Book excerpt: The War on Terror (WOT) is actually a war against extremist insurgents comprised of numerous and varied organizations scattered across the globe. They are spurred to action by an extremist ideology that is nurtured, demonstrated, and led by al Qaeda and its leadership. This ideology serves as the insurgency’s center of gravity whereby it gains all manner of support across a broad spectrum of functional resources in multiple operational domains. As operating environments change, these ideology inspired decentralized insurgent organizations are able to quickly adapt their methods of operation. In order to defeat this evolving, ubiquitous yet elusive threat, the US must develop a comprehensive strategy that incorporates all instruments of US national power, as well as those of its allies. This strategy must also defeat or mitigate the enemy’s center of gravity in order to have any chance of success. This thesis argues that as lead combatant command in the WOT, the US Special Operations Command (USSOCOM) should conduct continuous, global, pre-emptive low-visibility operations in order to disrupt insurgent operations. In order to accomplish its WOT missions, USSOCOM must effectively organize and array forces and resources to defeat insurgent functional resources across multiple operational domains.

General characteristics of light infantry forces are identified, and an analysis of how light forces operate tactically and how they are supported is presented. In the process, the relationship of the light infantry ethic to its organization is evaluated, and the differences between light infantry and conventional infantry is illuminated. For the purpose of this study, the term conventional infantry refers to modern-day motorized and mechanized infantry and to the large dismounted infantry forces typical of the standard infantry divisions of World War II, the Korean War, and the Vietnam War. The study concludes that light infantry is unique and distinct. A light infantry ethic exits and manifests itself in a distinctive tactical style, in a special attitude toward the environment, in a freedom from dependence on fixed lines of communication, and in a strong propensity for self-reliance. The study is based on a historical analysis of 4 light infantry forces employed during and since World War II: The Chindits, in the 1944 Burma campaign against the Japanese; The Chinese communist Forces during the Korean War; British operations in Malaya and Borneo 1948-66; and the First Special Service Force in the mountains of Italy 1942-44. -- p. Their first priority was to put their intellectual houses in order-that is, to adapt military thought and strategic planning to the new problem. The result is a set of ideas about how to bring the United States and its allies to a "culminating point" where they choose to no longer run the costs and risks of continued war. This is the "red theory of victory." Beginning in the second presidential term of Obama administration, the U.S. military focus began to shift, driven by rising Russian and Chinese military assertiveness and outspoken opposition to the regional security orders on their peripheries. But U.S. military thought has been slow to catch up. As a recent bipartisan congressional commission concluded, the U.S. intellectual house is dangerously out of order for this new strategic problem. There is no Blue theory of victory. Such a theory should explain how the United States and its allies can strip away the confidence of leaders in Moscow and Beijing (and Pyongyang) in their "escalation calculus"-that is, that they will judge the costs too high, the benefits to low, and the risks incalculable. To develop, improve, and implement the needed new concepts requires a broad campaign of activities by the United States and full partnership with its allies.
