Areas of interest included methods of operation, ease of maintenance, and effectiveness for various types of wastewater. A literature search revealed three major disinfection options, which include: chlorination/ dechlorination, ultraviolet light, and ozone. A questionnaire was sent to the active duty Air Force installations that operate wastewater treatment plants, requesting permit limitations and monthly averages for a variety of wastewater parameters. The majority of Air Force wastewater treatment plants use chlorine for disinfection. Using the data obtained from the questionnaire responses and established wastewater parameters from other research, the basic design model equations were manipulated. The results showed that ultraviolet and ozone disinfection are safe alternatives to chlorine, however, ultraviolet systems appear to be better suited for the size and type of wastewater treatment plant that is typical of an Air Force installation.

As a result of this migration and in part due to the public works moratoria imposed during the war, a major pro gram of sewer construction was instigated, which resulted in the collection and subsequent concentration of large volumes of waste water at single discharge points. As the assimilative capacity of these receiving waters was exceeded, it led to or aggravated existing water pollution problems in these waters. To mitigate this degradation of water quality a massive program to construct wastewater treatment facilities was instigated. In addition, large amounts of money were spent on research to improve the technology of the conventional collection and treatment concept. In contrast, the wastewater disposal problem of the rural home owner received little attention, and in most cases the septic tank soil absorption system (ST-SAS) was the interim solution. In recent years there has been a fundamental change in the population growth pattern in the US and Scandinavian countries. It appears that a great many people are moving back to rural areas where they seem to prefer the suburban or small town envi ronment, yet at the same time want all the conveniences of urban life. The provision of proper wastewater disposal facilities presents a very perplexing problem, because the capital and operating costs of conventional sewers are usually financially impractical for rural areas.

However, it is difficult for wastewater professionals to sift through all of the available information, especially for relatively newer technologies. In addition, there are many factors, some of them site-specific, that influence whether a facility changes disinfection practice, and which alternative it chooses. There are few resources that provide a comprehensive discussion of decision factors with a direct comparison of the disinfection alternatives. This project developed a singular document that presents the pros and cons and costs of the various technical options for wastewater disinfection. The resulting report is intended to be utilized by wastewater professionals to help evaluate and select the appropriate technology for their application. This report presents a review of the existing literature, a survey of disinfection practice by major POTWs, and surveys of facilities with UV and ozone systems. The known advantages and disadvantages of the mature technologies (chlorine, UV, and ozone), other technologies, and combinations of multiple disinfection alternatives are summarized. The report synthesizes this information and presents a coherent method for selecting a disinfection technology, based on individual priorities and criteria. Finally, the report identifies data gaps that would benefit from additional research.

Book excerpt: In wastewater reclamation systems, microbiological monitoring is conducted to ensure that the users of reclaimed water are exposed to minimal risks from exposure to pathogens. Typically, utilities rely on the use of process controls to remove or inactivate pathogens. Routine monitoring of indicator organisms is conducted to evaluate overall process performance and for regulatory compliance. However, the effectiveness of individual treatment processes for removal of pathogens is dependent on process variables. This project was conducted to compare the effectiveness of biological treatment, filtration, and disinfection for removal of bacterial and viral indicators, enteric viruses, and protozoan pathogens. Six full-scale treatment facilities were each sampled a minimum of four times over a one year period. The relative impacts of loading conditions, process design, and operating parameters on the removal/inactivation of a suite of nine microbial species (bacteria, coliphages, enteric viruses, and protozoan pathogens) was evaluated. Bacterial removal was consistent for all types of biological systems, however, increased virus removal was associated with biological nutrient removal and nitrification processes. Parasite removal was highly variable. The effectiveness of filtration was impacted most by the use of upstream chemicals (either chlorine or coagulant chemicals). Chlorine disinfection was more effective in cases where ammonia levels were low (biological nutrient removal or nitrification facilities). Infectivity assays for protozoan pathogens suggest that the proportion of infective cysts or oocysts increases with increasing level of treatment.
