Book excerpt: The work described in this report documents the activities performed for the evaluation, development, and enhancement of the Iowa Department of Transportation (DOT) pavement condition information as part of their pavement management system operation. The study covers all of the Iowa DOT's interstate and primary National Highway System (NHS) and non-NHS system. A new pavement condition rating system that provides a consistent, unified approach in rating pavements in Iowa is being proposed. The proposed 100-scale system is based on five individual indices derived from specific distress data and pavement properties, and an overall pavement condition index, PCI-2, that combines individual indices using weighting factors. The different indices cover cracking, ride, rutting, faulting, and friction. The Cracking Index is formed by combining cracking data (transverse, longitudinal, wheel-path, and alligator cracking indices). Ride, rutting, and faulting indices utilize the International Roughness Index (IRI), rut depth, and fault height, respectively.

Book excerpt: The National Performance Management Measures; Assessing Pavement Condition for the National Highway Performance Program provided in Subpart C of 23 CFR Part 490 includes an alternative method to report pavement conditions for Interstate and non-Interstate National Highway System locations where the speed limit is less than 40 mph.(1) This alternate method uses present serviceability ratings (PSR) to report pavement condition in lieu of using the International Roughness Index, measures of rutting and faulting, and percentage of cracking where the posted speed limit is less than 40 mph. Per 23 CFR 490.309(b)(1)(iv), the portion of the Interstate mainline highway pavements where PSR is allowable includes border crossings and toll plazas.(1) To address stakeholder concerns about the appropriate application of PSR, the Federal Highway Administration (FHWA) developed resources to support agencies that prefer to use PSR as an alternate pavement-condition-rating system, where permitted. In addition, many agencies do not collect PSR on their pavement segments; instead, they use Pavement Condition Index (PCI) or other indices computed from measured surface distresses in their pavement management systems. In light of this, section 490.309(b)(2)(iii) also allows State DOTs to convert other pavement-condition-assessment methods (e.g., the U.S. Army Corps of Engineers PCI) to PSR if the State establishes to FHWA's satisfaction that the conversion produces pavement condition ratings equivalent to the PSR method. In support of this rule, FHWA has developed this report to provide an approach for estimating PSR from measured surface distress data. It also illustrates correlations between commonly used indices and the PSR, as described in the Highway Performance Monitoring System Field Manual.(3) The appendix includes a guide for using a Microsoft(R) Excel(R)-based PSR Computation Workbook that was developed to assists with estimating PSR from measured surface distresses.(2)

Book excerpt: This report documents the development and preparation for implementation of a specification for using International Roughness Index, using an inertial profiler, as a smoothness measure for new portland cement concrete pavements in Minnesota. This new specification represents a departure from the use of the Profile Index, using a California Profilometer, for concrete pavement smoothness. In addition to providing recommendations to the Minnesota Department of Transportation regarding the implementation of the specification, the report contains additional information and analyses. These include a summary of the specifications in use by other states for measurement and incentive/disincentive payment for concrete pavement smoothness, an analysis of the effects of pavement surface characteristics on the International Roughness Index and the Profile Index, and a comparison of IRI-based concrete pavement smoothness specifications in use by other states. The report concludes with several recommendations for the new specification and for its administration and enforcement by the Minnesota Department of Transportation.

Book excerpt: This report summarizes Iowa results of a five year, Pooled Fund study involving the Wisconsin, Iowa, and Minnesota Departments of Transportation (DOTs) designed to 1) assess the public's perceptions of the DOTs' pavement improvement strategies and 2) develop customer-based thresholds of satisfaction with pavements on rural two lane highways in each state as related to the DOTs' physical indices, such as pavement ride and condition. The primary objective was to seek systematic customer input to improve the DOTs' pavement improvement policies by 1) determining how drivers perceive the DOTs' pavements in terms of comfort and convenience but also in terms of other tradeoffs the DOTs had not previously considered, 2) determining relationships between perceptions and measured pavement condition thresholds (including a general level of tolerance of winter ride conditions in two of the states), and 3) identifying important attributes and issues that may not have been considered in the past. Secondary objectives were 1) to provide a tool for systematic customer input in the future and 2) to provide information which can help structure public information programs. A University of Wisconsin-Extension survey lab conducted the surveys under the direction of a multi-disciplinary team from Marquette University. Approximately 4500 drivers in the 3 states participated in the 3 phases of the project. Researchers conducted 6 focus groups in each state, approximately 400 statewide telephone interviews in each state and 700-800 targeted telephone interviews in each state. Approximately 400 winter ride interviews were conducted in Wisconsin and Minnesota. A summary of the method for each survey is included. In Phase I, focus groups were conducted with drivers to get an initial indication of what the driving public believes in regards to pavements and to frame issues for inclusion in the more representative statewide surveys of drivers conducted in Phase II of the project. Phase II interviews gathered information about improvement policy trade-off issues and about preliminary thresholds of improvement in terms of physical pavement indices. In Phase III, a two step recruitment and post-drive interview procedure yielded thresholds of ride and condition index summarized for each state. Results show that, in general, the driving public wants longer lasting pavements and are willing to pay for them. They want to minimize construction delay, improve entire sections of highway at one time but they dislike detours, and prefer construction under traffic even if it stretches out construction time. Satisfaction with pavements does not correlate directly to a high degree with physical pavement indices, but was found instead to be a complex, multi-faceted phenomenon. A psychological model was applied to explain satisfaction to a respectable degree for the social sciences. Results also indicate a high degree of trust in the 3 DOTs which is enhanced when the public is asked for input on specific highway segments. Conclusions and recommendations include a 3-step methodology for other state studies. Physical data thresholds based on both public satisfaction and the agreement to improve are presented for each state's physical pavement indices (ride and condition). Recommendations for changes to the quality ranges of the physical indices where appropriate are also made.
