Book excerpt: The goal of this study was to determine the accuracy of COCOMO II. 1997.0, a software cost and schedule estimating model, using Magnitude of Relative Error, Mean Magnitude of Relative Error, Relative Root Mean Square, and a 25 percent Prediction Level. Effort estimates were completed using the model in default and in calibrated mode. Calibration was accomplished by dividing four stratified data sets into two random validation and calibration data sets using five times resampling. The accuracy results were poor; the best having an accuracy of only .3332 within 40 percent of the time in calibrated mode. It was found that homogeneous data is the key to producing the best results, and the model typically underestimates. The second part of this thesis was to try and improve upon the default mode estimates. This was accomplished by regressing the model estimates to the actual effort. Each original regression equation was transformed and tested for normality, equal variance, and significance. Overall, the results were promising; regression improved the accuracy in three of the four cases, the best having an accuracy of .2059 within 75 percent of the time.

The common cost estimation models are point estimates that are unable to quantify uncertainties. Furthermore, it is difficult to calibrate the uncertainties in cost estimation due to the lack of information. The purpose of this thesis is to prove that probability techniques could be synthesized into COCOMO (Constructive Cost Model) to quantify uncertainties. Another aim is to find out how to get more insight on reducing the risk of cost estimation. In this thesis, some historical data is presented to show the variance in factors of COCOMO. Monte Carlo simulation method is also introduced into COCOMO to quantify the uncertainties. Finally, a "What-if' study is facilitated to find the potential factor changes to affect the result of simulation. The result of the study reveals that process maturity has more influence than productivity on reducing variance of estimation. It indicates that synthesizing Monte Carlo simulation and "What-if' studies into COCOMO could produce insightful information to reduce the risk of software cost estimation.

Book excerpt: Recent rough estimates are that the U.S. Department of Defense (DoD) spends at least $38 billion a year on the research, development, testing, and evaluation of new defense systems; approximately 40 percent of that cost-at least $16 billion-is spent on software development and testing. There is widespread understanding within DoD that the effectiveness of software-intensive defense systems is often hampered by low-quality software as well as increased costs and late delivery of software components. Given the costs involved, even relatively incremental improvements to the software development process for defense systems could represent a large savings in funds. And given the importance of producing defense software that will carry out its intended function, relatively small improvements to the quality of defense software systems would be extremely important to identify. DoD software engineers and test and evaluation officials may not be fully aware of a range of available techniques, because of both the recent development of these techniques and their origination from an orientation somewhat removed from software engineering, i.e., from a statistical perspective. The panel's charge therefore was to convene a workshop to identify statistical software engineering techniques that could have applicability to DoD systems in development.

Book excerpt: The Constructive Cost MOdel (COCOMO) for software cost estimation uses inputs of size in lines of code and 15 Development Effort Multipliers (DEMs) that calibrate the estimate to the environment. This study examines the effects of uncertainties, expressed as probability densities of size and DEMs, on COCOMO effort estimates for software developments consisting of more than one Computer Software Configuration Item (CSCI). A Taylor series is used to find the mean and standard deviation of effort in terms of the means and standard deviations of the sizes and the DEMs of the CSCIs. The Central Limit Theorem then enables the evaluation of probability density and cumulative distribution functions for effort. Conditions under which this method is valid are demonstrated. (KR).
