The author draws on a wide range of documents to survey the history, organization, and ideologies of the peace groups, placing them in their social and political context. Working through schools, churches, the press, political parties, and other opinion-forming groups, the German peace movement attempted systematically to promote the idea that the world's nations composed a harmonious community in which law was the proper means for resolving disputes. Except for small pockets of support, however, the movement met only resistance—resistance greater, the author contends, than elsewhere in the West. Evaluating the reasons for hostility to the peace movement in Germany, he concludes that dominant features of German political culture emphasized the inevitability of international conflict, in the final analysis because Imperial Germany's ruling elites feared the domestic as well as the international implications of the movement's program. Book excerpt: The classical concept ofInternationalLa w, as developed by Gentilis, Gro tius and their successors, accepted as its starting point the sovereignty of states, from which it followed that (r) the rules of International Law were based upon the general consent of those states; and (2) that, since state sovereignty was not capable of limitation, otherwise than by the consent of the state itself, in the last resort, International Law must accept the fact of war. Two world wars within the space of thirty years, and the development of nuclear weapons of unlimited potential, have compelled statesmen and lawyers to take a fresh look at the foundations of international relations. The First World War was followed by the creation of the League of Nations, and by the establish ment of the Permanent Court of International Justice. The failure of both, insofar as the preservation of peace was concerned, was apparent in the continuance of international insecurity, culminating in World War II. This again was followed by the establishment of a new inter national organisation, the United Nations, with its auxiliary, the International Court of Justice. Nevertheless, international security seems further away than ever, and it may be suggested that it is the devastating potential of nuclear weapons, rather than the strength of international machinery, which has so far prevented a third general conflict far more disastrous than either of the two World Wars which have already taken place.

After broadly tracing the IAF's complex lineage, Beaumont surveys the proliferation of IPF and IAF proposals throughout the 20th century, including schemes offered by Kipling, H.G. Wells, and Theodore Roosevelt. Later ideas included the Allies' Independent Air Force of 1917-18, the evolution of the League to Enforce Peace into the League of Nations, imperial air policing between the World Wars, and a host of proposals, official and informal, such as visions of a United Nations IAF and the ad hoc coalition air forces assembled by the major western powers in the Gulf War and the Balkans in the 1990s. The IAF concept gained far greater popularity, even among contemporary historians, than is generally appreciated. Beaumont interweaves the review of the IAF and IPF designs with diplomacy and war, especially the rise of air power, and the confounding of its advocates' visions of a cheap, quick road to victory. Based on Beaumont's survey of secondary and primary sources during more than a decade of research, this book considers the IAF image from such diverse perspectives as pacifism, popular culture, and collective security.
