Book excerpt: The Cold War phrase “weapons of mass destruction” continues to be used despite significant changes in international political cultures, military concepts of operation, and technology advances. Today, the term “weapons of mass destruction” (WMD) is used to address many things, from grams of ricin and barrels of industrial chemicals to megaton nuclear weapons. As a direct result of the decision to refer to all nuclear, biological, and chemical (NBC) weapons as well as biological, chemical and radiological (CBR) hazards as “WMD,” we have lost the ability to accurately develop, assess, and discuss policy concerns relating to the contemporary use of unconventional weapons on the battlefield and within the homeland. This book uses a public policy framework to examine how the U.S. government, and in particular the U.S. military, should address the potential use of unconventional weapons in the 21st century. It defines the problem, identifies the policy actors and reviews policy options. It discusses past policy efforts before offering a critical review of current strategies and how WMD issues are integrated into the current military Joint Operating Concepts (deterrence, cooperative security, major combat operations, irregular warfare, stability, and homeland security), and proposes new national framework for countering WMD. The aim is to answer such questions as what does counterproliferation mean and whether the U.S. government is adequately prepared to protect U.S. citizens and its armed forces from adversaries developing unconventional weapons.

Book excerpt: The topic of biological weapons and the issues of arms control and disarmament are addressed in Middle East regional perspective. This requires that the subject be dealt with not as a separate category but within the overall context of the Middle East military balance. This taken into consideration, the different approaches to unconventional and mixed arms control are addressed in terms of how they affect the national interests of regional states, and in what form they are most likely to appear as increasing rather than diminishing their security. The US-USSR nuclear arms control effort during the Cold War is advocated as a process model for the Middle East. It provides a way to disarm the most heavily-armed regional powers of their most dangerous weapons without damaging their respective national interests. The voluntarism inherent in this approach respects the sovereignty of the region's several states, thereby overcoming both the Israeli distrust of international organizations and treaties and the Arab distrust of the partiality of the American superpower. The further recommendation to marry the US-USSR arms control negotiation model to the Middle East theater and its long history of negotiated military agreements, beginning with the Arab-Israeli armistice agreements in 1948-49, contains the additional benefit of separating the military requirements of arms control from the political shackles of a declining Middle East peace process. Israel's objection is that the Arms Control and Regional Security Committee, part of the multilateral track of the peace process, does not include states like Iran, Iraq, Syria and Libya - the states by which Israel says it is most threatened. The remodeling of Middle East arms control according to Cold War standards enables the inclusion of those proliferating states which are not prepared to enter into political and economic normalization or security cooperation with Israel, but whose arms races with Israel and with one another are creating an ever more dangerous regional environment.

Book excerpt: At first glance, the U.S. decision to escalate the war in Vietnam in the mid-1960s, China's position on North Korea's nuclear program in the late 1990s and early 2000s, and the EU resolution to lift what remained of the arms embargo against Libya in the mid-2000s would appear to share little in common. Yet each of these seemingly unconnected and far-reaching foreign policy decisions resulted at least in part from the exercise of a unique kind of coercion, one predicated on the intentional creation, manipulation, and exploitation of real or threatened mass population movements. In Weapons of Mass Migration, Kelly M. Greenhill offers the first systematic examination of this widely deployed but largely unrecognized instrument of state influence. She shows both how often this unorthodox brand of coercion has been attempted (more than fifty times in the last half century) and how successful it has been (well over half the time). She also tackles the questions of who employs this policy tool, to what ends, and how and why it ever works. Coercers aim to affect target states' behavior by exploiting the existence of competing political interests and groups, Greenhill argues, and by manipulating the costs or risks imposed on target state populations. This "coercion by punishment" strategy can be effected in two ways: the first relies on straightforward threats to overwhelm a target's capacity to accommodate a refugee or migrant influx; the second, on a kind of norms-enhanced political blackmail that exploits the existence of legal and normative commitments to those fleeing violence, persecution, or privation. The theory is further illustrated and tested in a variety of case studies from Europe, East Asia, and North America. To help potential targets better respond to—and protect themselves against—this kind of unconventional predation, Weapons of Mass Migration also offers practicable policy recommendations for scholars, government officials, and anyone concerned about the true victims of this kind of coercion—the displaced themselves.

Treaties agreements mandated inspections and the institutions that managed them became and remain almost routine and entrenched. However the end of the Cold War has resulted in a limited re- evaluation of arms control objectives processes and institutions. Many agreements were based on East-West or NATO-Warsaw Pact divisions. Since the Warsaw Pact no longer exists and Cold War era tensions between East and West are markedly reduced several questions concerning existing arms control agreements arise. Does arms control serve the same purpose today as it did during the Cold War? What measures of effectiveness should be applied to arms control in the post-Cold War and the post-9/11 era? How does arms control help serve United States security interest in the current world order? Assuming the United States wants to continue conventional arms control in the post-Cold War and post-9/11 world: where should the United States policy go? To answer these questions an examination of United States policies regarding large numbers of conventional armaments (both in necessary standing forces and those excess to a nation's requirements) stockpiles of aging and excess munitions the control and management of stockpiles of Small Arms and Light Weapons (SALW) and existing arms control agreements and treaties must be accomplished. This paper will examine arms control history and current initiatives in order to argue that arms control is still valid in the post-Cold War era and make recommendations on where U.S. policy should go. Unconventional and strategic weapons and their respective treaties or agreements (i.e. Biological Weapons Convention (BWC) chemical Weapons Convention (CWC) and Nuclear Weapons) are not considered in this review.
