Dans les ann es 90, la crise socio conomique et politique qu'a connue la RDCa conduit l'effondrement de son conomie; elle a accentu e la paup risation de la population et a acc l r e la perte d'emplois (le ch mage). De plus en plus, pour faire face la pr carit des conditions sociales de la population, l'activit mini re artisanale a fait prolif rer des creuseurs au Katanga qui, pendant leur exploitation, ne prennent pas en compte l'environnement et causent beaucoup d'impacts environnementaux et sociaux.

Il présente le contexte et le développement de l'extraction minière artisanale, ainsi que l'analyse des réformes minières autour de l'initiative sur la chaine d'approvisionnement de l'Institut international de recherche sur l'étain (International Tin Research Institute, ITRI). L'étude examine les retombées de cette initiative sur deux groupes d'acteursclés : les mineurs artisanaux et les « négociants » ou acheteurs des minerais. En s'inspirant de la littérature sur les politiques, l'anthropologie de développement et la sociologie de la vie économique, ce travail analytique impose certains constats. Il montre que, d'une part, malgré l'institutionnalisation des pratiques de production et de vente de coltan (avec par exemple l'introduction des coopératives minières), les réformes minières ont recyclé certains problèmes de gouvernance du secteur minier artisanal, notamment la fraude minière et l'infl uence des « grands hommes » sur le fonctionnement de ces coopératives. D'autre part, cette étude montre que les réformes minières ont généré de nouveaux défi s, en particulier la reconfi guration des modes d'accès aux sites miniers artisanaux (transformés désormais en « enclaves réglementées »), provoquant des perturbations dans les moyens de substance des mineurs et des négociants. À partir des études de cas, ce livre suggère que pour que les réformes minières aient des retombées positives pour les mineurs et les négociants, il est crucial de repenser ces réformes en prenant en compte les défi s émergents."--Back cover.
