Book An Overview of Virginia s Computerized Crash Records Systems

Download or read book An Overview of Virginia s Computerized Crash Records Systems written by John S. Miller and published by . This book was released on 1995 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report identifies the various components of Virginia's computerized crash records systems and explains how these components process crash data. Emphasis has been placed on recording information that was previously not documented. Most of the statewide systems were studied in late 1994, and most of the local systems were studied in early 1995. The scope has been limited to systems that capture, store, and report data on traffic crashes. Statewide systems include those of the Department of Motor Vehicles (DMV), the Department of Transportation (VDOT), the Department of State Police (VSP), the Commission on the Virginia Alcohol Safety Action Program (VASAP), the Office of Emergency Medical Services (OEMS), the Department of Education (DOE), and the Department of Corrections (DOC). Local users such as planning district commissions, a traffic engineering department, and certain representative local law enforcement agencies were also included in the study. Representatives from statewide and local agencies were interviewed concerning how their respective systems processed crash data. Computer printouts, data dictionaries, and other agency-generated information were used in conjunction with the interviews to synthesize descriptions of how data are processed. Virginia's computerized crash records are analyzed from several perspectives. These include the diversity of crash data users and providers, the need for access to crash data, existing documentation of database capabilities, coordination among agencies, sources of duplication of effort, the methods used to collect data, and linkage opportunities. In light of this discussion, recommendations are made to improve crash data utility, accessibility, and accuracy.

Book What Value May Geographic Information Systems Add to the Art of Identifying Crash Countermeasures

Download or read book What Value May Geographic Information Systems Add to the Art of Identifying Crash Countermeasures written by John S. Miller and published by DIANE Publishing. This book was released on 2008-09 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: Geographic Info. Systems (GIS) can be employed to relate, organize, and analyze roadway and crash data, thereby facilitating crash countermeasure identification and evaluation. GIS cannot, however, replace the role of the local analyst as a problem solver who needs to interpret results and recommend engineering, enforcement, or educ. improvements. Using the PC-based Micro Traffic Records System (MTRS), a software packaged employed in Virginia that records crashes at either a specific intersection or between 2 cross streets, it was possible to place 82% of the MTRS crash locations within a GIS. Without crashes that were demarcated at ¿private property¿ locations, the placement rate climbs to 94% for intersection locations. Illus.

Book A Tool to Aid the Comparison of Improvement Projects for the Virginia Department of Transportation

Download or read book A Tool to Aid the Comparison of Improvement Projects for the Virginia Department of Transportation written by Yacov Y. Haimes and published by . This book was released on 1998 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: The goal of this effort is to assist the Virginia Department of Transportation (VDOT) in improving the comparison in planning of potential primary and secondary roadway improvement projects. Historical projects that have been implemented or considered for implementation have been used as a case study data set. Methods are proposed for estimating cost, performance gain and crash risk reduction of future roadway projects, with the main focus being the presentation of trade offs among these criteria. If, in a particular case, more accurate and/or appropriate data is available for one or more of these criteria (e.g. from a simulation study that has been performed), then this information can easily be used to supplement or replace the estimations proposed here. The project comparison instrument combines three major decision making attributes in project selection: crash risk, performance, and project cost. By quantifying these attributes across a number of proposed highway improvement projects, projects can more readily be compared to one another, and a more holistic view of potential projects is achieved. This is an important step when choosing a portfolio of projects each year. In order to compare projects, attributes are quantified in the following manner for planning level decisions. Crash risk reduction is calculated as the number of crashes avoided per year at the project site. Particular roadway improvements are typically assumed to decrease the expected number of crashes by a statistically determined and pretabulated percentage. Performance gain is quantified by the vehicle minutes of travel time avoided in the peak hour. Finally, cost is modeled as the sum of preliminary engineering, right of way and construction costs. Once the objectives are quantified, they can be graphically displayed in a Project Comparison Chart. Examples for applying this approach are given in the text and in the accompanying workbook.

Book Impaired driving Program Assessments a Summary of Recommendations 1991 to 2003

Download or read book Impaired driving Program Assessments a Summary of Recommendations 1991 to 2003 written by Darrell W. Johnson and published by . This book was released on 2004 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Highway Traffic Safety Administration (NHTSA) developed an assessment process that gives States an opportunity to conduct a review of their efforts to control impaired driving by an outside team of nationally recognized experts. Each assessment examines a State's overall program and presents recommendations to improve or enhance it. NHTSA reviewed 38 State assessment reports and found 2,982 individual recommendations, including 852 that were identified as priority recommendations by the teams. Most of the recommendations fit into 10 thematic areas: (1) increasing deterrence by prioritizing enforcement efforts and enhancing the arrest, prosecution, and adjudication process; (2) improving public information and education efforts related to prevention and deterrence; (3) remedying problems involving DUI data and records (reporting requirements, offender tracking systems, data linkages, uniform traffic citations); (4) enacting new laws or revising existing laws aimed at increasing the deterrence and/or prevention of DUI; (5) enhancing training for law enforcement, prosecution, and judicial personnel; (6) evaluating programs and activities to combat impaired driving; (7) providing sufficient resources for treatment and rehabilitation; (8) improving inter/intra-governmental coordination and cooperation; (9) providing funding (including self-sufficiency) to provide for adequate resources (personnel, equipment); and (10) developing or increasing task forces and/or community involvement.
