Book excerpt: This report of the National Advisory Commission on Criminal Justice Standards and Goals presents national criminal justice standards and goals for crime reduction and prevention at the State and local levels. The Commission proposes as a goal for America a 50 percent reduction in high-fear crimes by 1983. It further proposes that crime-reduction efforts focus on five crimes: homicide, reduced by at least 25 percent by 1983; forcible rape, reduced by at least 25 percent by 1983; aggravated assault, reduced by at least 25 percent by 1983; robbery, reduced by at least 50 percent by 1983; and burglary, reduced by at least 50 percent by 1983. The Commission proposes four areas for priority action in reducing the five target crimes: juvenile delinquency, delivery of social services, prompt determination of guilt or innocence, and citizen action. There are seven areas where the Commission proposes recommendations. In the area of criminal justice, it proposes broad reforms and improvements at the State and local levels. In focusing on community crime prevention, the Commission emphasizes communitywide crime prevention efforts at the State and local levels. The Commission also proposes that the delivery of police services be greatly improved at the municipal level and that the courts undergo a major restructuring and streamlining of procedures and practices in the processing of criminal cases at the State and local levels. Other proposals are in the broad areas of corrections and criminal code reform and revision. Regarding handguns in American society, the Commission proposes nationwide action at the State level to eliminate the dangers posed by widespread possession of handguns.

Book excerpt: In 2010, the National Institute of Justice funded the Urban Institute's Justice Policy Center to measure the size and structure of the underground commercial sex economy in eight major US cities. The goals of this study were to: (1) derive a more rigorous estimate of the underground commercial sex economy (UCSE) in eight major US cities and (2) provide an understanding of the structure of this underground economy. To date, no reliable data exist to provide national or state policymakers with a verifiable and detailed understanding of underground commercial sex trade networks or the ways in which these networks interact with one another on the local, state, or interstate level. In addition, there is no information regarding the relationship between the UCSE and the local commercial sex trade or commercial sex activity conducted over the Internet. This study aimed to close the gap in our understanding about the nature and extent of these activities.

Especially at risk are children who, research shows, are more likely to commit a crime if a father or brother has been to prison. Clear makes the counterintuitive point that when incarceration concentrates at high levels, crime rates will go up. Removal, in other words, has exactly the opposite of its intended effect: it destabilizes the community, thus further reducing public safety.

Examples that have captured the headlines include the 300 Chinese immigrants that were smuggled to the United States on the ship Golden Venture and the young Mexican women smuggled by the Cadena family to Florida where they were forced into prostitution and confined in trailers. The public's understanding of human trafficking is comprised of terrible stories like these, which the media covers in dramatic, but usually short-lived bursts. The more complicated, long-term story of how policy on trafficking has evolved has been largely ignored. In The War on Human Trafficking, Anthony M. DeStefano covers a decade of reporting on the policy battles that have surrounded efforts to abolish such practices, helping readers to understand the forced labor of immigrants as a major global human rights story. DeStefano details the events leading up to the creation of the Trafficking Victims Protection Act of 2000, the federal law that first addressed the phenomenon of trafficking in persons. He assesses the effectiveness of the 2000 law and its progeny, showing the difficulties encountered by federal prosecutors in building criminal cases against traffickers. The book also describes the tensions created as the Bush Administration tried to use the trafficking laws to attack prostitution and shows how the American response to these criminal activities was impacted by the events of September 11th and the War in Iraq. Parsing politics from practice, this important book gets beyond sensational stories of sexual servitude to show that human trafficking has a much broader scope and is inextricable from the powerful economic conditions that impel immigrants to put themselves at risk.

Book excerpt: The commercial exploitation of children is a global crisis (Rahman, 2011; Svensson, 2006). However, media outlets and sociological researchers have successfully situated the problem as a primarily Asian, South American, or Eastern European concern. In the process, the exploitation of children in the United States has largely been ignored. The continued trafficking of international youth into this country, coupled with the growing rate at which American born children are targeted by interstate sex traffickers, speaks to the urgency with which the domestic exploitation of children must be addressed (Walker-Rodriguez & Hill, 2011). In fact, research suggests that an average of 250,000 American children and adolescents are at risk of commercial exploitation each year (Estes & Weiner, 2001). Further, there are indications that current data vastly underestimate the actual numbers of vulnerable and victimized youth (Chase & Statham, 2005). According to the U.S. Department of Justice (2007), no systematic efforts have been made to examine the commercial exploitation of children in this country. The low visibilities of the crime, combined with the inherent vulnerability of the victims, have facilitated the continued victimization of these children. The purpose of this book is to provide a critical analysis of the domestic, commercial exploitation of children. A careful explanation of the differing forms of commercial exploitation of children, victim and offender characteristics, and the mechanisms which maintain the problem will assist health care providers, researchers, and law enforcement in their efforts with this marginalized and understudied population. The authors begin with a comprehensive review of extant literature in this area. Additionally, case studies of child sexual exploitation are included to further illustrate the severity, complexity, and depravity of commercial exploitation in real life cases.

By weaving these themes together, Counterpoints expands normative urban-studies framings of gentrification to consider more complex, regional, historically grounded, and entangled horizons for understanding the present. Understanding the tech boom and its effects means looking beyond San Francisco’s borders to consider the region as a socially, economically, and politically interconnected whole and reckoning with the area’s deep history of displacement, going back to its first moments of settler colonialism. Counterpoints combines work from within the project with contributions from community partners, from longtime community members who have been fighting multiple waves of racial dispossession to elementary school youth envisioning decolonial futures.
