It analyses the theoretical background to these developments and advocates the utility of thinking of a ‘lean’ form of school leadership that is comparable to the concept of ‘meta-control’. A wide-ranging survey of the empirical research literature on leadership effects includes the presentation of results from earlier meta-analyses as well as a new meta-analysis on some 25 studies carried out between 2005 and 2010. This survey demonstrates that older reviews and meta-analyses were predominantly based on so-called ‘direct effect’ studies, while more recent studies have tried to quantify the indirect effects of leadership, mediated by other school variables. While acknowledging the relatively small total effect of leadership on student outcomes, the study does identify promising intermediary factors which, stimulated by specific leadership behaviours, impact on student performance. The book ends by drawing out wider implications for educational practice and policy, presented under headings such as ‘schools need leadership’, ‘the toolkit of the school leader as a meta-controller’, ‘the special case of turning around failing schools’ and ‘efficiency of school leadership’. In passing, the authors make several suggestions about potentially fruitful next steps in researching the effects of school leadership.

A quantitative approach was taken, using Sashkin's Visionary Leadership Theory (VLT) to study the effects of a certificated military leadership school, the U. S. Air Force Air Command and Staff College, located at Air University in Montgomery, Alabama. A recurrent institutional cycle research design was used to examine pre-training, post- training, one-year post-training, and two-year post-training scores for ACSC classes over a three-year period. Effects were measured immediately after the training intervention and one and two years later. Findings of this longitudinal study support VLT: a leadership development curriculum based on transformational leadership can result in significant increases in leadership self-assessment scores after the training intervention. Moreover, the findings suggest that exposure to the transformational leader (as well as to the organizational culture that leader has constructed) has long-term effects that continue long after the training intervention. That is, under those conditions trainees experience continued increases in self-assessed leadership scores, measured one and two years after the intervention. Exposure to the transformational curriculum alone did not produce such a continuing effect on trainee leadership development.

Book excerpt: This handbook presents findings of a study that examined the outcomes of the Chief Executive Officer Leadership Development Program, which was developed by the Center for Creative Leadership (CCL). The 1-year program was comprised of classroom sessions, coaching, journal writing, and learning projects. Data were derived from: (1) a pre-program survey and questionnaire of 38 participating superintendents; and (2) post-program interviews with the 38 participants and their facilitators, a post-questionnaire completed by participants, and analysis of student journals. Findings indicate that the superintendents improved their leadership competencies and self-awareness. Of the four superintendent subgroups that were identified, two--the New Perspectives subgroup and the Role Expansion subgroup--were more affected than administrators who were already highly effective or more control-oriented. The program, compared to other studies of this nature, resulted in two more prominent outcomes: the view of leadership as a shared responsibility and a broader view of their professional role. Implications of the findings for evaluation of leadership-development programs are: the use of multiple methods enriches analysis; evaluation studies should expect highly individualized outcomes; and evaluation studies provide opportunities for understanding the leadership-development process. Eleven tables and five figures are included. Appendices contain copies of the exit interviews and statistics on subgroup differences. Contains 53 references. (LMI)
