In the past twenty-five years, Native American nations within the United States have experienced significant growth in terms of their development efforts. And while the long-term effects are yet to be tested, short-term studies indicate socio-economic gains for Indian nations as well as local, state, and federal economies. At the same time, many tribes continue to confront serious issues of poverty and its social consequences. Thus an overarching question is why the variation in the levels and rates of economic growth. This article explores the many dimensions affecting tribal economies - from politics to socio-economic and cultural norms, as well as the various legal dimensions that influence tribal development efforts. Similarly, it offers insight on key aspects of Indian economic development, while demonstrating linkages between a policy supporting self-determination for Native peoples and improved economic conditions.

This book focuses on one enterprise on the Cheyenne River Sioux Reservation to determine whether such projects have fulfilled expectations and how they fit with traditional and contemporary Lakota values. Drawing upon on-site fieldwork and using anthropological, economic, and ecological approaches, Sebastian Felix Braun examines the creation of Pte Hca Ka, Inc., and its management styles as they evolved over fifteen years. He paints a compelling picture of cultural change. Braun traces Pte Hca Ka from its origin as a self-sustaining project that sought to combine traditional values with modern technology. He shows how the company tried to operate on cultural and ecological ideals until the tribal government shed its cultural agenda in favor of a pure business orientation. Braun describes these changes and presents the arguments of both sides. In Buffalo Inc., bison serve as a test case for a broader analysis of issues such as sustainability, economic development, tribal politics, and cultural identity.

Book excerpt: Bringing together perspectives from a variety of disciplines, this book provides an interdisciplinary approach to the emerging discussion on Indigenous nationhood. The contributors argue for the centrality of nationhood and nation building in molding and, concurrently, blending the political, social, economic, and cultural strategies toward Native American self-definitions and self-determination. Included among the common themes is the significance of space—conceived both as traditional territory and colonial reservation—in the current construction of Native national identity. Whether related to historical memory and the narrativization of peoplehood, the temporality of indigenous claims to sovereignty, or the demarcation of successful financial assets as cultural and social emblems of indigenous space, territory constitutes an inalienable and necessary element connecting Native American peoplehood and nationhood. The creation and maintenance of Native American national identity have also overcome structural territorial impediments and may benefit from the inclusivity of citizenship rather than the exclusivity of ethnicity. In all cases, the political effectiveness of nationhood in promoting and sustaining sovereignty presupposes Native full participation in and control over economic development, the formation of historical narrative and memory, the definition of legality, and governance. Book excerpt: American Indian Tribes and Indigenous peoples around the world are among the poorest groups in their countries. Economic development is an absolutely crucial issue for these governments and their people. Recently, two different efforts have been undertaken to create beneficial development based on treaties between Indigenous groups. In August 2007, eleven American Indian Nations, Canadian First Nations, New Zealand Maori Iwis, and Australian Aborigine groups signed a treaty to engage in international economic activities. Dozens of other American Tribes and New Zealand Iwis have also signed this treaty or will do so in the next few months. In addition, Pacific Northwest Indian Tribes have drafted an inter-tribal treaty to facilitate the conduct of business on reservations. This Article dissects these two treaties and addresses some of the unique legal issues that these treaties raise.

Freedom and Indigenous Constitutionalism celebrates the emancipatory potential of Indigenous traditions, considers their value as the basis for good laws and good lives, and critiques the failure of Canadian constitutional traditions to recognize their significance. Demonstrating how Canada’s constitutional structures marginalize Indigenous peoples’ ability to exercise power in the real world, John Borrows uses Ojibwe law, stories, and principles to suggest alternative ways in which Indigenous peoples can work to enhance freedom.
