Book An Investigation of the Sources of Power and Legal Responsibility of the Superintendent in the Independent School Districts of Texas

Download or read book An Investigation of the Sources of Power and Legal Responsibility of the Superintendent in the Independent School Districts of Texas written by Edgar Arthur Sahm and published by . This book was released on 1945 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The purpose of this study is to clarify the extra-legal nature of the superintendent and to point out the sources of authority by virtue of which he discharges the duties of his office. While some legislation has been enacted for the management and control of the public schools, the legal status of the superintendent is uncertain. This is particularly true in Texas, the state to which this investigation is confined. In America, the city or district superintendent, unlike most public officers, did not result from legislative action but came as the product of gradual evolution dictated by the needs of the schools as they grew in size and service. Employed by the board of education, the superintendent at first performed such ministerial duties as were assigned to him. Gradually these functions increased in number and importance as time went by. Today they vary from practically no duties at all to the extensive administrative program found in the large cities. The end has not yet been attained. As public education expands school control will loom ever larger and more technical. As it does so the legal aspects will become more important. For that reason this investigation proposes to determine the superintendent's legal status in Texas at this time"--Leaves 1-2

This book was released on 2018 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Every Student Succeeds Act (2015) transferred flexibility for accountability rules to states to control following the national accountability era of the No Child Left Behind Act of 2001. The interdependent relationships of structural linkages between state and local school entities need examination for understanding how best to align the systemic linkages for accountability based on the measures of performance. The purpose of the study was to explore and understand school district leaders’ perspectives about school accountability in Texas based on the state’s recent shift towards a shared accountability system. This phenomenological study was explored through discussions with three superintendents and three deputy superintendents. The following three research question guided the study: (a) What are perspectives of district leaders within the shift from a state-imposed accountability system to shared accountability in Texas? (b) How would district leaders of urban districts define the movement toward local control? (c) How do school leaders envision a plan of action for shared accountability? The researcher utilized a purposeful sampling strategy to select three urban school districts. The snowball sampling was used to gain participants. All interviews were semi-structured, tape-recorded, and lasted between 30 and 60 minutes. The perspectives and lived experiences of the participants led the narrative in supporting the creation of three themes. The three themes that evolved through the data relating to how the six district leaders perceive, experience and understand the shift in the accountability system, impact on student performance, effect on policy and governance, and desired shift in curriculum and instruction. Implications for practice evolving from this study extend to researchers, superintendents, trustees, and district stakeholders. Recommendations for further research include: (a) expanding the target population to include a more diverse superintendent demographic and differing types of school districts; (b) examining the interactivity between the state and district leaders to influence policymaking in generating greater shared accountability, responsibility, and autonomy in school districts; and (c) investigating how superintendents understand developing systemic capacity to provide quality resources and effectively organize their school districts as they experience shifts in school accountability system across the multiple channels and among stakeholders. Additional recommendations and implications appear in Chapter 5.

Book The Role of the Superintendent as Perceived by School Administrators and School Board Presidents in Texas Public Schools in Region 20 ESC

Download or read book The Role of the Superintendent as Perceived by School Administrators and School Board Presidents in Texas Public Schools in Region 20 ESC written by Peter John Running and published by . This book was released on 2005 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examined the role of the superintendent as it is perceived by school administrators and school board presidents. The study was limited to public schools in Texas located within Region 20 ESC. Responses to a Likert-type instrument were solicited from school board presidents, superintendents and other school administrators (n=163). The questionnaire generated data regarding perceptions toward the role of the superintendent in nine different domains containing 38 different criteria. Results from an ANOVA showed no significant difference at the alpha level of .05. Sidak post-hoc tests were run as well, but because the ANOVA did not reveal any significant difference, the post-hoc data was not presented. The primary conclusion drawn from this study was that the perceived conflict in the literature that exists between boards and superintendents that is prevalent enough to cause a superintendent to leave a district, was not brought to light in this study. Board presidents, superintendents and other school administrators all appear to have the same perceptions regarding the role of the superintendent. This questionnaire did not reveal the source of conflict. However, the data revealed that board presidents, superintendents and other school administrators see the superintendent's role in the same way. The findings from this research may indicate that as a result of extensive board training, there may be improved respect and communication between the board, superintendents, and other school administrators. Recommendations include, among others: 1. Research into the development of an instrument that examines a more reflective relationship between the board and superintendent dealing with the aspects of personality, character, prejudices and attitudes. 2. Through the legal process, to increase the length of a term for board members from the current three-year term to at least five years. 3. Through the legal process, modify the Open Meetings Act to allow boards the freedom to conduct self-evaluations and "board performance" issues behind closed doors. This would eliminate the perception of the board "airing dirty laundry" in public.
