Book excerpt: "The Tortugas Integrated Biogeographic Assessment presents a unique analysis of demographic changes in living resource populations, as well as societal and socioeconomic benefits that resulted from Tortugas Ecological Reserves during the first five years after their implementation. Prepared by NOAA's National Centers for Coastal Ocean Science (NCCOS), Center for Coastal Monitoring and Assessment Biogeography Branch, this assessment is one of a series of such projects designed to provide managers with critical information on the distribution of marine resources under their jurisdiction. Over the past decade, NCCOS has applied an integrated biogeographic assessment approach to inform the management of marine resources within both coral reefs and National Marine Sanctuaries since 1998. To date, nine Office of National Marine Sanctuaries (ONMS) sites and most of the coral reef ecosystems in U.S. states and territories have had some level of biogeographic characterization or mapping completed through this partnership. Book excerpt: "This past summer a team of researchers led by Jerry Ault, University of Miami's Rosenstiel School of Marine and Atmospheric Science (UM/RSMAS), surveyed reef fish populations in an area covering nearly 450 square nautical miles in the Dry Tortugas region of the Florida Keys. The Tortugas region contains: the Tortugas Ecological Reserve-North (Florida Keys National Marine Sanctuary); the adjacent southern section of the Tortugas Bank that remains open to commercial and recreational fishing (Bank fishable); and, Dry Tortugas National Park, where commercial fishing has been banned since 1960. The Tortugas Ecological Reserve (Bank MPA -- marine protected area), which covers over 150 square nautical miles, is the largest 'no-take' marine zone in U.S. waters. In addition to UM/RSMAS, the team included scientists from NOAA Fisheries, National Park Service, Florida Fish and Wildlife Conservation Commission, NOVA Southeastern University, and the University of North Carolina at Wilmington/National Undersea Research Center. In 20 operational days the 43-member team conducted 1,594 scientific dives for 37.5 days underwater where they mapped nine types of benthic habitats and recorded the abundance and size of about 275 fish species"--Executive summary.

Book excerpt: Understanding the biogeography of reef fish assemblages is paramount to reef conservation, management, and conducting appropriate population survey designs. Reef fish assemblages are a multispecies complex of reef-associated fish and are shaped by multiple environmental and biological factors (e.g. temperature, depth, benthic habitat, and topographic relief), which determine the species constituents residing in an area. Assemblages typically change with latitude where the number of families, genera, and/or densities of species specific to warmer climates decrease poleward into colder climate regimes. The Florida Reef Tract (FRT) extends for 595 km from the Dry Tortugas in the south-west to Martin County in the north, crossing a sub-tropical to temperate climate transition. This study investigates the biogeography of reef fish assemblages throughout the FRT to determine if they correspond to previous regional delineations that were primarily based on coastal geomorphology. Multivariate density analyses show that depth, habitat, relief, and region are major factors in determining the assemblages. Four main ecoregions were evident based on depth, benthic habitat, relief and latitudinal region: Dry Tortugas (DT), Florida Keys (FK), Southeast mainland (SE), and Bahamas Fracture Zone (BF). DT split into four biogeographic assemblage regions primarily based on depth, and relief. FK split into five biogeographic assemblage regions with a sixth extending through Broward County primarily based on depth, habitat type, and relief. SE split into four biogeographic assemblage regions primarily based on depth, and region. BF split into three biogeographic assemblage regions primarily based on depth, and region. These sixteen assemblages represent the current composition of reef fish based on four factors. Numerous other factors also affect reef fish assemblages (e.g. past and present fishing pressure, mangrove nursery habitat, and coral death) that were not part of the analysis but are discussed. The final reef fish assemblage regions were associated with previous benthic habitat maps in order to view their spatial extent. Having a map of current biogeographic reef fish assemblages serves as a baseline and allows more accurate management and monitoring of future reef fish populations.

As we work towards global sustainability at a time when efforts to conserve biodiversity and combat climate change correspond with land grabs by large corporations, food insecurity, and human displacement. While we seek to reconcile more-than-human relations and responsibilities in the Anthropocene, we also struggle to accommodate social justice and the increasingly global desire for economic development. These and other challenges fundamentally alter the way social scientists relate to communities and the environment. This book takes as its point of departure today’s pressing environmental challenges, particularly the loss of biodiversity, and the role of communities in protected areas conservation. In its chapters, the authors discuss areas of tension between local livelihoods and international conservation efforts, between local communities and wildlife, and finally between traditional ways of living and ‘modernity’. The central premise of this book is while these tensions cannot be easily resolved they can be better understood by considering both social and ecological effects, in equal measure. While environmental problems cannot be seen as purely ecological because they always involve people, who bring to the environmental table their different assumptions about nature and culture, so are social problems connected to environmental constraints. While nonhumans cannot verbally bring anything to this negotiating table, aside from vast material benefits that society relies on, the distinct perspective of this book is that there is a need to consider the role of nonhumans as equally important stakeholders – albeit without a voice. This book develops an argument that human-environmental relationships are set within ecological reality and ecological ethics and rather than being mutually constitutive processes, humans have obligate dependence on nature, not vice versa. This would enable an ethical position encompassing the needs of other species and giving simultaneous (without one being subordinated to another) consideration to justice for humans and non-humans alike. The book is accessible to both social scientists and conservation specialists, and intends to contribute to strengthening interdisciplinary collaborations in the field of conservation.

Book excerpt: Movement patterns and space use by mature fishes are critical in determining the effectiveness of marine reserves in conserving spawning stock biomass and/or providing biomass to adjacent fisheries through 1spillover2. Home range sizes, activity patterns, site fidelity and habitat preferences were determined for acoustically-tagged snappers and groupers using a rigorously-calibrated array of omnidirectional hydroacoustic receivers deployed in the diverse coral reef environments of a no-take marine reserve (NTMR) network in the Dry Tortugas, Florida. An individual-based localizing tendency model of reef fish movement was parameterized from fine-scale acoustic telemetry data and integrated into a Spatial Management Performance Assessment (SMPA) simulation model for reef fish populations developed to quantitatively evaluate performance of no-take marine reserves in the Dry Tortugas, Florida. Spatially-explicit SMPA models were parameterized for three overfished stocks in the lucrative snapper-grouper fishery: red grouper (Epinephelus morio), black grouper (Mycteroperca bonaci), and mutton snapper (Lutjanus analis). SMPA models were used to evaluate the impacts of a variety of life histories, movement strategies and speeds, and management regulations upon long-term stock sustainability, as measured by annual changes in spawning potential ratio (SPR), and long-term stock productivity, as measured by annual changes in fisheries yield-in-weight per recruit (Yw/R). Under assumptions of constant regional fishing pressure, constant recruitment, and 1realistic2 fish movement, SMPA simulation runs from initial conditions in 2000 suggested that by 2014, the Tortugas NTMR network should function to restore red grouper populations to 30% SPR, a Federal management benchmark for sustainability. Mutton snapper were the most mobile of the species investigated; if mutton snapper movements are ignored, their population is predicted to attain 30% SPR by 2014, but given 1realistic2 mobility, they may not attain this target by 2021 without additional protections. Black grouper are currently fished at over 9 times sustainable levels. SMPA simulations suggest coupling an increase in minimum size at capture of 20 6 25 cm with NTMR implementation would result in substantial short term losses in yield, but would restore both black grouper and mutton snapper populations to 30% SPR by 2021 and lead to increased long-term yields. Although marine reserve sites are often chosen opportunistically, these findings strongly suggest that reserve designs (e.g. proper sizes and configurations) must take into account the scales and patterns of movement exhibited by the exploited stocks they are intended to protect. These modeling efforts also suggested reserves are not a panacea; in order to promote sustainability for severely depleted stocks, they must be accompanied by an overall reduction in fishing capacity. Although important questions remain concerning the movements of reef fish in response to habitat and density dependent processes, our analyses of realistic reef fish behaviors suggest that the NTMRs of the Dry Tortugas promote substantial gains in SPR, promoting long-term stock sustainability and enhanced egg production. Increased rates of movement diminish these benefits, but may also mitigate short-term losses in yield associated with NTMR establishment.
