Book excerpt: This report presents the results of a systems engineering analysis of the training development process required to produce an Integrated Training System (ITS) for a New Weapons System (NWS). This work was performed in response to the findings of the 1985 Army Science Board and the latest Army Aviation Mission Area Analysis, which suggest that Army training development for NWS can be improved by using a top-down approach to training system development starting very early in the NWS acquisition process. The report contains the design architecture for an Army ITS Decision Support System (DSS), portrayed in Information Definition, Mod O (IDEFo) diagrams, plus supporting data on potential users of the system, embedded training, ITS data sources, and a set of training system design elements. The architecture spans the full cycle of NWS development from Milestone O through fielding and long-term maintenance. It integrates all aspects of ITS development within and across Military Occupational Specialties, such as individual, collective, and combined arms training and institutional, unit, and distributed training. The architecture provides the basis for the development of the functional specifications for the DSS. Specific intervention points are identified to provide the focus for future efforts to develop individual methods and procedures that are compatible with the overall model. (Author) (kr).

Book excerpt: "This report provides an historical account and analysis of the U.S. Army Research Institute's (ARI) research and development (R & D) efforts on structured simulation-based training (SST). These R & D efforts have led to the development of 30 research reports, 14 conference papers, and over 200 training support packages (TSPs). The developed TSPs focused on optimizing the simulation-based training opportunities for armor and mechanized infantry platoons and companies, and their battalion and brigade staffs. The TSPs have also been developed for representatives of a battalion's or a brigade's combat support and combat service support elements. This report's findings indicate that the developed TSPs would, if utilized properly, help the U.S. Army more fully exploit its advanced simulation-training systems. In addition, 43 lessons learned have been derived from these SST projects. The present report provides a central information source on ARI's SST efforts, and has important implications for future SST research and development efforts."--Stinet.

The Manpower and Personnel Integration (MANPRINT) program is a major military system procurement initiative adopted by the Army to focus on the needs and capabilities of the soldier. This program is unique in that it integrates six areas of user concerns which include human factors engineering, manpower, personnel, training, health hazards, and system safety throughout the development cycle of Army materiel. Even though MAN PRINT was developed for Army systems, the philosophy and techniques used in this program extend well beyond military systems used by soldiers. It can be applied to all products and systems used by people such as automobiles, airplanes, boats, control rooms, automated manufacturing, telecommunications, computers, and medical equipment. Interestingly, the impetus for MAN PRINT came from the senior managers who buy these systems. During the early and mid-1980s, two Army generals, M. R. Thurman and R. M. Elton, who served successively as the Deputy Chief of Staff for Personnel, were instrumental in fostering MANPRINT development. By the end of the 1980s, this program was integrated throughout the standard procurement system of the Army. The formal statement of acquisition policy is contained in Army Regulation 602-2.
