Book excerpt: Heartfield, Price and Greene, Inc. of Monroe, Louisiana was contracted by the Memphis District of the United States Army Corps of Engineers under contract number DACW66-83-C-0030, Item R-703, to conduct a background, archival and literature search, and an intensive cultural resources survey of the project area of proposed Mississippi River levee berm stabilization in the vicinity of Porter Lake, Crittenden County. The purpose of this project is to prevent further seepage through the levee during periods of flooding. The area surveyed included a 91.5 meter (300 foot) top bank right-of-way as measured perpendicular to and riverside from the centerline of the levee between station 180/0+100 to station 181/2+50. Heartfield, Price and Greene, Inc. began background research for the project on February 1, 1983. On-the-ground survey was conducted between February 18 and February 19, 1983. Background investigations continued throughout the on-the-ground survey.

Book excerpt: A cultural resources survey along 66 miles of proposed levee berm construction in New Madrid and Mississippi counties, Missouri, is presented. This report (Component 4), consisting of 5 levees, is part of a 217-mile survey with 6 separate components located in the states of Arkansas, Tennessee, Kentucky, Missouri, and Illinois. A total of 272 architectural and structural features was identified and evaluated. It is the opinion that none of these features is of historic or architectural significance. A total of 25 historic archaeological sites, consisting of surface scatters of historic artifactual debris, was located and evaluated. It is the opinion that 24 of these are not historically significant and do not require further assessment or mitigation. Avoidance is recommended for a single historic cemetery within the proposed right of way. A total of 34 prehistoric archaeological sites was identified and evaluated. The Crosno site (23MI1) is listed on the National Register of Historic Places and a portion of the site is within the project boundaries. Twelve prehistoric sites are recommended as eligible for nomination to the National Register.

The project includes three separate borrow areas in Mississippi and New Madrid Counties, Missouri, from which excavated material will be removed to repair slides or eroding sections along the New Madrid Levee. A literature search and an in-field survey failed to located any archeological, historic or architectural sites within the impact boundaries. It is recommended that the project proceed as planned subsequent to appropriate consultation with the Missouri State Historic Preservation Officer.
