Abstract: Abstract of dissertation entitled A Review of Hong Kong's Public Transport Policies with Reference to Impacts on Franchised Bus Services Submitted by Kung Syu Yan, Louis for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2007 In 1999, the Hong Kong Government published a transport strategy entitled "Hong Kong Moving Ahead." This follows two previous transport policy white papers issued in 1979 and 1990 and focuses on the integration of transport and land use planning; the effective use of railways as the backbone of passenger transport system; the provision of efficient and reliable public transport services and facilities; the adoption of advanced technologies in transport management; and the support for environmental protection. Franchised bus has a public transport market share of about 35%. They are the second highest passenger carrying mode, just below rail transport which has a market share of about 36%. The Government aims to have the railways market share to increase from 40% to 50% by 2016 through by building more new railway lines and restricting the expansion of franchised bus networks. In addition, the priority of transport infrastructure the development will be given to railways. All land use planning will be integrated with the development of transport infrastructures in order to achieve better use of land resources and facilitate the linkage of residential and commercial developments with transport interchanges. Transport policy should go hand in hand with the development of Hong Kong as a whole, particularly in terms of economic development and the improvement of living standard. In this thesis, to recommend the improvement of the existing public transport policy and to better satisfy the needs of the stakeholders of franchised bus services, the relevant transport policy measures have been identified; the implementation of these measures have been reviewed; the development has been examined and the traffic, transport and patronage statistics of different modes of public transport with emphasis on franchised bus services have been compared; the strengths and weaknesses of franchised bus services and their challenges have been analysed and anticipated, taking into account possible developments; the effectiveness of the measures has been assessed. This thesis also concludes that the provision of transport infrastructure should be made in a timely manner to avoid wastage of resources. Franchised bus operators have been taking more measures to create synergy effects to make their services more sustainable through automation and re-allocation of resources to avoid duplication. All stakeholders tend to ignore the externalities caused by excessive supply of transport and the co-ordination among the modes and the control of private car usage are needed and the illegal transports should be banned. A proper legislation and a transparent arbitration system for balancing the interests of the stakeholders are important in order to avoid the delay of transport projects. Currently, the number of public light bus service licenses being issued has been fixed at 4,350 since 1976. The history of PLB in Hong Kong can be traced back 1950's, whereas its initial purpose was to deliver goods and passengers in the rural areas. During the riot in 1967, PLB played an important role in serving the public transport demand. After the riot, the government legalized the mode and PLB became a major paratransit service in Hong Kong since then. Through these years, the Policy of PLB remains nearly unchanged in which arouse many problems to both government and the public. This includes high license premium, competition with other transport modes, environmental issues together with other issues such as safety, triad's invasion and labour affairs. Facing such problems, the government and key players in the industry (including PLB owners/operators) have to find out solutions. In order to evaluate the impact of both parties, the writer uses this study to find out the key issues in calling for a review of PLB policies. In fact, the PLB policies developed over 30 years require an extensive review. Safety is always an important consideration in the operation of public transport. With the increasing trend of public bus accidents and related casualty, it signals the necessity and urgency for a systematic study of the bus safety improvement measures, with particular reference to the operating environment in Hong Kong. The study aims to obtain the public's opinion of service and safety of the franchised buses, with a particular focus on the users' perception in evaluating the service and safety performance, as well as their expectation on the safety improvement measures required. A review on the current safety measures being taken by the franchised bus companies was carried out. In the survey, a total of 896 questionnaires were completed. Respondents perceived the frequent location of accident on the bus vehicles is on the stairs and the door while the intended improvement area is on the seat and stairs. And they are willing to pay not more than 3 % on the fare to improve the safety services as provided by the franchised bus companies. Within a regulatory framework set up by the Government, the franchised bus operators are operating their services mainly in return for fare receipt. This dissertation examines why there is a need to regulate franchised buses. The effectiveness and the impact of regulatory policies such as recent announcement of the Fare Adjustment Mechanism (FAM) to the bus operators are reviewed and analyzed. The franchised bus policy has well been regulated and the on-going no direct subsidy approach from the Government should be maintained. The user pay principle has served Hong Kong well and a light-handed approach is recommended. Although bus operators faced the problems suffered from the hardship of operating environment, certain types of strategies could be applied in order to eliminate the operating cost and to expand possible market shares. Regulatory policy on and the strategic approach to the franchised bus operation in Hong Kong are indivisible. The regulatory policy creates a matter of entry barriers to the market and allows franchised bus operators to adopt long term planning so as to generate profit. Therefore, such a win-win strategy could be achieved without compromising the Government authority and the public interest. In Hong Kong, the Government has long been the principle actor in devising transport policy. This thesis aims to take a hypothetical approach to assume the role of a rational Government, critically evaluate the public transport policy in Hong Kong with two fundamental parameters: the effectiveness and efficiency of the public transport policy. A SCD (Subjectivity, Consistency, Dependency) approach is adopted to form the policy evaluation framework in which different methods such as goal attainment analysis or political economic causality test is housed for evaluating the policy. For effectiveness, an ex-post evaluation is conducted. The policies are examined quantitatively by means of performance indicators and qualitatively by three case studies for a more comprehensive illustration. The focus of the assessment in case studies revolves around two major parameters, which are consistency and dependency respectively. While the former is to test the coherence of the case with the policy as well as economics doctrine, the latter is to assess whether the policy can be successfully implemented with due regard to stakeholders' acceptance. For efficiency, an ex-ante evaluation is conducted on the public transport policy. The causality of the policies is examined with a perspective of transport economics to see if the consistencies and logic of policies are aiming at the best use of resources, in other words, the Pareto Optimal. The test is done qualitatively to see if the policy is strategically sound or otherwise, any immaculate computation models, cost-benefit analysis or cost-effectiveness analysis built on an unsound basis is meaningless. The essence of the above approach is to find out if the outcomes are in line with the policy goals, and if the logic and consistencies of the policy are robust enough to stand the test in terms of stakeholders' concern and transport economics discipline. There are two major findings in this thesis: Firstly, it is unveiled that the external cost has not been fully internalized for public transport modes and it is a serious irrationality observed in current public transport policies of Hong Kong, which goes against the vision and value that the Government of Hong Kong upholds. Secondly, the lack of output-oriented evaluation on its public transport policy leads the Government to nowhere in measuring to what extent the policy objective is met. It is recommended that the Government should take heed of the deficiencies and ameliorate the situation by establishing quantifiable goals for the public transport policies to attain and be evaluated. Moreover, the Government should adopt full internalization of external cost so as to ensure the public transport system is genuinely efficient in a holistic view. Abstract: In Hong Kong, franchised buses carry more than 3.9 million passengers daily, ranking at the second highest daily patronage after MTR of 4.8 million. The current public transport policy in Hong Kong encourages the use of railway as the backbone of the public transport system to mitigate congestion and roadside pollution, whilst franchised buses perform as auxiliary and feeder public transport function. With this shift in emphasis, direct measures to assist bus companies in the form of comprehensive bus priority system are lacking. Unlike Hong Kong, the transport authorities in Singapore and London have proactively put in more efforts and resources in optimizing their bus priority schemes in recent years, through setting up the bus-only lanes at congested road sections and implementing traffic signal synchronization integrated with GPS-based system for bus-through traffic, which aim at enhancing service reliability of buses and further promoting the modal shift from private transport to public transport. Though Hong Kong, Singapore and London are well-known metropolitan cities sharing similar compact urban population densities with comprehensive public transport networks, yet they have distinct characteristics and varieties towards the implementation of bus priority schemes. As these cities are also competing for investment, quality living and green development, it is of interest to review the comprehensiveness and effectiveness of current public transport policy in Hong Kong in terms of encouraging the use of economic carriers for better use of road space, as well as to review the role of franchised buses performed in the public transport scene. Meanwhile, it is necessary to examine and compare different types of bus priority schemes implemented between Hong Kong, Singapore and London, in order to provide feasible recommendations on further optimizing and enhancing bus priority scheme in Hong Kong with reference to overseas experience. On this basis, a discussion on the merits and demerits of the various integrated systems will be made, taking into account selected criteria and standards. Ultimately an optimum integrated system will be developed for Hong Kong to suit local conditions, including demographic, economic and prevailing policy aspects. The first part of the study will define aspects and values relating to integration of public transport. The aim is to consider and measure its advantages and disadvantages to achieve the community needs before planning the system. The second part of the study will give an overview of the existing public transport system in Hong Kong as well as the current steps to integrate different transport modes in Hong Kong. The experiences from Singapore and Australia will be reviewed to see if they are useful for Hong Kong in planning and implementation of integration. The third part will examine the feasibility of integration aspects, strategies and directions for integration of public transport in Hong Kong. Since railways and buses are the largest passenger carrying modes in Hong Kong, the closer coordination between them will benefit not only passengers but also the development of an integrated public transport system. The success depends upon to what extent of co-ordination between them. Having stringent competitions with well developed railway systems and wide penetrated franchised bus services, PLBs still captured the third largest market share of about 15% in the public transport system. The existing policy framework on PLBs is spelt out in the transport policy paper st "Moving into the 21 Century" published in 1990. In the planning of public transport services, it has been and it remains the Government''s policy to use mass carriers to meet passenger demand. PLBs perform a supplementary function in providing connecting services to railway stations and public transport interchanges; serving areas where patronage is not high enough for provision of services by mass carriers and geographically difficult for bus to manage. The aggressive driving behaviour of PLB drivers risking the safety of road users in an effort to maximize their income has been with us for the past 36 years. Statistical analyses do prove that PLBs have the highest accident and casualty rates among all vehicle classes. Although the Government had implemented a comprehensive package of measures including legislation and enforcement, application of new technology and education and publicity to improve the safety of PLB operation, it was only mildly effective in combating inappropriate driving behaviour of PLB drivers. To have an immediate deterrent effect, the Government should take stringent enforcement actions and increase the penalties heavily. The force of law should be employed to prohibit the said socially undesirable behaviour in public''s interest. The most effective long term measure in enhancing PLB safety is to instill in drivers a correct driving attitude through continuous education and publicity. On the other hand, the Government''s policy of encouraging conversion of RMBs into GMBs operation will definitely help improving the safety of PLB operation. The "Light Bus Using Cleaner Fuel Scheme" implemented by the Government as an incentive based instrument to encourage replacement of diesel PLBs by LPG models in August 2002 is considered as successful. As at end 2004, the administration has received over 2,200 applications. This represents 50% of the entire diesel PLB fleet have been, or will be replaced by new PLBs using LPG fuel system. To provide environmentally sustainable PLB services to the citizens, the Government should introduce incentive scheme on replacing Euro II diesel PLBs by Euro IV models, conduct feasibility study on Compressed Natural Gas PLBs and further improve the network of LPG stations and vehicle workshops. To make Hong Kong an ideal home for us as well as our future generations, the PLB drivers, operators and the Government should make strong commitments together to provide safe and environmentally sustainable PLB services to Hong Kong - a place where we and our children born and build on our ideal home. Abstract: Abstract of dissertation entitled Competition Policy and Strategies in the Public Transits: A Case Study of Hong Kong's Mass Transit System Submitted by Raymond Liu wai‐man for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in September 2004 This dissertation is trying to understand current situation in Hong Kong's public transit system, in terms of regulatory framework and competition conditions. Different pricing models and regimes have been implemented. They have proved to be effective in providing a comprehensive coverage with a high quality of services in many dimensions. This is the result of a regulation regime worked well with a competition regime under the specifically historical, economic, and geographical conditions in Hong Kong. A case study is carried out after a brief review on relevant concepts and theories on regulation and competition. The role played by legislators is emphasized. The Government plays a dual role as both the regulator and the administrator for the public transit system. The competition policy of the Hong Kong Government encourages a fair playground with more choices for general public, at the same time promotes a degree of certainty for public transport operators. A sector‐specific approach is adopted to regulate the industry rather a comprehensive competition law as in many developed countries. A competitive analysis on the competition elements of two major public transport companies, the Kowloon Motor Bus Company Limited, and the MTR Corporation Limited is carried out. To better illustrate the competitive nature, two mini‐cases were presented. One is the Airport Express Railway service and its competition with other modes in providing a dedicated service for the Hong Kong International Airport. A market niche strategy coupled with a specific pricing strategy is used to compete. Another mini‐case is the Tsueng Kwan O Line service and its competition with other modes. The case demonstrates that a metro system could work well with other modes of transport and provide a better service to the general public. International perspective is also studies and discussed on aspects of efficiency, regulation regimes, public transport pricing and financing. ‐ i ‐ Competition can not take place in a vacuum. A comprehensive legal and institutional framework is a must to ensure a fair playground. A robust and efficient industrial structure is required to meet the market demand. Political consensus building is a challenge for regulators and legislators. A strong will and determination by the Administration are vital in implementing its transport policies.
