Available in PDF, EPUB and Kindle. Book excerpt: Historically, the policy framework in Brazil has played a decisive role in shaping land use and changes in the rural landscape. Over the last three decades, the country has made impressive gains on socioeconomic, environmental and rural development policy fronts. Nonetheless, an overall analysis of Brazils policy framework pertaining to land use shows contradictions and constraints that need to be addressed in the long run. One such contradiction is given by disparities in rural credit and finance policies, with greater amounts favoring large-scale farming as opposed to family farming, despite the key role of smallholders in food production and job creation, and still low resources allocated to programs promoting low-carbon agricultural practices. Another contradiction is the dichotomy between climate change policies and mainstream agricultural and rural development policies. Brazils overriding challenge is harmonizing and effectively coordinating these different policy agendas at their various levels of implementation so as to effectively manage trade-offs. The question is what measures can be put in place to enable continued growth of agricultural production while also reducing its negative social and environmental costs? The answer lies partly in increasing support for implementing and up-scaling initiatives to promote low emissions agriculture and providing other economic incentives for adopting more sustainable use and conservation-oriented agricultural and land-use practices. Ultimately, reconciling agricultural production with conservation and rural livelihoods requires greater coordination and harmonization among sectoral policies at various levels of government. Achieving this goal requires the adoption of a combination of a value chain-based and territorial approach to land-use planning with more integrated farming systems in order to enable making improved decisions according to multiple trade-offs and impacts.

Book excerpt: The research highlights the urgency of communicating information about climate change, and to seeks to advance generalized knowledge about alternatives to mainstreaming land-use, climate adaptation, and vulnerability in participatory planning processes. [EH1] [EE2] It examines the state-led community-based planning process under the program City for Us (2005-2007), that took place in the state of Goiás, Brazil. My l[EH3] [EE4] eading argument contemplates that vulnerability assessments developed through community-based planning processes might pave the way to further mainstreaming climate change adaptation in planning processes. The research investigates whether the planning process integrates vulnerability in the land-use discussion by the participants of the program. This research aimed to answer the question "How do land-use practices discussed in City for Us participatory planning processes relate to vulnerability, and what does this mean for how vulnerability can be relevant in other participatory planning." The arguments for adaptation in this research are advanced through the lens of the social sciences, wherein the element vulnerability considers processes, practices, and governance-inequity issues. I investigate the vulnerability of human systems, which have experienced some sort of climate and or non-climate stress with limited capacity to cope or adapt. The vulnerability framework guiding the investigation encompasses the "architecture of entitlements" and "pressure and release" traditions in the climate change adaptation literature, which better suit the focus of the investigation than the "sustainable livelihood" and "socio-ecological" traditions. The exploratory design used in the research advances the qualitative paradigm that guides the ontology, epistemology, and methodology of my investigation, which is in unison with the constructionist perspective in the climate change adaptation literature that vulnerability is socially constructed. The analytical process combines an adapted constant comparative analysis, and a theoretical framework of vulnerability. Data collection methods include semi-structured interviews with purposely selected respondents that represented cities within the Goiânia Metropolitan Region while participants of the program City for Us. Journaling, field notes, and memos were also used. Triangulation materials are drawn from Brazilian's national and state surveys, database, and archives including toolkits and publications used through the implementation of the program City for Us. The research found that vulnerability assessments developed through participatory planning processes facilitate further mainstreaming climate change adaptation, wherein policy makers and planners introduce more robust climate-related measures in further planning revisions. Research limitations concerned time and budget, accessibility to and availability of respondents, unintended pre-conceived theoretical frameworks, and the researcher's positionality and roles. The research improves methodological frameworks for development of and revision of master plans, development policies, and development of capacity building initiatives that engages policy makers, managers and planning professionals, and the community at large in the advancement of climate adaptation. Book excerpt: Currently, Proambiente's land use planning tools and emerging social networks do not provide effective platforms for social learning among stakeholders. This study demonstrates that a social learning process requires more than simply guaranteeing enabling conditions at the property level, because stakeholders are nested within a broader social context. Certain stakeholders may strategically limit their level of participation in program implementation because of the political risks involved. Therefore, one cannot assume that social learning will be an emergent property of stakeholder interaction within networks using "participatory" planning tools. This study suggests that in order to reverse our reliance on technocratic solutions to managing natural resources and foster democratic environmental governance, social learning must be an intentional practice that is valued by stakeholders. PES practitioners should consider the broader socio-political context into which these schemes are inserted and prioritize learning, negotiation and reflection as explicit program goals.

We focus on land reform settlements in Northeast Brazil, where both approaches operated over the same time frame (1997-2002). Empirically, we identify the effects of various indicators on the socioeconomic growth of a sample of rural territories and localities, giving emphasis to the influence of the market-based Land Bill Programme (PCT) and the traditional state-led scheme (INCRA) on that growth through panel data analysis, cross-section regressions and field-based analysis. It has been concluded that: i) The scope for plan-led strategies towards sustainable development in the countryside has been given less than sufficient emphasis in the land reform literature; ii) There is not clear evidence that the market-based approach leads to higher socioeconomic growth regionally than does the state-led approach, or vice versa; iii) Although the market-based scheme contributed to improved access to title, the PCT settlements failed to impact positively settlers' welfare in the majority of sites; iv) Securing both higher access to land rights and better living conditions through land reform requires an approach that combines both state-led and market-based elements; v) Securing measurable positive impacts on the regional economy requires a land reform strategy that has a regional scope. Book excerpt: The issue of REDD+ benefit sharing has captured the attention of policymakers and local communities because the success of REDD+ will depend greatly on the design and implementation of its benefit?sharing mechanism. Despite a large body of literature on potential benefit?sharing mechanisms for REDD+, the field has lacked global comparative analyses of national REDD+ policies and of the political?economic influences that can either enable or impede the mechanisms. Similarly, relatively few studies have investigated the political?economic principles underlying existing benefit?sharing policies and approaches. This working paper builds on a study of REDD+ policies in 13 countries to provide a global overview and up?to?date profile of benefit?sharing mechanisms for REDD+ and of the political?economic factors affecting their design and setting. Five types of benefit?sharing models relevant to REDD+ and natural resource management are used to create an organising framework for identifying what does and does not work and to examine the structure of rights under REDD+. The authors also consider the mechanisms in light of five prominent discourses on the question of who should benefit from REDD+ and, by viewing REDD+ through a 3E (effectiveness, efficiency, equity) lens, map out some of the associated risks for REDD+ outcomes. Existing benefit?sharing models and REDD+ projects have generated initial lessons for building REDD+ benefit?sharing mechanisms. However, the relevant policies in the 13 countries studied could lead to carbon ineffectiveness, cost inefficiency and inequity because of weak linkages to performance or results, unclear tenure and carbon rights, under?representation of certain actors, technical and financial issues related to the scope and scale of REDD+, potential elite capture and the possible negative side effects of the decentralisation of authority. Furthermore, the enabling factors for achieving 3E benefit?sharing mechanisms are largely absent from the study countries. Whether REDD+ can catalyse the necessary changes will depend in part on how the costs and benefits of REDD+ are shared, and whether the benefits are sufficient to affect a shift in entrenched behaviour and policies at all levels of government. The successful design and implementation of benefit?sharing mechanisms – and hence the legitimacy and acceptance of REDD+ – depend on having clear objectives, procedural equity and an inclusive process and on engaging in a rigorous analysis of the options for benefit sharing and their potential effects on beneficiaries and climate mitigation efforts.
