Book excerpt: The construction of satisfactory roads in permafrost areas is normally more difficult than in temperate regions because the imperviousness of the underlying permafrost tends to produce poor soil drainage conditions, and because disturbance of the natural surface may set in motion adjustments in thermal regime, drainage, and slope stability which may have serious and progressive consequences. Cuts should be avoided if possible, and side slopes in fill composed of fine-grained materials should be kept to a 4 to 1 ratio or flatter. The discussion in this publication may also be applicable to design of runways in cold regions.

The use of cohesive soils is basically possible, but always involves considerable difficulties. In those cases when supersaturated loose soils are used for constructing fill, the established standards for density can not be achieved. As a result of the inadequate compaction of soils and their excessive wetting, such embankments become unstable when exposed to freeze-thaw cycles. Their stability is manifested in the fact that the frost upheavals of the roadbed surface exceeds the tolerable limits causing stresses and disruptions to appear in the road coverings built on the roadbed.
