Book excerpt: After the recent financial and economic crisis, greening the economy has become a major focus for international and national discussions: How to combine forceful and effective action to meet climate change and other environmental challenges with stronger and more sustainable economic development, in both developed and developing countries. This synthesis report on the Nordic countries' environmental policy experiences, focuses on the use of economic instruments and how this policy has contributed to the integration of environmental concerns into economic growth and development policies. The report demonstrates that the Nordic countries have been successful in achieving substantial reductions in several major pollutants and clear improvements in local and regional environmental quality, while maintaining an internationally respectable rate of economic growth. This decoupling of economic development from growth in emissions has been achieved through a range of policy instruments, with a strong and increasing element of economic, market-based instruments. The challenge, and the opportunity, for the Nordic countries is to strengthen and deepen such policies, with even more effective design of and combination of policy instruments, to deal with new and remaining threats to the local, national and international environment.

Book excerpt: In November 2011, the Nordic Prime Ministers commissioned the Nordic Council of Ministers to launch a new cross sectoral initiative for green growth. The Prime Ministers’ commission was based on the report, The Nordic Region – leading in green growth, prepared by a Nordic working group for green growth. The Nordic countries should together utilise their position in terms of energy efficiency, development of sustainable energy, environmental awareness, innovation and research initiatives, and high international goals in the environmental and climate area. The aim is to work in areas in which the Nordic countries can build on and develop existing positions of strength, improve co-ordination between the Nordic countries, and take the lead in relation to the development in the European Union (EU). The Councils of Ministers are making tangible the working group’s eight recommendations for project activities, which have been granted a total of DKK 45 million in the period 2012–2014. This status report presents the most important advances in each project. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

In the 21st century, Norway, Denmark and Sweden remain the icons of fair societies, with high economic productivity and quality of life. But they are also an enigma in a cultural-evolutionary sense: though by no means following the same socio-economic formula, they are all cases of a "non-hubristic", socially sustainable modernity that puzzles outside observers. Using Nordic welfare states as its laboratory, Sustainable Modernity combines evolutionary and socio-cultural perspectives to illuminate the mainsprings of what the authors call the "well-being society". The main contention is that the Nordic uniqueness is not merely the outcome of one particular set of historical institutional or political arrangements, or sheer historical luck; rather, the high welfare creation inherent in the Nordic model has been predicated on a long and durable tradition of social cooperation, which has interacted with global competitive forces. Hence the socially sustainable Nordic modernity should be approached as an integrated and tightly orchestrated ecosystem based on a complex interplay of cooperative and competitive strategies within and across several domains: normative-cultural, socio-political and redistributive. The key question is: Can the Nordic countries uphold the balance of competition and cooperation and reproduce their resilience in the age of globalization, cultural collisions, the digital economy, the fragmentation of the work/life division, and often intrusive EU regulation? With contributors providing insights from the humanities, the social sciences and evolutionary science, this book will be of great interest to students and scholars of political science, sociology, history, institutional economics, Nordic studies and human evolution studies.

The sheer ambition makes it important to monitor progress closely. To this end, the Nordic Council of Ministers commissioned Rambøll Management Consulting to conduct baseline measurements back in 2021. The idea was to map out the starting point for work on the vision. This status report follows up on the baseline measurements and assesses progress towards realising the vision. It is based on the 45 indicators adopted by the Nordic Council of Ministers in 2021 and the methodology used for the baseline report. Overall, the 2023 status report shows that the Nordic Region remains on track to become the most sustainable and integrated region in the world. This is particularly true for the visions of a competitive Nordic Region and a socially sustainable Nordic Region. However, there is room for improvement with regard to the visions for a green Nordic Region.
