The oldest part of the work is the Yugoslav case study, which began as my doctoral dissertation. I received funding from the International Research and Exchanges Board (IREX), which allowed me to spend an all-too-brief but productive five months in z&greb in 1982. As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. The present colume collects the updated and revised versions of the twelve papers that were discussed in that meeting.

Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

The greatest current challenge to the agricultural sector is for it to become sustainable in all three of the dimensions profit, people and planet. This is certainly the case in highly urbanized countries like the Netherlands, where agriculture is confronted with high land prices, rising consumer concerns for issues like animal welfare and negative environmental effects but also with new demands from the city for recreation, health care and local food products. These are some of the developments in our society that are forcing agriculture to change. The government, farmers, the agri-food industry and the retail sector struggle to meet this challenge and find new forms of governance. In the Netherlands, the government has called for a ‘transition towards sustainable agriculture’ and it is investing in this programme with its research and education policy. Similar trends have been observed in other countries. This book presents the expertise that has been accrued from at least five years of Dutch research in this area. The aim is to collate the results of the experiments, to learn from them, to confront them with existing theory and to share them with a larger audience in order to foster learning about transition. Given the leading position of the Netherlands in global agriculture, in a highly urbanized setting, and its leading position in the study of transition theory this should be of significant interest to students and researchers of the transitions in agriculture.
