The first major objective was to provide an updated description of the teacher evaluation process in public school systems in the State of Ohio by determining the current perceptions and attitudes of principals and teachers toward the evaluation of teachers. Specifically, the following aspects of the teacher evaluation process were described and compared for principals and teachers--- the structure of the evaluation process, the criteria of the evaluation, the uses of evaluative information, principals' and teachers' attitudes toward the evaluation process, and the strengths and weaknesses of the evaluation process. This study also provided and compared principals' and teachers' actual and ideal perceptions about criteria of the evaluation and uses of evaluative information. In addition, the evaluative criteria and uses of evaluative information that principals and teachers perceived need to be utilized more in the teacher evaluation process were identified. The perceptions of principals and teachers were found to be different for a majority of areas surveyed. The second major objective in conducting this study was to provide an exploratory, empirical testing of the relationship of five important elements of the teacher evaluation process (the utilization of evaluation conferences, the manner in which evaluative goals are established, the use of teacher self-evaluation, the extent of evaluator training, and the use of multiple evaluators and/ or multiple sources of evaluative information) to five areas of professional concern about the teacher evaluation process or perceived areas of weakness of the teacher evaluation process (the adequacy of teacher input provided by the evaluation process, the technical quality of the evaluation, the fairness of the evaluation process, confidence in the evaluation process, and the usefulness of the evaluation process in improving teacher performance). Specifically here, the perceptions of respondents in the categories utilized were examined separately for principals and teachers to ascertain the perceived relationship of these five elements of the teacher evaluation process to the areas of concern about the teacher evaluation process or perceived areas of weakness of the teacher evaluation process. Teachers were found to be very much in agreement with theoretical relationships investigated, while principals were in agreement to a more limited extent. The information gleaned from achieving these two major objectives of the study should prove useful to a variety of educational audiences.

Book excerpt: Across the nation, teacher appraisal systems are being revamped to serve the primary purpose of supporting and developing teachers, regardless of experience. To what degree a principal believes the instructional criteria within the appraisal system are valid influencers on student achievement may be key in developing teachers at all levels of effectiveness to cultivate student achievement that can lead to higher performing schools. The purpose of this study was to identify what principals at highly effective elementary school campuses valued as the key instructional criteria in a teacher appraisal system. The outcome of this study can greatly impact the development, hiring, and transitioning of teachers at any school. By using the value-added model to identify effective schools, this study focused on the perception of principals of elementary campuses that are able to accelerate students, regardless of any perceived learning barriers. Data was collected through a qualitative approach, using descriptive statistics in the form of charts, tables, and graphs to identify trends. A survey and follow-up interviews were administered to elementary school principals currently leading schools within the top 25% of value-added achievement in a large urban school district in the southern United States. The study determined that while the appraisal instrument encompasses several instructional criteria that principals clearly perceived as impacting student achievement, the instrument serves as a springboard into additional best practices. Open-ended survey responses and interviews determined additional instructional criteria that principals perceived as having an impact on student achievement and their plans to ensure that they continue to add value to all students as accountability rapidly increases.

Book excerpt: This qualitative study investigated principals' perceptions of the effects of the 2011 Massachusetts Educator Evaluation System on teacher growth and development, principals' capacity to support teacher growth and development, and principal-teacher relationships. Participants were eleven elementary level public school principals who are the sole evaluators of teachers in their schools. The study was guided by the following three research questions: 1. How do principals perceive the Massachusetts Educator Evaluation System as supporting teacher growth and development, in theory and as they have experienced it? 2. How do principals perceive the effect of the Massachusetts Educator Evaluation System on their ability, capacity and opportunity to effectively support their teachers' development? 3. How do principals perceive the effect of the Massachusetts Educator Evaluation System on the development and maintenance of trusting relationships between principals and teachers as they have experienced it? The findings of this study suggest that the Massachusetts Educator Evaluation System provides some benefits to the growth and development of teachers and to principals in supporting that growth and development. Additionally, the study revealed some aspects of the System that principals perceived to be challenging to implement effectively, and some aspects that principals perceived to be detrimental to teacher growth and development.

Book excerpt: The purpose of this record of study was to investigate the nature of relationships between the perceptions of principals and teachers on site-based decision making (SBDM) and to uncover patterns existing in relationships between and among state school ratings, principals' and teachers' perceptions of SBDM decision making at their schools, and school outcomes of discipline referrals and attendance percentages. The investigator chose four schools with different state school ratings as sites for investigating these relationships. Participants in the study were principals and teachers selected from four school types: Exemplary, Academically Recognized, Academically Acceptable, and Academically Unacceptable. The research design was a non-experimental and descriptive design focused on the four selected elementary school types. The descriptive statistic of mean was used to determine the strengths of relationships between these variables. Results of the investigation identified various trends between principals' and teachers' perceptions about SBDM at their schools. Outcomes from discipline referrals and attendance percentages in the four types of schools did not show a noteworthy difference. Overall, the data were an indication that elementary principals and teachers embrace the idea of SBDM at levels between 30% and 69% or at a higher level of 70% or above, regardless of the state's rating of school type, number of student discipline referrals, or percentage of student attendance. This was demonstrated by the vast number of "strongly agree" and "agree" responses to survey items among the four schools with different ratings. Using this study as a baseline, recommendation is made to conduct a study of all district schools using a more precise survey to determine the effects of principals' and teachers' perceptions of SBDM on student achievement. Additional recommendation is made for a study to determine whether common variables other than SBDM exists in high performing Texas elementary schools that could possibly have an impact on student achievement. Although achievement objectives and instructional activities may vary as described in a state's curriculum, this particular research could be accomplished without regard to a particular state.
