Book excerpt: Computable general equilibrium (CGE) models seeking to evaluate the impacts of electricity policy face difficulties incorporating detail on the variable nature of renewable energy resources. To improve the accuracy of modeling renewable energy and climate policies, detailed scientific and engineering data are used to inform the parameterization of wind electricity in a new regional CGE model of China. Wind power density (WPD) in China is constructed using boundary layer flux data from the Modern Era Retrospective-analysis for Research and Applications (MERRA) dataset with a 0.5° latitude by 0.67° longitude spatial resolution. Wind resource data are used to generate production cost functions for wind at the provincial level for both onshore and offshore, incorporating technological parameters and geographical constraints. By using these updated wind production cost data to parameterize the wind electricity option in a CGE model, an illustrative policy analysis of the current feed-in tariff (FIT) for onshore wind electricity is performed. Assuming a generous penetration rate, no grid integration cost and no inter-provincial interconnection, we find that the economic potential of wind exceeds China's 2020 wind target by a large margin. Our analysis shows how wind electricity resource can be differentiated based on location and quality in a CGE model and then applied to analyze climate and energy policies.

Book excerpt: Expanding the use of wind energy for electricity generation forms an integral part of China's efforts to address degraded air quality and climate change. However, the integration of wind energy into China's coal-heavy electricity system presents significant challenges owing to wind's variability and the grid's system-wide inflexibilities. Here we develop a model to predict how much wind energy can be generated and integrated into China's electricity mix, and estimate a potential production of 2.6 petawatt-hours (PWh) per year in 2030. Although this represents 26% of total projected electricity demand, it is only 10% of the total estimated physical potential of wind resources in the country. Increasing the operational flexibility of China's coal fleet would allow wind to deliver nearly three-quarters of China's target of producing 20% of primary energy from non-fossil sources by 2030. China, the world's largest energy consumer and greenhouse gas emitter, has made deploying wind-generated electricity a cornerstone of long-term plans to mitigate climate change, air pollution and other energy-related environmental impacts. Following rapid expansion in recent years, especially in remote, less populous areas, wind has faced significant challenges integrating into the coal-heavy power grid owing to its fundamental operational differences compared to conventional energy sources. We present the first assessment of China's wind energy potential and its regional distribution that incorporates an operational model of the grid and undertakes systematic exploration of key uncertainties.

The widespread acceptance that most of the observed increase in globally-averaged temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic greenhouse gas [GHG] concentrations' has increased political pressure on governments to reduce GHG emissions. At the same time, rising oil prices have made the reduction of dependence on energy imports and diversification of the energy mix strategic imperatives for many countries around the world. While governments worldwide are confronted with this dual challenge, it is of special relevance to China. On the one hand, China has recently become the world s largest emitter of CO2, accounting for 24% of global annual CO2 emissions. China is therefore one of the most important players to effectively mitigate global warming and pressure from governments around the world on China to join emission reductions efforts is mounting. On the other hand, energy demand is growing exponentially and China is increasingly relying on energy imports to satisfy energy needs. Worried that growing dependency on energy imports may be accompanied by foreign-policy and economic pressures that might threaten national security as well as social and political stability, China has implemented a number of policies to address this issue ranging from policies to save energy and reduce energy intensity, to the diversification of oil supply sources and routes, the support of equity oil overseas acquisitions and the build up of strategic oil reserves to the diversification of the energy portfolio. In line with the objective to diversify the composition of the energy mix, China s leadership is increasingly realizing the need to reduce emissions and support renewable energy development. At a recently held Politburo study session, President Hu Jintao exclaimed: Our task is tough, and our time is limited. Yet the availability of their construction materials could be a potential bottleneck. As rare earth elements represent the most critical materials, Anja Brumme provides a market analysis of rare earths, ascertaining that geological scarcity is not the main problem. Instead, the author identifies four kinds of market failure: market power, co-production, by-production and negative externalities. It becomes apparent that the market for rare earth metals is in a state of severe disequilibrium. Subsequently, her estimate of future rare earth demand patterns based on the wind power industry by 2050 reveals that the current level of supply is unlikely to be sufficient in the long run. To allow for a more elaborate analysis, the author suggests two options of including a rare earth side condition in an integrated assessment model.

The environmental issues caused by mining, transportation and consuming of conventional fuels are getting more and more serious. Wind energy, as a strong power on earth, has been developed for decades. With much attention drawn to it and the development of technology, the cost of wind power has been reduced to a relatively competitive price. Thus the utilization of wind power has been widely obtained globally. However, the cost of wind power is still too high to compete with conventional thermal power if without incentives. As a result, it is important to find influential factors to this problem. This research paper presented the cost and profit of wind power in a more comprehensive way. Firstly, this paper introduces a basic analysis of wind power cost. The cost of wind power mainly consists of three part: investment cost, operation and maintenance cost and financial cost. Site selection, wind energy source, turbine selection method along with tax policies are also discussed here. And then a mathematical model is derived. From this model, we can perceive the composition of wind power cost. Secondly, the integration cost and environmental are discussed in this paper. The randomness of wind resource and the uneven distribution of electricity supply and demand lay heavy burden on electricity management, so that additional reserve capacity and energy storage technology are under development. Damages caused by coal production, transportation and use add environmental value to wind power generation. The social and environmental benefits are constantly ignored when calculating wind power cost, and the cost spent on grid integration caused by the uncertainty of wind energy should also be considered. Finally, an integrated model is derived, analyzing factors influencing wind power cost. A 50MW wind farm is assumed to be built in Urumqi area. It's cost along with its environmental value is calculated using the method discussed in this report. And the result is compared with wind power price and coal piece.

Book excerpt: China's rapid economic growth -- largely industrial, energy-intensive, and reliant on coal -- has generated environmental, public health, and governance challenges. While China now leads the world in renewable energy deployment, curtailment (waste) of wind and solar is high and increasing, generating much discussion on the relative contributions of technical inflexibilities and incomplete institutional reforms on integration outcomes. These integration challenges directly affect China's ability to meet long-term environmental and economic objectives. A second, related challenge emerges from how wind integration interacts with China's reinvigoration in 2015 of a three-decade-old process to establish competitive electricity markets. A "standard liberalization prescription" for electricity markets exists internationally, though Chinese policy-makers ignore or under-emphasize many of its elements in current reforms, and some scholars question its general viability in emerging economies. This dissertation examines these interrelated phenomena by analyzing the contributions of diverse causes of wind curtailment, assessing whether current experiments will lead to efficient and politically viable electricity markets, and offering prescriptions on when and how to use markets to address renewable energy integration challenges. To examine fundamentals of the technical system and the impacts of institutional incentives on system outcomes, this dissertation develops a multi-method approach that iterates between engineering models and qualitative case studies of the system operation decision-making process (Chapter 2). These are necessary to capture, respectively, production functions inclusive of physical constraints and costs, and incentive structures of formally specified as well as de facto institutions. Interviews conducted over 2013-2016 with key stakeholders in four case provinces/regions with significant wind development inform tracing of the processes of grid and market operations (Chapter 3). A mixed-integer unit commitment and economic dispatch optimization is formulated and, based on the case studies, further tailored by adding several institutions of China's partially-liberalized system (Chapter 4). The model generates a reference picture of three of the systems as well as quantitative contributions of relevant institutions (Chapter 5). Insights from qualitative and quantitative approaches are combined iteratively for more parsimonious findings (Chapter 6). This dissertation disentangles the causes of curtailment, focusing on the directional and relative contributions of institutions, technical issues, and potential interactive effects. Wind curtailment is found to be closely tied to engineering constraints, such as must-run combined heat and power (CHP) in northern winters. However, institutional causes -- inflexibilities in both scheduling and inter-provincial trading -- have a larger impact on curtailment rates. Technical parameters that are currently set administratively at the provincial level (e.g., coal generator minimum outputs) are a third and important leading cause under certain conditions. To assess the impact of China's broader reform of the electricity system on wind curtailment, this dissertation examines in detail "marketizing" experiments. In principle, spot markets for electricity naturally prioritize wind, with near zero marginal cost, thereby contributing to low curtailment. However, China has not yet created a spot market and this dissertation finds that its implementation of other electricity markets in practice operates far from ideal. Market designs follow a similar pattern of relying on dual-track prices and out-of-market parameters, which, in the case of electricity, leave several key institutional causes of inefficiency and curtailment untouched. Compared to other sectors with successful marketization occurring when markets "grow out of the plan," all of the major electricity experiments examined show deficiencies in their ability to transition to an efficient market and to cost-effectively integrate wind energy. Although China's setting is institutionally very different, results support implementation of many elements of standard electricity market prescriptions: prioritize regional (inter-provincial) markets, eliminate conflicts of interest in dispatch, and create a consistent central policy on "transition costs" of reducing central planning. Important for China, though overlooked in standard prescriptions: markets are enhanced by clarifying the connection between dispatch and exchange settlement. As is well established, power system efficiency is expected to achieve greatest gains with a short-term merit order dispatch and primarily financial market instruments, though some workable near-term deviations for the Chinese context are proposed. Ambiguous property rights related to generation plans have helped accelerate reforms, but also delay more effective markets from evolving. China shares similarities with the large class of emerging economies undergoing electricity market restructuring, for which this suggests research efforts should disaggregate planning from scheduling institutions, analyze the range of legacy sub-national trade barriers, and prioritize finding "second-best" liberalization options fit to country context in the form and order of institutional reforms.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
