The leading principles are stated, as far as possible, without the introduction of controversial matter. At the same time, throughout the work indications are given of the points still in dispute and of the difficulties involved in the further development of the principles and theories of which an elementary exposition is given. The work is based on the "Principles of Political Economy" (3 vols.) by the same author. It is, however, not simply an abstract. In the first four books the material used has been almost entirely recast. In the last book it was thought better to omit certain topics altogether rather than attempt any further condensation of the argument. In order to keep the volume within reasonable limits the greater part of the historical matter which forms a characteristic feature of the larger work has been excluded, though the results of the application of the historical method have been retained. Little space also was available for the history of economic thought and doctrines. In the text, however, the importance of these and other omitted topics has been emphasised, and the student is recommended throughout to supplement his reading by reference to special works. To that science we give the name of Political Economy. Our readers must be aware that that term has often been used in a much wider sense. The earlier writers who assumed the name of Political Economists avowedly treated not of Wealth but of Government. Mercier de la Riviere entitled his work The Natural and Essential Organization of Society, and professed to propose an organization "which shall necessarily produce all the happiness that can be enjoyed on earth." Sir James Steuart states, that "the principal object of the science is to secure a certain fund of subsistence for all the inhabitants, to obviate every circumstance which may render it precarious, and to provide everything necessary for supplying the wants of the society." The modern continental writers have in general entered into an equally extensive inquiry. "Political Economy," says M. Storch, "is the science of the natural laws which determine the prosperity of nations, that is to say, their wealth and their civilization." M. Sismondi considers "the physical welfare of man, so far as it can be the work of government, as the object of Political Economy." "Political Economy," says M. Say, "is the economy of society; a science combining the results of our observations on the nature and functions of the different parts of the social body." The modern writers of the English school have in general professed to limit their attention to the theory of Wealth; but some of the most eminent among them, after having expressed their intention to confine themselves within what appears to us to be their proper province, have invaded that of the general legislator or the statesman. Book excerpt: Excerpt from An Introduction to Political Economy In offering to the reader this revision of the Introduction, to Political Economy, it seems advisable to explain some of the circumstances which have called it forth, and which have consequently determined its character. In particular is it important to explain its relation to the author's Outlines of Economics, in order to avoid confusion and possible inconvenience. The "Introduction" was first published in 1889, and has since then without change passed through many editions. The "Outlines," which appeared in 1893, was originally intended to be simply a revised edition of the "Introduction," but finally grew into something quite different. It was therefore decided not to withdraw the earlier work, and in the preface to the "Outlines" it was stated that "in any future revisions of the two books an effort will be made to develop still further the peculiarities of each; the aim of the 'Introduction' being to furnish chiefly historical and descriptive material; the aim of the 'Outlines' being to give a systematic sketch of theory." Since the appearance of the "Outlines" the author has been gratified to learn from many sources that his course at that time has met with approval; and in this revision he seeks to carry out the intention to which reference has just been made. It has not been attempted, however, to make the revision in any way a new book, but rather to keep it essentially the same book while developing it in the direction indicated. The chief purpose of the revision has been to remove obvious defects, to bring statistical statements down to date, and to change theoretical expositions, so far as the advance of economic thought clearly requires that this should be done. On the other hand, it is altogether foreign to the purpose of this work to enter into theoretical controversies.
