Military programs have steadily cost more, taken longer, and delivered less. How can the Department of Defense reverse this trend? The Department of Defense prescribes the use of an Earned Value Management System (EVMS) to control large, complex engineering projects. According to academic literature, the earned value method can be an effective project control technique but also has significant flaws. Modern integrated project models allow for innovative new approaches to project control which may be superior to the earned value method. Department of Defense policy reveals that integrating cost, schedule, and scope; accurately forecasting project status to allow for proactive decision making; and effective risk mitigation are the most important features of a project control method. This thesis reviews earned value method research and Department of Defense EVMS policy. This thesis also evaluates four project control methods through an experiment that uses an integrated project model. Subject to the specific conditions represented in the model, a Multiple Risk Level model-based control method enabled more proactive decision making than a modified version of the earned value method in the experiment. However, the Multiple Risk Level model did not forecast or enable risk mitigation as well as the modified earned value method in the experiment. The results of this analysis suggest that the ideal project control technique depends on the goals, nature, and environment of the project. Therefore, the Department of Defense should use integrated project models to tailor project control strategies to best suit acquisition programs.

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Book excerpt: Numerous persistent problems have resulted in reduced effectiveness and have exposed DOD to unnecessary risks when acquiring services. The growth in obligations on service contracts from $85.1 billion in fiscal year 1996 to more than $151 billion in fiscal year 2006 reflects a growing reliance on contractors to provide a range of mission-critical services. At the same time, DOD's civilian workforce was downsized without sufficient attention to requisite skills and competencies. Within this environment, our work, as well as that of some agency Inspectors General, have identified numerous instances of weak business practices poorly defined requirements, inadequate competition, insufficient guidance and leadership, inadequate monitoring of contractor performance, and inappropriate uses of other agencies contracts and contracting services. Collectively, these problems expose DOD to unnecessary risk, complicate efforts to hold DOD and contractors accountable for poor acquisition outcomes, and increase the potential for fraud, waste, or abuse of taxpayer dollars. DOD's structure and processes for managing services do not position the department to make service acquisitions a managed outcome. DOD has taken some actions to improve its management of services, including developing a competency model for its contracting workforce; issuing policies and guidance to improve DOD s management of contractors supporting deployed forces and its use of interagency contracts; and developing an integrated assessment of how best to acquire services. DOD leadership will be critical for translating this assessment and other actions into effective frontline practices. At this point, however, DOD does not know how well its services acquisition processes are working and whether it is obtaining the services it needs while protecting DOD's and the taxpayer's interests.
