct of the Army Force Generation Model should be re-evaluated in light of these findings.

However, refining both the Regional Aligned Force and Army Force Generation policies allows the Army to better prepare and manage Army forces for combatant command employment. Twelve policy recommendations are provided to enhance Regionally Aligned Force and Army Force Generation policies within the doctrine, organization, training, material, leadership and education, personnel and facilities (DOTMLPF) construct.

Book excerpt: In moving to the Army Force Generation (ARFORGEN) model, Forces Command (FORSCOM) and the Army have a unique opportunity to transform the Reserve Component (RC) pre-mobilization collective training process to make it much more efficient and effective than it is today. The purpose of this paper is to consider how this objective might be accomplished. However, rather than examine the current process and try to correct it, the paper takes a more transformational approach - it builds a new and revolutionary RC pre-mobilization collective training process from the ground up using both conventional wisdom and the principles of a powerful business tool known as Lean Six Sigma (LSS). Specifically, the paper demonstrates that the keys to optimizing the RC pre-mobilization collective training process are twofold. First, a unit's manning and equipping processes must view themselves as suppliers and the unit's collective training process as their customer, and must be redesigned to satisfy, as completely as possible, the needs of that customer. Second, the rate at which RC units are able to ramp-up their collective training proficiency for an anticipated mobilization must be radically increased. The paper further suggests that if incorporated into the ARFORGEN model and properly resourced, these two practices alone will enable RC units to achieve unprecedented pre-mobilization training readiness levels, minimize variation in training quality from one unit to the next, and significantly reduce post-mobilization training times. In moving from theory to practice, the paper uses the results of a survey to suggest minimum training ramp-up timelines for various types of units as a function of their Source Requirements Code (SRC). Finally, it considers how training for Homeland Defense (HD) and Homeland Security (HLS) missions might also be integrated into the new training process. The paper concludes that while there may be a net cost associated with implementation of this highly- optimized process initially, it may actually conserve resources in the long term while at the same time reducing operational risk and helping to transform the RC into a much more cost-effective, reliable, and responsive force.

From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."

How the Army manages information and facilitates the movement of knowledge has changed dramatically in recent years. This includes the growth of KM within the Army and refinement of associated technology-both hardware and software. Recognizing that the ability to efficiently manage knowledge is essential to effective mission command, the Army authorized the Army Knowledge Management Qualification Course (AKMQ-C), with additional skill identifier (ASI) to prepare Soldiers for KM's complex challenges. KM sections at brigade through theater army headquarters now work with commanders and staffs to help manage knowledge within their organizations; bridging the art of command and the science of control through KM. KM can be summarized in the phrase "Know, Show, Grow!" Know = tacit "head knowledge"; Show = knowledge that is written down and documented (explicit knowledge) to be shared with others; Grow = collaboration toward innovation which sparks new knowledge. What individuals and small elements know that could help others cannot be widely shared without the means to share it. The sheer volume of available information makes it difficult to identify and use that which is relevant. Knowledge management provides the means to efficiently share knowledge, thus enabling shared understanding and learning within organizations. To do this, KM creates, organizes, applies, and transfers knowledge and information between authorized people. It seeks to align people, processes, and tools-to include information technology-within the organization to continuously capture, maintain, and re-use key information and lessons learned to help units learn and adapt and improve mission performance. KM enhances an organization's ability to detect and remove obstacles to knowledge flow, thereby fostering mission success. Because collaboration is the key contributor to KM, it is imperative that everyone be involved in the process, from the generating force that trains and sustains the Soldier to the operating force, which ensures Soldiers survive and thrive every day in every circumstance or location. The contributions of everyone are important because anyone may be the source of an idea that may become the catalyst for a solution that accomplishes missions and saves lives. Though the focus of this document is operations, KM can be used by organizations and individuals to accomplish many tasks. This manual and its successors are intended to provide the guidance on how to use KM successfully to benefit Soldiers at the tip of the spear as well as commanders and staff, in present and future operational environments, in an era of persistent conflict. This manual, "Knowledge Management Operations," provides doctrinal knowledge management (KM) guidance. It provides doctrine for the organization and operations of the KM section, and establishes the doctrinal principles, tactics, techniques, and procedures necessary to effectively integrate KM into the operations of brigades and higher. FM 6-01.1 applies to KM activities in Army headquarters from brigade through Army service component command. ("Brigade" includes brigade combat teams, support brigades, functional brigades, and multifunctional brigades.) It applies to the KM section as well as to commanders, staffs, and Army leaders who will have a role in improving KM effectiveness or implementing KM procedures in their organizations. FM 6-01.1 applies to the Active Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve unless otherwise stated. The Army currently leads the effort to develop doctrine for KM; thus Army headquarters serving as the headquarters of a joint force land component command or joint task force may adapt this field manual with appropriate modifications until joint doctrine or guidance is provided.
