Book excerpt: This book is the first major examination of the history of physical education in Irish primary and second level schools in the twentieth century. Set within the context of major international developments in the subject, it examines its state in these schools prior to the partition of Ireland in 1921. It assesses the reasons why physical drill's status was reduced in the Irish Free State's primary schools in the mid-1920s and accounts for the failure to fully implement the Sokol system in the following decade. Despite the efforts of a number of educationalists and those in the media to draw attention to the subject's neglect, it was not until the late 1960s that concrete action was taken to provide compulsory physical education in what had become the Republic of Ireland. However, following the foundation of the National College of Physical Education in 1973, problems remained, with the country's schools still lagging behind those in many other European nations in terms of curricular time given to the subject by the late 1990s. In Northern Ireland, treatment of physical education was more closely aligned to developments in other parts of the United Kingdom, but progress was also slow in many schools.

Book excerpt: Abstract: This thesis documents and explores health-related exercise (HRE) policy and practice within selected secondary schools in England and Wales, and examines the impact ofthe National Curriculum for Physical Education (NCPE) revisions (DfEE/QCA and Welsh Assembly, 1999) on the status and expression of HRE in the curriculum. It also considers the factors affecting teachers? approaches to change and their consequentdecisions and behaviours. Specifically, the research makes comparisons between the policy and practice in schools at the time of data collection (2000) and that reported by Harris (1997). The methodology incorporated both qualitative and quantitative approaches. Case studies were completed in 2001 in five strategically selected mixedsex state schools, three of which were located in one Local Education Authority (LEA) in England and two of which were in one LEA in Wales. One of the English schools was a specialist sports college (SSC). Case study data analysis focused on thestatus and expression of health within each school, with particular attention to HRE policy and practice prior to and following the National Curriculum revisions. This analysis also explored the factors influencing the delivery of HRE in each department. The case study element of the research included the lesson observation of a unit ofwork on health-related aspects of PE in one school from the English LEA. This allowedan examination of the translation of school level policy into practice. A survey of all the secondary schools in the two case study LEAs in 2001 elicited questionnaireresponses from 67.5% of heads of PE departments (PE HoDs). Analysis employed the Statistical Package for Social Scientists (SPSS). The findings revealed that delivery of HRE in case study schools was based on a fitness for sports performance perspective, utilising fitness testing and training. This was despite many teachers reporting a philosophy for physical education that reflected a fitness for life perspective with pupils adopting active lifestyles as its goal. Case study schools reported that the NCPE had influenced HRE delivery, however, limited change had resulted from the 1999 revisions

Book excerpt: David Kirk analyses the public debate leading up to the 1987 General Election over the place and purpose of physical education in British schools. By locating this debate in an historical context, specifically in the period following the end of the second world war, it attempts to illustrate how the meaning of school physical education and its aims, content and pedagogy were contested by a number of vying groups. It stresses the influence of the culture of postwar social reconstruction in shaping these groups' ideas about physical education. Through this analysis, the book attempts to explain how physical education has been socially constructed during the postwar years and, more specifically, to suggest how the subject came to be used as a symbol of subversive, left wing values in the campaign leading up to the 1987 election. In more general terms, the book provides a case study of the social construction of school knowledge. The book takes a new approach to the question of curriculum change in physical education, building on increasing interest in historical research in the field of curriculum studies more generally. It adopts a social constructionist perspective, arguing that change occurs through the active involvement of competing groups in struggles over limited material and ideological (discursive) resources. It also draws on recent developments in social and cultural theory, particularly the concepts of discourse and ideological hegemony, to explain how the meaning of physical education has been constructed, and how particular definitions of the subject have become orthodoxes. The book presents new historical evidence from a period which has been neglected by researchers in physical education. Until now, most attention has been paid to the nineteenth century, and there are no other published studies of the development of school physical education in the post second world war period. This is a major omission in the literature, however, since 1945 marked a watershed in the development of physical education as the subject is currently understood and practised in schools.

Book excerpt: This investigation aimed to establish the current level of physical activity in the primary school system, in both the Republic of Ireland and Northern Ireland. Moreover, this study attempted, both theoretically and empirically, to highlight the significance of physical activity in relation to the overall development of children aged between 5 and 8 years. Having established the level of activity, the intensity, frequency and duration of the activity was also evaluated. In conjunction with this, the impact on a childʼs cognitive, social, physical, spiritual and emotional development was discussed. An observational approach was chosen as the most appropriate method of obtaining an accurate, objective view of current practices in primary schools, vis-à-vis physical activity, and its consequent effects on a childʼs development. Furthermore, this approach was combined with an extensive nationwide postal survey, so that an overall picture could be constructed. The fusion of information, elicited from interviews conducted with professionals, parents and practitioners, over the course of the study, completed the triangulation of data. In addition, schoolʼs P.E. areas, facilities and timetables were scrutinised. Research in this area is vital as, to date, Ireland has not attained an international standard of research regarding physical activity levels of the target age group. This study necessitated research in state primary schools relating to children aged between 5 and 8 years. It entailed videotaping twenty P.E. classes and transcribing the data using the Target Child Observational Schedule, which was modified. The modifications were necessary so that each P.E. strand, including athletics, gymnastics, games, dance, outdoor activities and aquatics, could be readily identified and recorded. These observations, involved two hundred children, and took place in ten schools, five in the Republic and five in Northern Ireland. A nationwide survey, encompassing all thirty-two counties, captured the current attitudes of parents, teachers and children regarding P.E. and physical activity in general. A number of significant issues have emerged from the research, namely, the substandard level of activity experienced by children in P.E. lessons, the sense of incompetence experienced by an alarming number of primary school teachers, with regard to P.E. instruction, in addition to concerns regarding the availability of adequate P.E. equipment and facilities. These issues, their probable reasons and future implications, together with related topics, are discussed in this study, whereupon pragmatic solutions are formulated. Related topics range from the nature of obesity to exercise physiology and gender issues, in addition to the importance of social and curricular integration. It seems that in order to rectify the current situation three primary issues ought to be addressed; the issue of teacher training and support in relation to the instruction of the six PE strands, the issue of the sedentary lifestyle of children in this country, with reference to the negative repercussions on their health and overall development, and the issue regarding funding for PE facilities and equipment.
