Dans le cadre de l'evaluation interne, le dilemme efficience-qualite est demontre pour un ensemble de 16 pays dont la Tunisie et sur la periode 2001-2007. Ce resultat est obtenu grace aux indicateurs composites calcules moyennant la methode de l'enveloppe Data Envelopment Analysis ainsi que les tests non-parametriques de rang et l'evolution des indices de Malmquist. Pour l'evaluation de l'efficacite externe de l'enseignement superieur tunisien, on met l'accent sur le phenomene de declassement a l'embauche ainsi que les penalites salariales qui s'ensuivent. On met en relief une hierarchie des titres scolaires face au risque de declassement a l'embauche. Cette hierarchie est expliquee exclusivement par l'abondance des diplomes sur le marche du travail. L'estimation de la fonction de gain de Mincer avec correction du biais de selection permet de conclure qu'un diplome declasse subit une penalite salariale quelque soit le diplome obtenu.
