Citing cultural differences as the ubiquitous precursor hinders such understanding. This fifteen-nation study of conflicts in Africa shows that the capacity or failure to manage such conflicts is determined by changes brought about by the trajectories of historical events. Colonialism erected structures that ruptured the dynamics which had controlled opposing inter-ethnic relations and interests. The post-colonial era witnessed further manipulation and disintegration of ethnic identities and groups, thus making the state central to the dynamics of ethnicity in Africa. The studies book explain how the positive and negative aspects are transformed in the pre-colonial, colonial and post-colonial histories of African states and groups.

International policy is currently witnessing a renewed interest in customary tenure systems as well as traditional leadership, through which it aims to enhance the efficiency of local governance and create general access to and secure rights in land. Contrary to these ideas, practice reveals a lack of security of customary tenure in areas with a high competition for land. Mounting evidence displays that customary systems often evolve inequitably and that traditional elites benefit disproportionally from commodification of land. In an effort to understand customary land management by traditional authorities and the role policymakers, lawmakers, judges and civil servants play in this process, this book studies practices of land management in peri-urban Ghana where traditional leadership forms a vibrant part of social life. This book combines local case studies with theories about efficient land management, the resilience of traditional leadership, the negotiability of customary law and the gap between judges' customary law and local practices. Doing so, it offers a unique body of empirical and theoretical knowledge for those interested in customary land management, as well as those interested in how customary law functions both at the local level and at the level of the state.

Book excerpt: On the morning of May 24, 1921, a force of eight hundred white policemen and soldiers confronted an African prophet, Enoch Mgijima, and some three thousand of his followers. Called the Israelites, they refused to leave their holy village of Ntabelanga, where they had been gathering since early 1919 to await the end of the world. While the Israelites maintained they were there to pray and worship in peace, the white authorities viewed them as illegally squatting on land that was not theirs. After many months of fruitless negotiations, the South African government sent an armed force to Bulhoek, a village in the Eastern Cape, to expel them. In the event that has come to be known as the Bulhoek massacre, police armed with rifles, machine guns, and cannons killed nearly two hundred Israelites wielding knobkerries, swords, and spears. In The Finger of God, Robert Edgar reveals how and why the Bulhoek massacre occurred. Edgar asks: Why did Mgijima prophesize that the end of the world was imminent, and why did he summon his followers to Ntabelanga? Why did the South African government regard the Israelite encampment as a threat? Examining this clash between a government and a millenial movement, Edgar considers the Bulhoek massacre both as a signal event in South African history and as an example of similar conflicts worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: Despite three decades of preoccupation with development in Africa, the economies of most African nations are still stagnating or regressing. For most Africans, incomes are lower than they were two decades ago, health prospects are poorer, malnourishment is widespread, and infrastructures and social institutions are breaking down. An array of factors have been offered to explain the apparent failure of development in Africa, including the colonial legacy, social pluralism, corruption, poor planning and incompetent management, limited in-flow of foreign capital, and low levels of saving and investment. Alone or in combination, these factors are serious impediments to development, but Claude Ake contends that the problem is not that development has failed, but that it was never really on the agenda. He maintains that political conditions in Africa are the greatest impediment to development. In this book, Ake traces the evolution and failure of development policies, including the IMF stabilization programs that have dominated international efforts. He identifies the root causes of the problem in the authoritarian political structure of the African states derived from the previous colonial entities. Ake sketches the alternatives that are struggling to emerge from calamitous failure--economic development based on traditional agriculture, political development based on the decentralization of power, and reliance on indigenous communities that have been providing some measure of refuge from the coercive power of the central state. Ake's argument may become a new paradigm for development in Africa.
