Book excerpt: Urban freight transportation includes postal deliveries, delivery of inventory or building material to commercial businesses and construction projects, delivery of food, and waste collection. Despite the extent of known negative external impacts of freight transport on air pollution, safety, and congestion, a relatively small number of cities are taking a comprehensive approach to mitigating impacts of urban freight transport through planning practices. This research acknowledges as a starting point that local freight transport should exist more harmoniously with residents in urban areas through decreasing emissions, fatalities, and congestion. I argue that public agencies should lead planning processes for sustainable urban freight transport inclusive of industry stakeholders to develop context-sensitive solutions. As the conversation of sustainable urban mobility has become more popular in the past two decades, I investigate the extent to which sustainable urban transport has permeated this conversation. This research evaluates if and how local public agencies plan for sustainable urban freight transportation in 12 international cities selected from the Atlas of Urban Expansion. A small sample size was used to develop a framework for gauging how prevalent sustainable urban freight transport planning is across cities in eight world regions. The findings of this report observe that of 12 cities, 1 city has an approved plan for sustainable urban freight transportation. The concept of sustainable urban passenger transport is much more pervasive across cities in the sample than sustainable urban freight transport. Urban freight appears to be often overlooked in many transportation planning processes. The report finds that non-governmental organizations, nonprofits, and researchers should make sustainable urban freight transport an added focus in applied research and reporting efforts related to sustainable urban mobility with partner cities or countries moving forward

It begins with an overview of research in urban logistics and then describes and defines the main components: flows, actors, infrastructures, management components, technologies, regulations and financing actions. A unified vision of these elements as well as the definition of sustainable urban logistics is proposed. Then, the book presents the basics of planning and managing sustainable urban logistics. First, the basics of the before-after analysis are introduced, not only for the experiments but also for the simulation of scenarios. To carry out this type of analysis, two main groups of methods are needed: methods for estimating flows and methods for calculating evaluation indicators. The book presents the main global standards and dominant models for the estimation of the urban freight transport demand, i.e. of freight transport needs in urban areas. Then it presents the methods for estimating and simulating transport and distribution schemes (i.e. transport supply) as well as a proposal for integrated supply-demand modeling. All these methods are presented for immediate application to practitioners, accompanied by summary tables and parameters necessary for their implementation. As far as evaluation is concerned, the book presents a framework for the choice of sustainable indicators and scorecards. Second, the main methods for economic, environmental, social and accessibility assessment are presented. They are accompanied by tables and figures necessary for their implementation. Finally, the main applications of the proposed methods are introduced. The book is meant to be a practical guide to applying the main methods from scientific research to a practical context, and presents examples of quantified and explained application. It is thus the first book that summarizes and presents the main unified methods to help the different decision-makers to implement them in their actions of planning and management of the urban logistics and the transport of goods in town.

They need to acquire consumption/intermediate goods, export production and get rid of waste. In other words, the existence of a city relies on a transportation system providing the necessary services for its functioning. The typical urban transportation system heavily depends on passenger and freight movements by road. While this dependency is, in some cases, less relevant for passenger transport, most of freight moved in, out, within and through a city relies on motorized road transportation. Trucks and vans are responsible for congestion, polluting emissions, accidents, noise, visual intrusion and stench. All these negative effects are concentrated where many citizens live and, consequently, produce relevant economic (e.g. time lost), environmental (e.g. air quality), and social (e.g. segregation) impacts. Cities to be attractive, sustainable and thriving need an efficient freight transportation system. Fast changing consumption patterns with the rise of e-commerce and home deliveries also point out to another dimension of cities: their need to adapt quickly to economic trends.
