Book excerpt: The purpose of this thesis was to perform a ownership/lease cost comparison analysis, including the investigation of qualitative issues, of heavy equipment motor vehicles in Air Force Materiel Command (AFMC). The study examined 11 types of special purpose vehicles. Ownership cost was determined using vehicles within the categories of interest from all AFMC installations. Four AFMC installations were sampled for lease cost data and qualitative information. Once an ownership cost was determined, a comparative analysis was accomplished with lease cost information. This was done using hourly and annual cost data. Qualitative issues surrounding possible lease initiatives were addressed. Findings indicated significant cost savings would be realized if short-term, or as needed, leasing practices were adopted for low utilization vehicles. Additionally, the research found qualitative issues and mission requirements may prohibit a complete conversion to a leased special purpose fleet. The research concluded that leasing is cost effective and should be considered as a possible alternative to ownership in Air Force Materiel Command. Also, any lease initiative must include cost, utilization, and qualitative information in the decision process. Book excerpt: Given the increasingly aging vehicle fleet and declining vehicle budget, this research performed a cost-benefit analysis of leasing versus buying various Air Force general purpose vehicles for the entire continental United States (CONUS). In contrast to previous analyses, which have examined the leasing versus buying issue on a base-by-base basis, this analysis studies the issue from an Air Force-wide perspective using a cost-buying model. Costs and benefits are calculated for three purchasing options (Air Force ownership, GSA leasing, and commercial leasing) to determine and recommend the best alternative for the Air Force. Finally, a sensitivity analysis is to test the results of the cost-benefit models. The research demonstrates that the best alternative available to the Air Force is GSA leasing because of its overall lowest cost and accompanying benefits such as a newer vehicle fleet and a stable budget requirement. The current method of buying vehicles for ownership proves to be the least costly option for the Air Force when considering salvage value. Because the Air Force does not recognize salvage value, this study recommends that the Air Force convert the CONUS general purpose vehicle fleet to GSA leased vehicles.

For these reasons, the Korean Air Force Transportation Department needs a breakthrough to retain the transportation ability to support the field of operation in an effective and economic way. However, the Korea Air Force Transportation Department has only one method for procuring general-purpose vehicles, which is purchasing. Thus, the comparative analysis of leasing versus buying vehicle study started from the recognition of this situation in which ROKAF needs an efficient and effective vehicle procurement method. The purpose of this research is not to emphasize the leasing method, but to provide better ideas to make decisions to procure Air Force general-purpose vehicles economically, and effectively. Another consideration in this research is to develop a method for evaluating the cost-benefit of leasing versus buying vehicles, which has been used in buying versus leasing decision. This research analyzed two variables, logistics benefits and costs, and compared these variables for leasing and buying options to discover which one provides the most logistical benefits for the life cycle cost. The results of the analysis concluded that buying offers more benefits at significant cost savings.

Specifically, it looked at the analysis supporting the Air Force's decision to lease 120 replacement aircraft for the CT-39 fleet. The analysis used an after-tax methodology to ensure a government perspective was taken. The CT-39 analysis was a form of pre-tax methodology that did not accurately capture all the lost revenue at the Treasury resulting from the depreciation deductions available with a lease. The results of the analysis indicate that an Air Force's perspective always results in a decision to lease but the government perspective results in a decision to buy at discount rates below 8 percent and a decision to lease at rates above 8 percent.

Book excerpt: The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.

This report evaluates four recent Air Force Major Defense Acquisition Programs (MDAPs) with low cost growth and compares and contrasts their key characteristics to the six programs evaluated with extreme cost growth from the earlier report. The purpose is threefold. First, we seek to determine whether or not the key characteristics identified in the programs with extreme cost growth are present in the programs with low cost growth and, if not, why. If those characteristics are not present, we assume that this finding reinforces our view that the key characteristics of the extreme cost-growth programs that were identified are likely the root causes of extreme cost growth. Second, we seek to determine the common characteristics of the low cost-growth programs and whether such characteristics can be incorporated into future Air Force MDAPs. Finally, we revisit the main recommendations from our earlier report regarding approaches to mitigating extreme cost growth and, based on our findings from the low cost-growth programs, determine whether those recommendations are still valid and broadly applicable to future Air Force MDAPs. However, in the recent past, there has been a renewed emphasis as AF leaders continue to seek funding for weapon system spares despite marginal improvements in mission capability. The Chief's Logistics Review, Logistics Transformation Program, AFMC Constraints Assessment Program, the Spares Requirement Review Board, the Spares Campaign, and the Depot Maintenance Reengineering and Transformation all represent efforts to find and implement effective answers (RAND, 2003:ix). And, while there appears to be a consensus that better performance measures are needed, there is little agreement on exactly what should be measured, and how. Many performance management plans have been developed and recommended. In 1999, the Logistics Management Institute (LMI) published Supply Chain Management: A Recommended Performance Measurement Scorecard to guide senior DoD logistics managers. Then, in 2001, the AF logistics Management Agency developed a set of aggregate or strategic level metrics, Measuring The Health of USAF Supply, at the request of AF/ILS. Most recently, in November of 2003, the Supply Management Division published the AFMC Supply Chain Metrics Guide. However, each of these performance measurement plans each is distinctly different. This research seeks to determine how and why these performance measurements plans differ, and to examine what such differences might reveal about the nature of performance measurement in AF logistics systems.

This report describes the development of one such methodology and applies it to an exploration of force mix alternatives in several weapon systems. Using data from the Air Force Total Ownership Cost decision support system from fiscal years 2006 through 2010, the author estimates the cost of operating the C-130 tactical airlifter, KC-135 aerial refueler, and F-16 multirole fighter fleets in Air Force active and reserve components. The author highlights the ways in which cost considerations favor the active and reserve components differently and discusses how this can help determine a cost-minimizing active/reserve mix.
