Book excerpt: Baltic Energy Technology Scenarios 2018 (BENTE) is a scenario-based energy system analysis that explores the changes in the Baltic countries’ energy systems. What are the drivers and their impacts in the following decades? What would be required for the Baltic countries to meet their climate and energy targets in 2030, and what development would lead the Baltics towards a 2°C pathway? The report finds that the Baltic countries’ proposed renewable energy (RE) targets can be achieved using domestic resources. More renewable energy (electricity, heat and fuels) lets energy demanding sectors reduce GHG emissions and increase the RE share. However, the Baltic countries still do not reach their Effort Sharing Sector’s 2030 targets in the 4°C Scenario (4DS). Without policies to stimulate local renewable energy generation, the Baltics are likely to become large net importers of electricity.

The necessary speed of the combined diversification away from the Russian energy sources, fossil fuel phase-out and mass scale-up of low-carbon energy and technologies are having a tremendous impact on European national economies and societies. The Baltic Sea Region is no exception. Baltic Sea energy politics currently paints a complicated picture of competing pipeline projects, sprouting new LNG terminals, plans to build nuclear power infrastructure, a race to develop new energy technologies and to increase the interconnectedness, and digitalisation of the electricity grids. These developments will transform the regional energy landscape for decades to come and have important security implications. This DIIS Report provides a comprehensive overview of the energy security situation in the Baltic Sea Region, zooming in on eight country cases (Denmark, Sweden, Finland, Estonia, Latvia, Lithuania, Poland and Germany). By locating the national energy policies in a historical context that shaped choices of energy infrastructure and technology, the analysis investigates how the energy policy and energy mix of each country was affected by cutting the energy ties with the Kremlin following the outbreak of war in 2022.

Nowadays Lithuania is far too dependent on energy supply from Russia, not to mention the fact that currently Russia is pursuing a policy of exports expansion and is trying to increase the dependence of Lithuania and all the European Union (EU) on energy imports from Russia. This paper will analyze the influence of energy security on national security, and particularly the impact of the state's energy policy on national security. Also, the Lithuanian law on energy, international treaties which could influence Lithuania's energy policy, and EU restrictions on the state's energy policy will be assessed. An analysis of Lithuania's dependence on energy and energy resources supply from foreign countries will be undertaken, as well as Russia's energy interests in Lithuania, and how Russia uses energy supply as a lever in its bilateral relations. Finally, analysis of the challenges and prospects of integrating Lithuania's energy sector into the Western energy sector will be provided. The paper will culminate with some conclusions and recommendations.
