The committee was asked to (1) investigate next-generation evolutionary and revolutionary M&S capabilities that will support enhanced defense systems acquisition; (2) identify specific emerging design, testing, and manufacturing process technologies that can be enabled by advanced M&S capabilities; (3) relate these emerging technologies to long-term DOD requirements; (4) assess ongoing efforts to develop advanced M&S capabilities and identify gaps that must be filled to make the emerging technologies a reality; (5) identify lessons learned from industry; and (6) recommend specific government actions to expedite development and to enable maximum DOD and U.S. commercial benefit from these capabilities. To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.

Available in PDF, EPUB and Kindle. Book excerpt: This Note examines the differences in combat outcomes predicted by models of different resolution applied to identical combat situations. First, hypothetical combat situations are posed, then several models of varying degrees of resolution in the spatial representation, aggregation of forces, and time step are used to predict losses and battle winners. Both stochastic and deterministic simulations are used. Comparison of outcomes provides important insights into the problems of aggregation. Observations from this set of experiments are as follows. Intuition regarding outcomes, causes, and effects is frequently wrong, leading to bad approximations in the aggregate. Scaling for different levels of resolution is possible, but a method of predicting the appropriate scaling technique and factors has not been found. The differences in outcomes between stochastic and deterministic models are most pronounced in the 'fair-fight' regime, in which the force balance (accounting for situational factors) is almost even. Because defense analysis frequently operates in this regime (getting just enough force to a theater or because constrained defense budget allocations may not permit overwhelming odds), this implies that great care should be taken to understand the possible variance in outcomes.

Book excerpt: Most models of air and land combat use schemes of aggregation and disaggregation in representing combat systems, in spatial configuration, and in depicting the progress of a battle. For example, the use of firepower scores is an extreme case of aggregation of weapons into a single measure. Combining like systems into weapons categories-partial aggregation-is a common approach to representing a large number of aircraft or ground weapon types. This report explores different approaches to aggregation and what is known theoretically about aggregation and disaggregation in Lanchester combat models that in two dimensions are commonly called square-law models. It defines requirements for consistency between aggregate and higher-dimensioned models of this type. Some important conclusions are that aggregation should take into account the specific capabilities of the opponent (raising concern about many 'scored' approaches that attempt to evaluate force components in isolation), and that partial aggregation (grouping 'like' systems) and disaggregation of previously aggregated results can be done consistently only when certain restrictions on the relative attrition capabilities of weapon systems hold. When this is the case, specific nonarbitrary weightings can be determined for the partial aggregations.
