It is unfortunate that in beginning most studies, attention must first be paid to the definitions of the more important terms that will be employed, to the drawing of certain primary distinctions, and to the consideration Of certain abstract principles which lie at the very basis of such studies. The task is one which, however, cannot be avoided if clear ness of exposition and thinking is to be subsequently secured. This is particularly true Of political science which, in com mon with other social sciences, has always suffered the grave disadvantages of a loose use of terms and a failure on the part of writers to agree upon the very foundation conceptions upon which a study of this science must rest. In this part of our work we will, however, be as brief and summary as due regard to the points that must be made clear will permit. In the study of political science constant use is made of the terms People, Nation, State, and Govern ment. Though these terms are Often used interchange ably, they connote quite different conceptions and should be clearly distinguished. Book excerpt: Excerpt from An Introduction to the Study of Government Since this book was conceived and written, events have come to pass which will ultimately be reflected in momentous political changes among the chief states of the modem world. Such changes, however, will certainly develop along the lines of liberal experiment in government as such experiment has been made in various democratic countries. A study of modern government in general will, therefore, have a value to the student in his consideration of coming possibilities in European political organization. This book has been written to place before students a concise statement of the nature, organization, and operation of government as government exists in the foremost states of the modern world. On the one hand, it covers a narrower field than the current textbooks on Political Science; on the other, it covers a wider field than the current textbooks on the government of the United States. I have endeavored, after a study of various modern governments, to set forth general principles of government and to show how these general principles are modified in practice by particular states. Two years ago I wrote to several of the leading publishers in this country asking for the titles of their publications covering the field of government, and specified the nature of the material I desired. In reply, the publishers submitted works on Political Science, books on the government of the United States, and theoretical treatises on principles of government in general. So far as I could discover, no book of the precise character I wanted was in print. After considerable hesitation, I planned the work myself. The greatest part of my available time since then has been spent in writing the book. The general divisions of my plan are those that are commonly adopted by political science writers. Book excerpt: Excerpt from The Modern Idea of the State: Authorized Translation With an Introduction The value of the more general and abstract efforts of political theory, of what may perhaps be called the philosophy of the state, is often questioned. It is urged on the one hand that the true science of politics cannot go beyond the study of the actual organization of government and of its relations to other social and economic institutions. On the other hand, it is asserted that political philosophy, because it is necessarily a priori in method, cannot do more than ring the changes on certain fundamental types of theory which were stated once for all in the far-distant past. Thus, for example, Professor Dunning in his recent book on Political Theories from Rousseau to Spencer says, "Greek Thought on this problem [the justification of authority and submission] in the fourth and third centuries before Christ included substantially all the solutions ever suggested.") Nevertheless, with some ups and downs, political philosophy goes on; it is one of those subjects of permanent human interest which, whether "scientific" or not, men are not likely to abandon. To be sure, it does at times degenerate into an apology for special interests in their endless struggle for power. This danger can scarcely be avoided when men undertake to weigh values and to estimate the importance of tendencies that have not yet eventuated in political fact. But notwithstanding this danger, the criticism of principles is indispensable. The notion that political theory can be reduced strictly to an analysis and summation of accomplished political facts is really idle.
